HOUSING, SPRAWL, AND THE USE OF DEVELOPMENT IMPACT FEES: THE CASE OF THE INLAND EMPIRE

This article is concerned with the economics of excessively large and socially costly suburban expansion and attempts to summarize and organize the main economic arguments associated with sprawl due to single-family residential home construction. We also apply standard welfare economics and price policy instruments to the issue of suburban sprawl in order to suggest ways in which economics can participate in and inform the debate over sprawl. The article uses the Inland Empire, which includes the valley regions of San Bernardino and Riverside Counties in Southern California east of Los Angeles, as a case study. ( JEL R11, R14, Q24)

Bartering Games in the Kolm Triangle

We study a public good mechanism that possesses several attractive properties. In particular, the mechanism always produces feasible allocations, induces a game where the Nash equilibria are all individually rational, and, in contrast to the voluntary contribution mechanism, supports the Lindahl allocation as a Nash equilibrium allocation. The geometric framework of the Kolm triangle is employed to illustrate the workings of the mechanism and provide intuition for the main results.     

Temporary Employment and Strategic Staffing in the Manufacturing Sector

While prior research has identified different ways of using temporary workers to achieve numerical flexibility, quantitative analysis of temporary employment has been limited to a few key empirical indicators of demand variability that may confound important differences. Our analysis provides evidence that many manufacturers use temporary workers to achieve what we call planned and systematic numerical flexibility rather than simply in a reactive manner to deal with unexpected problems. Although temporary work may provide many benefits for employers, a key function appears to be the provision of numerical flexibility not to buffer core workers but to externalize certain jobs.     

Depreciation Provisions and Investment Incentives under Full Imputation

This paper examines how the Australian full imputation and capital gains tax provisions can combine to influence incentives to invest by affecting the cost of capital. Costs of capital for both unincorporated enterprises and widely held, Australian-owned companies are examined under idealized depreciation provisions. The paper also presents numerical estimates of costs of capital under actual Australian depreciation provisions.
