The sustainability of agricultural systems has become a major focus for debates about future human survival. Much of the argument appears to rely on simplistic interpretation of ecological models, and fails adequately to define what sustainability objectives are being sought. We explore the implications of two alternative approaches to agricultural sustainability: the Critical Limits view which would require future farming systems to accept the ecosystem-imposed limits on the number of people in the world and the lifestyle they can enjoy; and the Competing Objectives view would balance agricultural sustainability with economic viability, reduction of environmental harm and fulfilling public demands for food and landscape benefits. The development of farming systems of the future will depend on which of these views is adopted by planners and policy makers.This paper challenges some of the ecological assumptions underlying the Critical Limits approach and questions the conventional view that extensive farming systems are more sustainable agriculturally than intensive systems. We may be able to deal more effectively with the environmental side effects of intensive farming systems by treating them as unwanted externalities and taking direct action to avoid or remove them rather than attempting to change fundamentally the nature of modern farming systems.To cope with the increasingly complexity and inter-connectedness of modern farming systems in the context of globalisation and potential perturbations like climate change, we need a pluralistic approach to policy, which can cope with the high levels of uncertainty in these areas and which allows maximum flexibility of response to changing circumstances.  相似文献

Transfer of technologies from the universities to the private sector is increasingly regarded as playing a significant role in new business starts, growth of existing businesses, and new job creation. Further, there are monerous models describing the process of technology transfer. Some of the existing models represent this process as a linear progression of steps: from idea generation and technology development at the university, to patenting the technology and then establishing a university-private firm link through a formal search process. The process culminates in patent rights transfer. Other models describe technology transfer in terms of networking arrangements and emphasize not so much formal search as the role of long-term relationships between the two parties. Still other studies indicate that it is possible to combine the two approaches—formal search and informal networking arrangements—to ensure successful transfer.Business firms involved in transfer also may be classified into several groups. Transfer could occur between the university and an established firm, between the university and a recently created new venture, or transfer could result in the creation of a new company. Technology, for example, could be transferred to a large company that uses the transferred technology as a basis for just one of many product lines, or to a small firm that makes the transferred technology a cornerstone of its product strategy.Are there any differences among the transfer processes used when large or small firms are involved, or when technology is transferred to an existing company, or results in the creation of a new firm? To address these questions, we mapped the technology transfer processes of 23 different technologies developed at the University of Minnesota from 1983 to 1993.More than half of the technologies studied went to large companies and were used either to upgrade existing products or to extend existing product lines. In eight cases technologies were transferred to small firms. In three cases technologies were transferred to venture capital firms or intermediaries and had not been commercialized at the time the study was completed. In the rest of the cases new firms were created by the inventors/university scientists themselves and served as vehicles for marketing their inventions. None of the firms of the latter group have grown beyond a part-time employment opportunity for the inventors, and only one firm provided evidence that additional hiring would be necessary in the near future.Only four cases involved transfers of technologies that have been developed and patented by the university to firms that did not have any relationships with the university prior to the transfer. In these four cases the firms used some form of search strategy to find a needed technology. However, there is no evidence that any of the firms had a well-developed formal search procedure. In the overwhelming majority of cases some form of relationship existed between the university (or individual inventors) and the private firm prior to the transfer. These relationships ranged from long-term friendships and/or cooperation to such less involved forms as interaction at research seminars and university-sponsored events. Further, in four cases, the technologies were initially developed by private companies, whereas the university's role was to assist in refinement or testing of the technology.The research yielded a number of additional findings that deserve further investigation and discussion. Specifically, the study did not provide any evidence that the successfully completed technology transfers made any substantial contribution to either new business creation or the generation of new jobs. This finding suggests that scholars and policy makers should proceed with caution before accepting a notion that new or high technology firms will have any direct economic impact.The study findings hold specific implications for entrepreneurial behavior and public policy. The “formal search and shopping” for a technology model suggests that both business and academic/government laboratories publicize, respectively, their requirements and offerings, and that opportunities for creative brokerage ought to exist. We found that in the majority of cases technology was transferred not through formal search, but through some prior relationships among individuals. This observation suggests that the ability to build extended networks of relationships not only within the business world but also with the university community is an important skill that owners and managers of the technology-based businesses need to possess. Entrepreneurs seeking to start businesses based on new technologies may need to reevaluate how much of their limited time to allocate to build and maintain networks and cooperative relationships, and how much time to shop for new technologies through formal channels. Further, public policy and the efforts of the university transfer agencies intended to facilitate transfer may need to shift their emphasis from facilitating “shopping” by organizing and/or paying for “publicity” (which is currently the major emphasis) to providing assistance in network building and relationship marketing efforts.  相似文献

Banks are important role players to the economy of any country. However, to survive in a competitive business environment banks need to focus on building and maintaining client relationships and to identify how their employees influence these relationships. This study investigates the influence of variables, with regard to bank employees, on the customer relationship management (CRM) of banks. A literature study explains CRM, the banking industry and employees' involvement with banking clients. To assess the impact of the predetermined variables from literature on the CRM of banks, a number of hypotheses were constructed and tested empirically among a sample of banking clients. The findings reveal that the variables knowledgeability and attitude of bank employees have a statistically significant impact on the effectiveness of the CRM strategies of banks. Based on the findings of the empirical investigation, strategies are provided for banks to improve their employees' knowledgeability and attitude in order to ensure more effective CRM strategies.  相似文献

This paper analyses the range of risk-related problems that have arisen over the introduction of genetically modified (GM) crops and food products in the context of the adoption of the precautionary principle (PP) in Europe. Adoption of the PP was intended to avoid some of the environmental problems that arose from the earlier reactive/preventive regulatory system developed for pesticides and also to encourage public acceptance of the new technology but is failing to achieve either of these aims. It is argued that a distinction needs to be made between interest-based and ethical or valuebased responses to risk issues and different approaches to conflict resolution are needed in each case. The PP can be seen as having allowed ethical and value-based concerns to have a new role in risk debates in contexts where they were previously excluded. Despite journalistic references to 'Frankenstein foods' the major protagonists in the debate about GM crops and foods are more concerned about the Faustian bargain which puts science, technology and the industries that increasingly control them in charge of world food production systems. Rather than abandoning the PP, as has been suggested by some risk analysts, a more balanced approach to incorporating it into risk regulation, coupled to balanced skepticism about the motivations of stakeholders, is outlined as a starting point to break into the current escalating cycle of conflict while also meeting the needs of modern industrial societies.  相似文献

Multinational companies in the life science sector are heavily influenced by government policies and regulations and in turn attempt to influence these actors nationally and internationally. This paper focuses on recent and on-going research, principally on the agro-biotechnology and, to a lesser extent, on the pharmaceutical industries, covering the evolution of policy and regulation in Europe, how policies are influenced by stakeholder pressures and how policy in turn influences company strategies for product development. We focus particularly on new ‘governance’ agendas in Europe and consider the relative impacts of enabling, constraining, discriminating and indiscriminate policies on company strategies as part of our development of an integrated approach to policy and governance. We also consider changes in external operating environments for multinational companies and compare past histories and present pressures on agro-biotechnology and pharmaceutical companies. The paper argues, with evidence, that a more enabling and discriminating policy and regulatory environment can achieve public goals more efficiently and effectively, taking account of impacts on innovation, than more blunt policy instruments. This type of environment takes into account the resources and capabilities available to firms and research laboratories rather than relying on broad brush carrot and stick approaches.  相似文献

This paper describes the development and use of a piece of software, INTERACT, for analyzing situations under the control of several interested parties. After briefly discussing forms of analysis used, it outlines the design philosophy of the software itself. Particular attention is paid to its intended use in a decision support role. The functions typically performed in the course of analysis are illustrated using a worked example. This paper contributes to the debate surrounding the question of whether biotechnology, particularly its applications in agricultural and food-related industries, should be regarded as revolutionary or evolutionary (with some reservations about the vaildity of teh question). The potential to create a revolutionary techno-economic paradigm shift does exist but it is currently systems. It is also important to consider the motivations underlying statements about the revolutionary/ evolutionary nature of biotechnology, as some such statements are intended to influence events rather than to reflect them. The impact of small firms on the direction and place of revolutionary change in these industries is likely to be marginal, unlike the situation in the early phases of teh electronics/IT revolution. At present the lack of integration of policy initiatives by national governments and the EC is a major factor discouraging the rapid implementation of change.  相似文献
