Ill-behaviour of transformation-frontiers with environmental quality versus pollution

If one looks at environmental quality N as a renewable natural resource (with its own natural dynamics) which is changed by emissions Z, then one gets a better understanding of the shape of the damage function. In the case of a logistic growth dynamics one obtains a well-shaped transformation frontier N(Z), even in a two-species natural dynamics. For a more general natural interaction in the framework of a prey-predator model one obtains the possibilities of a cusp catastrophe which makes the transformation frontier N(Z) ill-shaped for the standard arguments of economists and their most favoured environmental policy instruments.     

ERP On Demand Platform

Platforms for SaaS-based enterprise applications are prospering and the number of on-demand ERP vendors is increasing. We combine both phenomena for the first time and illustrate how the integration of a sustainability benchmarking service into an on-demand ERP platform provides added value beyond pure cost savings. By applying a qualitative system dynamics approach we identify self-reinforcing mechanisms which allow a faster and more comprehensive market penetration compared to providing these services separately.     

Measuring portfolio strategic performance using key performance indicators

It is difficult to find indicators for measuring the achievement of objectives during the progress of project portfolios. This article presents an approach for developing key strategic perfor‐mance indicators considering this limitation. The indicators proposed help measure the achievement of a portfolio's strategic objectives taking into account the realization of key benefits. This approach helps identify strategic interdependences between projects that the portfolio is composed of, facilitating the understanding of how the performance of a single project affects the overall performance of a portfolio. The key perfor‐mance indicators can also be used for monitoring the materialization of risks and opportunities influencing the strategic performance of a portfolio.     

Tax Reform,Sector‐specific Labor Supply and Welfare Effects*

This paper focuses in particular on the 1992 tax reform in Norway. In this reform the top marginal tax rates were cut considerably. We find that the impact on overall labor supply is rather modest, but these modest changes shadow for stronger sectoral changes. The tax reform stimulated the women to shift their labor from the public to the private sector and to work longer hours. A calculation of mean compensated variation, calculated within the framework of a random utility model, shows that the richest households benefited far more from the 1992 tax reform than did the poorest households.     

Testing time series data compatibility for benchmarking

Compatibility testing determines whether two series, say a sub-annual and an annual series, both of which are subject to sampling errors, can be considered suitable for benchmarking. We derive statistical tests and discuss the issues with their implementation. The results are illustrated using the artificial series from Denton (1971) and two empirical examples. A practical way of implementing the tests is also presented.     

A policy spectrum for spectrum economics

Recent reforms to radio spectrum regulation have sparked controversy over the respective merits of two mutually exclusive liberalization regimes: property rights and commons. This debate is restrictive because it is largely incomplete and misunderstood. It is also costly in terms of opposition and delays to reforms. Goals of efficient spectrum allocation are better served by a wider policy toolkit, inclusive of hybrid and intermediary regimes. In this article I sketch the contours of a ‘spectrum of spectrum regimes’, triangulating regulatory, private ownership and unlicensed approaches. I illustrate this triangulated model, which I then apply to confront allocative decisions in digital dividend policy, such as the FCC’s open access clause in the 700 MHz auction and Ofcom’s current review of UHF spectrum release in the 800 MHz band.     

Upper Secondary School Completion and the Business Cycle

Previous evidence suggests that enrollment in post‐compulsory education increases (decreases) in cyclical downturns (upturns). However, little evidence exists on whether enrollment is successfully transformed into completed education. This paper adds to the literature by analyzing the relationship between completion of upper secondary education and regional unemployment using Norwegian regional panel data on students graduating from compulsory school between 1981 and 2004. We find robust evidence that completion rates are countercyclical. Our results suggest that poor labor‐market conditions when starting upper secondary education have a lasting effect and motivate students to stay in school and graduate.     

Internationalisation of Japanese professional business service firms

This paper explores the internationalisation of Japanese professional business service (PBS) firms. The UK was chosen as the geographical area of study due to the large number of Japanese foreign direct investments over the last 20 years. A comparative study of Japanese and Western service providers was conducted in the UK in spring 2002 to ascertain if there are any significant differences in their ways of doing business with Japanese clients. The preliminary results show that Japanese firms tend to be very small in the UK in terms of both size and market share. They seem also to be tightly connected with Japanese businesses operating in the UK.
