The passage of Title IX, the 1972 Education Amendments to the Civil Rights Act, expanded high school athletic opportunities to include girls, revolutionizing mass sports participation in the United States. This paper analyzes high school athletic participation in the United States and how sports offerings for boys and girls changed subsequent to the passage of this legislation. Girls' sports participation rose dramatically both following the enactment of Title IX and subsequent to enhancements to its enforcement. Approximately half of all girls currently participate in sports during high school; however, there remains a substantial gap between girls and boys participation in many states. States' average education level and social attitudes regarding Title IX and women's rights are correlated with this remaining gender gap. Examining individual high school students, sports participation is seen more frequently among those with a privileged background: white students with married, wealthy, educated parents are more likely to play sports. This finding points to an overlooked fact—while Title IX benefited girls by increasing the opportunity to play sports, these benefits were disproportionately reaped by those at the top of the income distribution. While the consumer affairs and services marketing literatures recognize the importance of input from customers, little is known about how customer feedback systems might operate, particularly in dealing with customer complaints. This paper offers an information processing model of the complaint information flow within the organization and poses hypotheses based on the suggested model. A new field study technique using a type of network analysis is used to empirically test hypotheses and discover barriers and facilitators to the flow of communications. The study provides insight concerning how complaint information flows through the organization after it has been received by a customer contact employee. The results provide support for the thesis that the role of complaint handler and manager in providing the service is at least as important as the role of the customer contact employee. 相似文献

Harm reduction (HR) policy is designed to reduce the social, medical and economic cost of illegal drug use to users and to society at large. It is the most important recent development in international drug policy. However, in the United States and elsewhere, some fear that HR facilities such as needle exchanges and methadone maintenance programs may increase drug consumption and the risk of addiction. This is most likely if users are rational, forward-looking utility maximizers as in the Becker-Murphy model (1988). The tendency for HR policy to increase drug consumption may be strong or weak, depending on the type of drug and the elasticity of demand with respect to the full cost of drug use. The model predicts that the effects will differ between social groups and that there is an optimal prescribing policy for addicts who legally receive drugs in treatment programs. As property rights concerns grow along with budget pressures, government agencies charged with balancing resource policy objectives need to consider institutional alternatives to regulation and land purchase. This paper examines how public agencies participate in markets for partial interests in public and private land as a means of influencing resource use and conservation.
