In a 2008 article in the EU’s Competition Policy Newsletter, Peter Lowe, Director General of the EU Commission’s Directorate Competition, synthesised the experience of his office with regard to the design of competition policy institutions for the 21st century. A year earlier, he had co-authored another article, appearing in the same venue, recapitulating the Commission’s lessons learned from the Energy Sector Inquiry and the need for effective unbundling of energy transmission networks. The reader of both, at first astounded by the apparent gap between policymaking reality and reflections upon it, soon detects a rather pragmatic approach to shaping regulatory agendas. But are there limits to expediency? 相似文献

All modern healthcare systems face growing gaps between funding and treatment possibilities. Societal expectations call for
decisions on whether to relax or accept resource constraints and how to deal with the respective consequences. The following
article compares the different ways in which the healthcare systems in the USA, Germany and the UK have dealt with these problems
to date. 相似文献

The growing costs of healthcare as a percentage of GDP in the industrial countries are causing considerable problems for these
economies, but any attempt to change the existing healthcare system in any given country is usually accompanied by hefty political
debate. A system needs to be found that rations healthcare efficiently and effectively, and which is also politically acceptable.
The following article examines recent changes in the healthcare systems in the UK and USA and discusses the extent to which
they meet these criteria. 相似文献

The European Commission’s proposal for a Directive on the award of concession contracts has sparked vigorous public debate and intense opposition. This Directive is controversial because of the nature of the policy it proposes and because the sectors involved are highly sensitive. This Forum examines the weaknesses of the Commission’s proposal and presents an overview of the current issues in water regulation and the provision of water services. The authors analyse the regulation of natural monopolies, water efficiency and upstream competition in the water industry. 相似文献

The importance of competition law as a policy lever to help the EU compete at the forefront of science and technology seems
to have been overlooked by the Commission. As a consequence, the EU appears to be at a disadvantage to the USA in terms of
the regulatory environment for intellectual property and licensing practices. This article examines these differences and
explores the pros and cons of the European and American approaches to competition law, ultimately arguing in favour of regulatory
harmonisation. 相似文献

The French and Dutch rejection of the proposed EU Constitution in May 2005 threw the European Union into what many observers
regard as its deepest crisis to date. This crisis can also be seen as a unique opportunity for political, economic and institutional
renewal, however. The following article outlines the problems presently facing Europe and discusses what changes would have
to be made in the EU system of governance in order to overcome them.

This article outlines the structure of, and the challenges facing, the water industries in several European countries and
describes their respective experiences with technocratic infrastructure management, delegated supervision of private concessions,
and price-cap regulation. It then addresses common concerns related to operating efficiency and pricing to point to the dearth
of comparable data, which limits meaningful benchmarking of productivity and infrastructure conditions, thwarts regulatory
and managerial supervision and hampers the identification of some global norms. Attaining that reference calls for an independent,
central body able to shed light on national performance and stakeholder interests. 相似文献

The digital economy relies on the collection of personal data on an ever-increasing scale. Regulations have to be found which
can provide an optimal balance between consumers’ interest in privacy and the benefits from innovations that rely on the largely
invisible collection, retention and sharing of consumer data. The following article discusses current US reform proposals
and their relevance for the ongoing debate in Europe. 相似文献

When it comes to energy policy, EU countries go their own way with little regard for other member states. What strategies exist in the EU Commission to coordinate and integrate energy markets? Are these strategies consistent with national plans currently in action? Is it too late to establish a unifi ed energy policy? What can be achieved in a unifi ed energy policy given the considerable differences in resource endowment and political preferences in energy strategies? Can the effectiveness of EU energy policy objectives be enhanced through policy coordination at the regional scale? This Forum seeks to provide answers to these questions. 相似文献
