The study provides an empirical analysis of productivity change in publicly-funded UK universities, against a background of government policy specifically designed to enhance the productive efficiency of universities in the provision of teaching and research. The nonparametric analysis employs a cost indirect approach to measuring productivity change, taking explicit account of the quality of research output and decomposing productivity change into technical change and efficiency change. The latter is also decomposed into changes in pure technical efficiency, scale efficiency and output congestion. Changes in size efficiency are also computed. On average, productivity declined by 4% over 1989–92, mainly as a result of regressive technical change. Evidence of biased technological change was found, with the frontier shifting out in favour of the teaching outputs and in relative to the research output.  相似文献

The study presents an empirical analysis of the relative revenue efficiency of UK universities in providing teaching and research. With government policies pressurizing the largely public-funded universities to secure efficiency in both input usage and output revenue, university producers are modelled as cost-constrained revenue maximizers. Taking explicit account of the quality of research output, the methodology uses linear programming techniques to construct nonparametric cost indirect production frontiers and to compute revenue efficiency relative to these frontiers. Revenue efficiency is then decomposed into its (output) allocative and technical components. Further analysis investigates the sources of allocative and technical inefficiencies.  相似文献

The paper estimates the correlation between tariffs and economic growth in the late 19th century, in the context of three types of growth equation: unconditional convergence equations; conditional convergence equations; and factor accumulation models. It does so for a panel of ten countries between 1875 and 1914. Tariffs were positively correlated with growth in these countries during this period.  相似文献

A relatively high proportion of Indigenous Australians live in remote areas where a number of mines are located. Indigenous Australians are more likely than their non-Indigenous counterparts to be unemployed and to be living below the poverty line and in order to overcome this disadvantage it is important for Indigenous people to gain meaningful employment. In these remote areas, in addition to mining, tourism is seen as potentially providing substantial opportunities for Indigenous employment. However many of these Indigenous tourism enterprises will need on-going support to become sustainable. Mining companies have significant resources and infrastructure that could be used to help develop Indigenous tourism and a number of companies, as part of their corporate social responsibility agenda, have directly facilitated the development of Indigenous tourism ventures. This study examined Indigenous involvement in tourism in the Weipa region of north-west Queensland and the role of the then Comalco bauxite mining operation, now called Rio Tinto Aluminium, in assisting this development. The study revealed substantial enthusiasm about market opportunities for Indigenous tourism and potential support from the Comalco mine. However the mine did not see itself as being directly involved but saw itself as a facilitator working with some regional Indigenous organisations. However given the constraints these other organisations face, this approach by Comalco is likely to limit the effectiveness of the mine's efforts.  相似文献

Professional role clarity and role competency are the missing pieces to achieving staffing excellence. The relationships among professional practice models, professional role competency, professional role clarity, patient safety, data, and staffing effectiveness build a solid equation, which supports improved patient outcomes. An essential variable binding these elements is housed in the patient handover conversation. Ensuring this handover is an evidence-based, data-driven conversation which contains both the medical and nursing plans of care provides standardization in nursing practice and improves patient safety. This powerful equation resets the nursing standard of practice and identifies the missing pieces to staffing excellence, namely, the integration of professional role clarity and professional role competency.  相似文献

Advances in information and communication technology are not only changing the way work is conducted but also influencing the development of human resource management (HRM) as a field of practice. In order to understand how HR managers are grappling with this issue we review the misuse of electronic communication in the workplace through the international literature and also recent court and tribunal cases in Australia. In particular, we consider the impact of new communication technologies in blurring of the boundaries between home and work and the way in which this is being dealt with by HR managers. In this paper we draw out the challenge of balancing the interests of employees and organisations, and outline the tension between HR as a strategic partner and employee champion. While not advancing a dystopian view, we argue that in many workplaces new surveillance technologies are being routinely utilised to increase employer control and that such low-trust practices are likely to be counterproductive and may undermine the profession of human resources management.  相似文献
