Growing market concentration and changes in consumer welfare: The case of the U.S. commercial airline market

Initial assessments of the economic deregulation of the U.S. airline industry indicated that most consumers gained from the increased competition in the airline market. More recent studies have reached less favorable conclusions. In this study, changes in passenger welfare are determined for 19 U.S. destination cities for the years 1979, 1983, and 1987 on the basis of Hicks' equivalent variation measure, using a counterfactual research design. Particular attention is given to variations in consumer welfare gains/losses depending on (a) the proportion of the change in air fares attributed to deregulation, and (b) the destination airport's classification. The estimates suggest that travelers to large, long-standing hub cities were generally insulated from any large post-1979 welfare changes. Travelers to new hubs experienced substantial welfare declines between 1979 and 1987 — although their post-1983 welfare changes were uniformly positive. Travel to nonhub airports showed the greatest variance, with both the relatively largest welfare gains and the relatively largest losses.     

The World Market for Labor and the World Market for Industrial Sites

At the center of the on-going debate about the U.S. Social Security system is the question of whether the way the system is financed can cope with the future challenges posed by the retiring Baby Boom generation. The "reformers" suggest changing the design of the system by moving to fully funded defined contribution retirement plans. Others argue that the so-called demographic problems are being used as an excuse to privatize the system. But both sides spend almost all of their energy and time figuring out the timing of insolvency of the system and the validity of the assumptions made in each forecast. In contrast, the present study closely examines the changing macroeconomic dynamics of the system since the 1960s. The analysis shows that undermining of the system is caused not by demographic changes or financing mechanisms but by low wages and medical inflation.     

Does the U.S. Consumer Product Safety Commission make a difference? An assessment of its first decade

In 1972 the Consumer Product Safety Commission (CPSC) was given the mandate of protecting the U.S. public against unreasonable risks of injury associated with consumer products. Pooled cross-sectional time-series data from 1961 to 1982 on states' accidental home death rates are used to examine how effective the CPSC has been. This evaluation controls for several relevant historical forces (besides the CPSC) which may have contributed to fluctuations in the accidental home death rate. The results indicate that after controlling for those exogenous factors for which there are data, the CPSC reduced accidental home deaths by an estimated 17,941 over its first ten years of operation.     

Auditors' and governmental financial officers' views on expanding the Sarbanes–Oxley Act provisions to state and local governments

This paper examines whether certain provisions of the Sarbanes–Oxley Act (SOX, 2002) should be expanded to include state and local governmental entities. Surveying governmental financial officials (GFOs) and their external auditors to gauge support for SOX-like legislation for governmental entities, we find the strongest support for auditor independence rules similar to SOX, management assessment of, and reporting on, internal controls, and severe penalties for destruction of records, fraud, and failure to report fraud.     

Tourism TV Commercials: A Delicate Balance Between Aural and Visual Information Load

This article content analyzes music in tourism TV commercials from 95 regions and countries to identify their general acoustic characteristics. The objective is to offer a general guideline in the postproduction of tourism TV commercials. It is found that tourism TV commercials tend to be produced in a faster tempo with beats per minute close to 120, which is rare to be found in general TV commercials. To compensate for the faster tempo (increased aural information load), less scenes (longer duration per scene) were edited into the footage. Production recommendations and future research are presented.

A bstract .   A housing cost figure that incorporates income identifies demographic groups excluded from effective participation in the housing market. The goal of home ownership is an elusive one for many American families.
