The strategic planning process is dynamic and complex. Including a Group Support System (GSS) in the problem-solving process can improve the content quality of the strategic plan by allowing increased participation by more members of the organization. However, it can also add to the complexity of the problem by increasing the quantity of textual information that can result from group activity. Added complexity increases cognitive overload and frustrations of those participants negotiating the contents of the strategic plan. This article takes a multi-agent view of the strategic planning process. It considers group participants as multiple agents concerned with the content quality of the strategic plan. The facilitator agent is responsible for guiding groups in the strategic plan construction process as well as for solving process problems such as cognitive overload. We introduce an AI Concept Categorizer agent, a software tool that supports the facilitator in addressing the process problem of cognitive overload associated with convergent group activities by synthesizing group textual output into conceptual clusters. The implementation of this tool reduces frustrations which groups encounter in the process of classifying textual output and provides more time for discussion of the concepts themselves. Because of the large amount of convergent activity necessary for strategic planning, the addition of the AI Concept Categorizer to the strategic planning process should increase the quality of the strategic plan and the buy-in of the participants in the strategic planning process. 相似文献

This article analyses the findings from a pilot research project looking at the pattern of trade union education provision in Germany, Italy, Sweden and the UK. In each country the trade union movements are adapting their training systems to meet new challenges in often hostile economic and political climates. In spite of common problems there remain significant national differences in trade union education deriving from divergent traditions which we explore through a systems model which ocuses on the key issues of national legislation, funding, training provision and accreditation. To achieve sustainability in heritage tourism, tourists should be placed at the heart of the management and planning processes. Indicators and standards-based frameworks were developed in the field of outdoor recreation management to manage and measure crowding and other problematic issues in parks and related areas. Using normative theory and visual research methods, this article aims to examine crowding standards of tourists at Petra Archaeological Park, and compare these standards between the types of heritage tourists suggested by a model developed by Bob McKercher. Results showed that tourists’ acceptability levels go down with an increasing number of tourists, and tourists who are highly motivated to visit heritage sites (i.e. purposeful and sightseeing heritage tourists) had the most restrictive acceptable number of tourists at the park. Large external imbalances and fragile fiscal positions have emerged as major policy challenges for the euro area in the financial crisis. The paper analyses whether shifting government purchases between tradable and non-tradable goods could help reduce external fluctuations without large swings in the overall fiscal stance. The policy rules considered are budgetary-neutral in the sense that the overall level of government expenditure is kept constant. We compare the policy rules to fiscal devaluation as a strategy to reduce external imbalances and find that state-dependent changes in the composition of government purchases between tradables and non-tradables can stabilise excessive fluctuations in the event of economy-wide supply and demand shocks. Contrary to fiscal devaluation, the expenditure-shifting rule faces a trade-off between stabilising domestic activity and enhancing household welfare, on the one hand, and reducing excessive fluctuations in external positions, on the other hand. The excess volatility of domestic variables associated less volatility in the external position implies welfare losses for standard specifications of household utility.
