The paper considers the development of small and medium enterprises (SME) in two transition economies where market reforms have been slow (Ukraine and Belarus), focusing specifically on the role of government in the process. Empirical data from a study on SMEs and economic development in Ukraine, Belarus and Moldova are used to consider the contribution of SMEs to different aspects of transformation whilst data from a second project are used to show the support needs of SMEs.Following the introduction, which summarises the aims and methodology, the second section presents brief profiles of the context for SME development in each country. Part 3 summarises some of the main empirical findings, focusing on those aspects that have potential policy significance, specifically with respect to employment, innovation, and market orientation, whilst the fourth section considers survey evidence of the support needs of SMEs. The final section draws out the main policy implications of the findings, whilst also setting out an agenda designed to increase the contribution of SMEs to economic development in the future.On the whole, the empirical results demonstrate that some SMEs have developed in Belarus and Ukraine despite the actions of governments, although the number of private enterprises per capita remains small and their qualitative characteristics often reflect the difficult operating conditions. As a result, their contribution to economic and social change is less than it could be, mainly due to an unstable environment and an institutional context that has yet to establish the framework conditions for sustainable private sector development. In terms of policy priorities, the survey data suggest that reform of the distorted legal and financial infrastructures that exist in these countries is the highest priority need.  相似文献

During the last decade entrepreneurship research has focused increasingly on spatial aspects of entrepreneurship. Many systematic studies have been conducted on the national or regional scale, although other geographical scales—cities and their single districts and neighbourhoods—have drawn less attention. In this context, the paper aims, firstly, at identifying spatial success factors of entrepreneurial activities and their promotion at the local scale. Secondly, the paper aims at contributing to the development of a conceptual frame at the interface of entrepreneurship research, urban and economic geography, and regional economics. Empirically, the paper draws on results from explorative case studies in two distressed urban areas.  相似文献

Despite extensive attempts to enhance women's entrepreneurship in Germany, a gender gap continues to exist. This article sets out to analyse the representation of women's entrepreneurship in German media, by analysing how it is depicted in newspapers and how this changes over time. Images transported in media might regulate the nature of women's entrepreneurship, as they contain information about ‘typical’ and ‘socially desirable’ behaviour of women as well as of entrepreneurs. This article contributes to developing an understanding of the relevance of media representation of the entrepreneurship phenomenon for influencing the propensity towards entrepreneurial activity.  相似文献

This paper takes stock of the current debate around the informal sector and informal entrepreneurship. Informal entrepreneurship represents a worldwide characteristic of entrepreneurial activity, the main distinguishing feature of which is that it is operating outside the law. Since what is legal can vary considerably between countries, studies of entrepreneurship which exclude informal activity must be considered partial. Moreover, it can be argued that the distinction between formal and informal is not black and white but rather shades of grey. Although informal economic activity is often more prominent in developing countries and transition economies, it is by no means confined to them. There are parts of the UK, for example, where local economies are dependent upon informal employment and for many goods and services. More generally, much of the home-based economic activities, such as cleaning, painting and decorating and other services, are typically provided, at least partially, in the informal sector. As a consequence, it is difficult to argue against including informal activity as part of the study of entrepreneurship, and particularly where the entrepreneurial potential of an economy is being assessed.  相似文献

This paper aims to make a contribution to our conceptual understanding of women entrepreneurship under ‘early stage’ transition conditions, by researching the nature of it in Uzbekistan. Institutional theory is used as a guiding frame of reference because the specific characteristics of the external environment under transition conditions make the latter a particularly strong influence on entrepreneurship. Empirically, the paper draws on data which was collected in Uzbekistan, within a collaborative research project (INTAS 00-843). The empirical material demonstrates that informal institutions dominating Uzbek society contribute to the prevailing forms of female entrepreneurship.  相似文献

Abstract

To date, little research has focused on female entrepreneurship in the context of transitioning countries. This paper compares from an institutional perspective two countries at different stages in the process of transformation. Lithuania followed a rapid transitional path leading to European Union membership, while Ukraine is on a much slower development path. Women entrepreneurs in Lithuania and Ukraine share many common features and problems; however, there are important differences in the experiences of women in these two countries. This indicates a need to recognize the diversity that exists among transition countries, reflecting different inheritances from the Soviet past as well as differences in the pace of change during the transition period.  相似文献
