农村税费改革后乡镇财政面临的困难与对策

农村税费改革一方面促进了乡镇财政的规范化,另一方面也使乡镇财政面临更加严重的收支缺口和债务压力,并最终影响农村基层政权的正常运行.税费改革对乡镇财政带来的负面影响并非改革本身所致,而是由于相关的配套改革没有及时跟上造成的.解决乡镇财政困难的思路和对策是,调整中央与地方财力分配比例,理顺政府间分配关系;合理划分中央与地方的税收管理权限,逐步建立相对独立和完整的地方税体系;尽快建立规范的政府转移支付制度,加大对困难地区的转移支付;审慎解决乡镇债务问题,化解乡镇财政风险;努力构建乡镇公共政府和公共财政.     

改进后的PERT方法在进度风险分析中的应用

风险分析是进度控制中的重要内容。针对经典PERT网络的假设和计算过程,分析出它存在的三方面缺陷。并提出解决问题的三种具体措施,从概率论与数理统计的角度,对关键线路和关键工作进行了重新定义和确定的方法。     

Machiavellianism revisited

The field of management has had difficulty embracing the concept of Machiavellianism despite the myriad of studies produced by other fields of social science. It appears that Machiavellianism as a unitary personality construct has limited efficacy in the complex world of organizations. The authors suggest a multidimensional approach to understanding the impact of an individual's threat to organizational functioning. Viewing the construct as discontinuous with two manifestations, predatory and benign, suggestions are made as to the location within organizations where such individuals may be found. A research approach is also suggested. George Nelson, Assistant Professor of Management at Prarie View A and M University in Texas, has published articles in the Journal of Small Business Management, Entrepreneurship: Theory and Practice, and Business Insights. He has presented papers at SWFAD, International Marketing and Management, and ORSA/TIMS conferences. His research interests include the interface of business and politics, female entrepreneurs, and applied organizational theory. Diana Gilbertson, Associate Professor of Management at California State University in Fresno, conducts research in nonprofit strategic management, leadership, and women in business. She has presented papers at numerous conferences and has published in the Labor Law Journal.     

Cointegration Vector Estimation by Panel DOLS and Long‐run Money Demand*

We study the panel dynamic ordinary least square (DOLS) estimator of a homogeneous cointegration vector for a balanced panel of N individuals observed over T time periods. Allowable heterogeneity across individuals include individual‐specific time trends, individual‐specific fixed effects and time‐specific effects. The estimator is fully parametric, computationally convenient, and more precise than the single equation estimator. For fixed N as T→∞, the estimator converges to a function of Brownian motions and the Wald statistic for testing a set of s linear constraints has a limiting χ²(s) distribution. The estimator also has a Gaussian sequential limit distribution that is obtained first by letting T→∞ and then letting N→∞. In a series of Monte‐Carlo experiments, we find that the asymptotic distribution theory provides a reasonably close approximation to the exact finite sample distribution. We use panel DOLS to estimate coefficients of the long‐run money demand function from a panel of 19 countries with annual observations that span from 1957 to 1996. The estimated income elasticity is 1.08 (asymptotic s.e. = 0.26) and the estimated interest rate semi‐elasticity is ?0.02 (asymptotic s.e. = 0.01).

An Average Derivative Estimation of Stochastic Frontiers

This paper utilizes the average derivative estimation of Stoker (1986) and the pesudo-likelihood estimation of Fan, Li, and Weersink (1996) to estimate a semiparametric stochastic frontier regression, y = g(x) + , where the function g(.)is unknown and is a composite error in a standard setting. The proposed semiparametric method of estimation is applied to data on farmers' credit unions in Taiwan. Empirical results show that the banking services of the farmers' credit unions is subject to economies of scale, but high degree of cost inefficiency in operation.
