Extensification of agriculture and deforestation: empirical evidence from Sudan

Extensification of agriculture is one of the major factors contributing to the destruction of forests in Africa. In Sudan, such horizontal expansion comes at the expense of land devoted to trees and other vegetation, thereby inducing conditions that are inimical to sustainable agricultural production. Different factors have contributed to extensification. Although high economic returns from crop (mainly sorghum) production was an important factor encouraging extensification of rainfed mechanized farming, other factors outside agriculture have also contributed to that expansion. This paper uses data from eastern Sudan and an acreage response model, to identify the most important factors influencing acreage expansion. Different measures and forms of risk were used in the acreage response model. The paper shows how policies in the energy sector can indirectly influence acreage expansion in the agricultural sector.     

Informal Traders and the Battlegrounds of Revanchism in Cusco,Peru

Informal trading in the global South, particularly in Latin America, is the subject of revanchist urban policy and yet few studies have examined the longer‐term impacts of such intolerant policies on traders. This article explores the evolution and impacts of revanchist policies directed at informal traders in the Andean city of Cusco. It makes two key contributions. First, it documents a shift from early revanchist policies to a post‐revanchist era where policies have become more tolerant of informal traders. However, contemporary policies fall short of a supportive environment for informal trading, hence the authors recommend changes that will ensure informal traders can access the city's streets and become an accepted part of the urban fabric. Second, given the lack of theoretical attention given to the impacts of revanchism, a battlegrounds framework is developed, consisting of spatial, political, economic and socio‐cultural battlegrounds. This framework provides a comprehensive insight into the complex set of interactions that exist between informal traders and the state. It is hoped that the framework will provide a tool for further research into the highly damaging impacts of revanchism across the globe.     

Food shopping and town centre vitality: exploring the link

Retail decentralization is associated with town centre decline and a concern for revitalization. Using the case of Llanelli, South Wales, the effects of a new food superstore on shopping behaviours and opinions are explored. Surveys in 1997, 1999 and 2001 reveal a dramatic change in patterns of food shopping, but no real change for purchases of clothing or DIY goods. Disadvantaged consumers, the carless and the elderly, were already heavily reliant on town centre shops before the opening of the new superstore and changes in their shopping patterns were no different from other shoppers. The 'social' vitality of the town centre increased, as did shoppers' satisfaction with town centre shopping, but major spin-off shopping or 'economic' vitality has not yet occurred.     

The commons,common property,and environmental policy

The conceptual confusion among property, common property, open access resources, and the tragedy of the commons is identified and rectified. Property rights are defined and clarified. From that it is possible to understand the traditional confusion between open access resources and common property resources. It is urged that common property regimes be used in place of common property resources. This will emphasize that institutional arrangements are human creations and that natural resources can be managed as private property, as common property, or as state property. It is the property regime — an authority system — that indicates the rules of use of a variety of natural resources.     

Rainfed mechanized farming and deforestation in central Sudan

Sudan is threatened by a serious deforestation problem. Total forested area decreased by about 20 percent over the last two decades, largely as a result of the expansion of rainfed mechanized farming (RMF). To safeguard against the problems of deforestation, the government's Mechanized Farming Corporation requires each farmer to leave at least ten percent of the total farm area under shelterbelts. Few farmers pay attention to this clause. This paper addresses the problem of RMF expansion and analyzes the effects of different factors on the preservation of shelterbelts. Results indicate that the following factors influence the decision to preserve shelterbelts: farmer's belief in the value of shelterbelts, the production of gum arabic, farm size, farmer's wealth, years a farm has been cultivated, and type of farm.
