According to traditional wisdom, latecomer countries improve their technological capabilities in reverse of the product cycle, that is from mature towards new technologies. However, improvement of standards capabilities in this process has not been revealed clearly. This paper confirms similar patterns for improving formal standards capabilities as for the technological capabilities, but records some possible differences in the rate of catch-up when latecomers approach the technology frontier; a forward moving position where technology leaders (typically advanced countries) develop or conceptualize new technologies before being turned into products or systems. A number of case studies of South Korean ICT systems reveal that transition to the technological frontier is increasingly related to how they target and carry out formal standardization. The common elements driving differences in rates of successful catch-up for ICT systems standards are not only limited to generic standards capabilities, but also rely on characteristics of technology trajectories, national strategic focus, and organizing for standardization.3 This implies that a nation should not be discouraged by slow progress in standards-setting during earlier stages. Once a minimum level of capabilities is achieved, a nation pro-active in standards from the beginning may attain higher rates of catch-up near the technology frontier.  相似文献

Studies of Korea’s Thin Film Transistor–Liquid Crystal Display (TFT–LCD) industry have emphasized the government policy, industrial organization, and the firm’s strategy as key success factors. However, the fact that knowledge spillover, which tends to occur between highly technologically related industries, can lead to a reduction in innovation effort has been overlooked. We examined the technological relationships between Dynamic Random Access Memory (DRAM) and TFT–LCD industries and investigated their spillover into the areas of technology, human resources and organization, and network. The results show spillover in capital control, technology, production and quality management, organizational systems, and key personnel. This implies that spillover effect in high technology firms may diversify their products due to existing technological capabilities.  相似文献

It is not easy for any health professional to be aware of injury problems and safety issues within their own communities if their main responsibility is not in this field. Health professionals, however, can play an important role in all aspects of injury prevention and safety promotion. This includes not only medical or surgical treatment for the injured patients but also risk assessment, health education, community action, organisational development and advocacy for policy to promote safety at a multi-level in the society. This can be accomplished most efficiently through collaboration with diverse sectors within a community, including hospitals, public health professionals, policy makers, school boards, police departments, fire departments, citizens' coalitions and others. Since 2002, Ajou University School of Medicine and Public Health in Suwon, Korea, has introduced a Safe Community model to many countries in Asia, including Korea, Japan, China, Vietnam, Thailand, among others, which is led by The World Health Organization Collaborating Centre on Community Safety Promotion at Karolinska Institutet, Stockholm, Sweden.  相似文献

Korea is home to the world-first introductions of Code Division Multiple Access (CDMA) and subsequent third generation (3 G) mobile technologies. In addition to increased contributions to global ICT standards, Korean players gained prominence recently by proposing standards for homegrown systems. This paper takes stock of Information and Communications Technologies (ICT) policy design, implementations of projects and standards-settings during the Korean catch-up in ICT sectors and attempts at highlighting their commonalities during three different phases: Implementation, Participation, and Definition of standards. The co-evolution of two types of policies and implementations – ‘generic’ and ‘targeted’3 – affect the rate, direction and processes of catch-up. The patterns of raising standards-setting capabilities are generally in line with traditional technological catch-up. However, the evidence implies latecomers must address a few issues related to standards in order to sustain their rates of learning and continued growth in the ICT industry, namely: 1) Clarity of focus on over-arching industry and standards policy and their timely integration, 2) managing the balance between targeted and generic projects to gain both technological and non-technological capabilities for standards-settings, especially implementation, and finally 3) embedding necessary institutional flexibility within a national system catering to multiple standards-setting strategies and processes.  相似文献
