This study forms part of a larger project which investigates how political, bureaucratic, and economic forces influenced the historical development of the Wakool Irrigation District and the Tullakool Irrigation Area in south–west New South Wales between 1930 and 1995. The article itself focusses on the NSW government’s Second World War rice–growing project at Wakool both as a unique exercise in itself and also to explore some historical reasons behind an important policy shift and associated fundamental changes in subsequent land– use, settlement patterns, and environmental amenity in the area.  相似文献

This article examines how business students route themselves through the process of cognitive moral development (CMD) to arrive at a more autonomous level of CMD when there is an impetus to do so. In this study, two groups were given Rest’s Defining Issues Test; half the test 1 week and half three weeks later. In between, one group viewed a film of Milgram’s obedience study as a stimulus towards a more autonomous level of CMD. The results of the analysis indicate that viewing the Milgram study produced a positive response regarding subjects’ level of autonomous CMD. However, the response was not uniform across the subject pool. Females showed a greater consistent significant positive response to viewing Milgram while male subjects varied their response contingent upon their functional area of study. While subjects’ functional area of study alone made little difference in the results, when taken in conjunction with gender, significant differences were found between groups. Thus, researchers should take care when investigating differences between subjects’ area of study since gender differences may be present even within an apparently homogenous population-like business students. Jerry Paul Sheppard is an Associate Professor Strategic Management at Simon Fraser University, Burnaby, BC, Canada. His research focuses primarily on organizational decline, turnaround, survival and failure. His PhD dissertation from the University of Washington in 1989 won the Strategic Management Society Best Dissertation Award. He has published Journal articles in the Journal of Management, Long Range Planning and Social Science Research. The prolonged drought from 2006–07 to 2008–09 in south‐eastern Australia presented severe difficulties for dry‐land and irrigation farmers in the southern Murray‐Darling basin. A dynamic multi‐regional computable general equilibrium model (TERM‐H2O) is used to estimate the economy‐wide small region impacts during and after drought. Drought reduces real GDP in some small regions by up to 20 per cent. Irrigation water trading and farm factor movements alleviate losses. The drought results in an estimated 6000 jobs being lost across the southern basin. Depressed farm investment during drought results in farm capital not returning to baseline levels after drought. Consequently, job numbers in 2017–18 remain 1500 below forecast in the southern basin.  相似文献

Australia has an incredibly variable and unpredictable hydroclimate, and while irrigation is designed to reduce risk, significant uncertainty remains in both seasonal water availability (‘allocations’) and irrigation crop water requirements. This paper explores the nature and impacts of seasonal hydroclimatic uncertainty on irrigator decision making and temporary water markets in the Goulburn system in northern Victoria. Irrigation and water trading plans are modelled for the three seasons of the irrigation year (spring, summer and autumn) via discrete stochastic programming, and contrasted against a perfect information base case. In water‐scarce environments, hydroclimatic uncertainty is found to be costly, in terms of both the efficiency of irrigation decisions and the allocation of water via the water market.  相似文献

This paper is designed to combine the game-theoretic investigation of the static or equilibrium properties of large strategic market games together with the investigation of some very simple dynamics, which nevertheless are sufficient to show differences between two related games, one with only trade and one in which both borrowing from an outside bank and trade take place. The role of banking reserves emerges as relevant and sensitive to the transient state dynamics.Several 100,000 player games are simulated and the behavior is compared with the analytical prediction for the games with a continuum of agents.The dynamics considered here is so simple that it does not show adaptive learning. A natural extension calls for updating via a learning program such as a genetic algorithm.  相似文献

Using 1989 household survey data, we investigate large differences in poverty measured with a conventional all-Union per capita income line between Uzbekistan, the largest Central Asian republic of the former U.S.S.R., and Ukraine as an example of a European republic. We show that (i) differences between the two countries in the distribution of household size is not the main explanation, (ii) undervaluation of agricultural income in kind understates the welfare of rural households, something of particular importance in Uzbekistan, and (iii) indicators of food consumption provide important additional information. Lessons are drawn for the measurement of poverty in post-Union Uzbekistan.  相似文献

Technology-mediated teaching and learning enables access to educational opportunities, irrespective of locality, ruruality or remoteness. The design, development and delivery of technology enhanced learning in pre-service teacher education programs is therefore gaining momentum, both in Australia and internationally. Much research regarding online, or blended learning, has focussed on theoretically-founded learning areas, with less attention directed toward fundamentally practical learning areas, such as Design and Technology Education. Situated within the Bachelor of Education (Early Childhood Education, Primary, and Primary/Middle) degrees at the University of South Australia, Australia, this study captures the design, development and delivery of a blended Design and Technology course with first and third year pre-service teachers. Drawing on course learning analytics, pre-service teacher responses, and the reflective practice of teaching academics, this paper highlights the facilitators and challenges in transitioning to a blended model of curriculum delivery that addresses the contexts of the Australian Curriculum: Technologies.  相似文献
