The UK gas industry has undergone major changes since it was privatised in 1986 as a fully integrated monopoly. The most significant of these has occurred not as a result of the privatisation legislation but by the intervention of the ordinary competition authorities in support of an active industry regulator. While price capping continues to be used as the primary instrument for welfare protection against the still substantial monopolistic powers of the incumbent, new competition (which has been positively encouraged) has had the greater impact on prices and choice. Recently, however, the regulator has encouraged the use of auctions for the sale of storage capacity. This paper considers the merits of auctions and makes a tentative evaluation of their effectiveness. Further use of auctions is recommended but reserve prices are considered inappropriate where monopoly power still remains.  相似文献

The paper addresses the topic of e-procurement of logistics services and examines how the system that companies adopt to support this task affects the process performance. The system is evaluated in terms of substantive outcomes (e.g., logistics providers’ profits) and other performances related to perceptions and behavioral issues. Specifically, the considered system is characterized by the exchange mechanism that rules the transaction (multi-attribute auction vs. negotiation) and the level of problem complexity. The analysis, conducted via a laboratory experiment, shows that both the exchange mechanism and the problem complexity affect performance. Practical implications, which could help companies design effective e-procurement systems, are discussed.  相似文献

Academic literature addressing the topic of business ethics has paid little attention to cross-cultural studies of business ethics. Uncertainty exists concerning the effect of culture on ethical beliefs. The purpose of this research is to compare the ethical beliefs of managers operating in South Africa and Australia. Responses of 52 managers to a series of ethical scenarios were sought. Results indicate that despite differences in socio-cultural and political factors there are no statistically significant differences between the two groups regarding their own ethical beliefs. It is widely argued that international arbitrage, or parallel trade (PT), in patented drugs may increase consumer surplus in the relevant countries but at the expense of R&D investment. We show how the effects of PT depend on the vertical contract (linear pricing or dual pricing) between the manufacturer and the foreign licensee or distributor and on whether and how drug prices are regulated and reimbursed. We find that, contrary to what policy makers generally predict, we should be more concerned with the impact of PT on aggregate consumer surplus than on R&D investment. Although the idea that buyer–supplier partnerships can yield considerable benefits to firms is largely diffused among researchers and practitioners, the approach adopted in this paper is that no “one best way” exists in buyer–supplier relationships, but rather a “best way” for each specific exchange context. Hence, this paper proposes a contingency model for shaping and managing buyer–supplier relationships in manufacturing contexts. In order to test the model, an empirical study was performed on a sample of 45 buyer–supplier relationships within the Italian white goods industry. A three-dimensional performance indicator was computed to compare supplier performance achieved within relations matching the model's suggestions with those set differently. The results strongly suggest that suppliers involved in relationships set accordingly to the contingency model are likely to enjoy superior performance.  相似文献

This paper investigates the regulation of ethical behavior of professionals. Ethical perceptions of South African professionals operating in the business community (specifically accountants, lawyers and engineers) concerning their need for and awareness of professional codes, and the frequency and acceptability of peer contravention of such codes were sought. The existence of conflict between corporate codes and professional codes was also investigated. Results, based on 217 replies, indicated that the professionals believe that codes are necessary and are relatively aware of the contents of such codes. Despite these ethical tendencies, respondents (particularly lawyers) believe that their peers contravene their professional codes relatively often. No significant differences in ethical tendencies between professionals consulting to and those working in business were found. Many respondents were regulated by more than one code of ethics, but few experienced conflict between such codes. In the events of conflict occurring professionals chose to adhere to their professional code above others.  相似文献

After defining the essential elements of Aristotelian citizenship, the article proposes to apply these criteria in its search for the equivalent of a citizen within the corporate polis. It argues that shareholding managers are the best positioned among a firm’s constituents or stakeholders in fulfilling the role of corporate citizens. Greater participation by management not only in the control but also in the ownership of firms brings about benefits for the firm as a whole and for the managers themselves, as organizational citizenship behavior literature, among others, suggests.  相似文献

In developing countries the demand for products of animal origin is expected to grow rapidly in the coming years. Using data collected from 200 urban households this study examines the evolution of the dairy market in Ethiopia. In particular, this study suggests that although the Ethiopian dairy market remains extremely thin and volatile, the commercialization of processed dairy products through supermarkets is expanding and is expected to keep doing so in the foreseeable future. Increasing urbanization and corresponding changes in consumer preferences, behaviour and purchasing power are the identified causes for the rise of supermarket-processor dairy chains. This study shows also that emerging dairy chains provide new market opportunities to Ethiopian farmers, but the existence of retail-industrial monopolies and monopsonies jeopardize farmers’ economic benefits to a great extent. The study concludes with some implications for policy and further research.  相似文献

The transition to digital television transmission (DTT) creates an opportunity for revising the current allocation and use of the spectrum, and for enhancing its efficiency. The fairly large amount of spectrum that will be freed up in the analog TV switch-off is known as the digital dividend. Many EU countries have decided to partially allocate these frequencies, through market mechanisms, to mobile use, but a large fraction of the dividend is supposed to remain in the hands of broadcasters. An efficient management of the spectrum requires that the use of this resource should be supported through appropriate incentive policies. This paper presents a techno-analytical approach to evaluate the opportunity cost of using a spectrum portion within the digital dividends’ bandwidths, for example around 800-900 MHz, for both DVB-T and UMTS services, specifically addressing the extraordinary rise in the use of mobile broadband in the European context. The methodology is then applied to Italy to derive a baseline for administered prices reflecting the cost of spectrum use. Results obtained are then compared with existing evidences from other studies and Countries’ experiences.  相似文献

In this work we show that the separation property identified in the franchise bidding literature depends strictly on the hypothesis of coincidence of the regulator's beliefs with those of the competing firms. Nevertheless, in many contexts it is more truthful to hypothesize that the regulator's information is vaguer than that of the producers, so we introduce the possibility that the regulator is dealing with a double informational asymmetry as compared to the firms. In this case, the separation property is no longer valid, and the optimal tariff becomes a decreasing function of the degree of competition exercised during the auction.  相似文献
