The paper examines rationales relevant to the evolving roles of government intervention and private venture capital industry in the commercialization of new technologies. Specifically, government interventions may aim to mitigate market and systemic failures, eliminate structural rigidities, or respond to anticipatory myopia. Ex ante , constructive, and ex post evaluations are discussed in relation to the possibility that agencies responsible for policy implementation may intervene even in situations in which the benefits of their interventions are not necessarily transparent.  相似文献

Expatriate experience is not only a disconnected occasion for cross-cultural anxiety and adjustment but also an important event in the process of self-development and learning. Following this view and arguing for a discursive approach, the paper focuses on ways in which expatriates themselves tell and interpret their development and movement across expatriate career cycle. Meaning systems connecting expatriate job with previous and following work experiences in career stories of Finnish engineers and managers were identified using a combination of narrative and discourse analysis. No evidence was found of an autonomous expatriate discourse but, in contrast, expatriate career cycle was narrated using available organizational repertoires of development and career. Describing and discussing the meaning-making properties of three identified discourses - bureaucratic, occupational and enterprising - the paper emphasizes the organizational environment of expatriate experience while acknowledging the limits of these contemporary career vocabularies in addressing individual learning and change in cross-cultural settings.  相似文献

The paper develops a framework for assessing systemic risks and for predicting systemic events, i.e. periods of extreme financial instability with potential real costs. It contributes to the literature on the prediction of financial crises mainly in two ways: first, it uses a Financial Stress Index for identifying the starting date of systemic financial crises. Second, it uses discrete choice models that combine both domestic and global indicators of macro-financial vulnerabilities to predict systemic financial crises. The performance of the models is evaluated in a framework that takes into account policy maker’s preferences between missing crises and issuing false alarms. Our analysis shows that combining indicators of domestic and global macro-financial vulnerabilities substantially improves the models’ ability to forecast systemic financial crises. Our framework also displays a good out-of-sample performance in predicting the ongoing Global Financial Crisis.  相似文献

This article empirically models investment in emerging economies. Using dynamic panel estimation methods and quarterly data for 31 emerging economies for the period 1990:1?C2008:3, we show that (i) the GDP and the cost of capital are the key fundamental determinants of investment; (ii) financial factors (such as equity prices, credit and lending rate) play a relevant role on the dynamics of investment, in particular, for Asian and Latin American countries; (iii) investment growth exhibits substantial persistence and (iv) crises episodes magnify the negative response of investment.  相似文献

In this paper, we address the issue of translation behaviour in the context of a service multinational. Our case study of a Nordic bank shows that emergent translation needs may be handled by the organisation and the individual in various ways such as self-translation, technical translation tools, social networks, or the central translation department. The choice between these options is shaped by situational influences including growing language diversity, accuracy, response speed, cost considerations, confidentiality of the information and task criticality. A key finding is the importance of social networks as a coping mechanism for employees confronted with the need to provide timely translation solutions, including the resort to external social networks, even relatives. Rather than a seemingly mundane, peripheral activity, translation was found to play a role in service delivery, organisational functioning and hence company performance. We propose a multilevel theoretical model of the translation process and conclude that organisation's translation ability which consists of organisational and individual responses should be considered as a component of its language absorptive capacity.  相似文献

Finland has no special marketing regulations for dealing with sex discrimination. The paper reports on a recent decision of the Market Court according to which the general clause about good practice of the Consumer Protection Act can be applied to discriminatory advertising. But the Finnish Consumer Ombudsman believes that discriminatory advertising should be regulated separately by a special provision entered either into the Act on Equality between Men and Women or into the Consumer Protection Act.
Zusammenfassung VorlÄufige Regelung diskriminierender Werbung in Finnland Finnland hat keine speziellen rechtlichen Regelungen gegen Geschlechterdiskriminierung in der Werbung. Der Beitrag berichtet über eine neuere Entscheidung des finnischen Marktgerichtshofes, nach der allgemeinere Regelungen des Verbraucherschutzgesetzes auf geschlechtsdiskriminierende Werbung angewendet werden können. Allerdings ist die finnische Verbraucher-Ombudsbehörde der Meinung, da\ diskriminierende Werbung durch eine eigene Bestimmung geregelt werden sollte, die entweder in das Gesetz über die Gleichstellung von Mann und Frau oder in das Verbraucherschutzgesetz eingefügt werden sollte.

Technology foresight has received growing attention among those involved in the shaping and implementation of science and technology (S&T) policies. However, although evaluative analyses of foresight exercises have supplied evidence on acclaimed benefits—such as the generation of future-oriented knowledge and strengthening of collaborative networks—they also point to challenges in translating foresight results into actions within research and technology development (RTD) organizations. In this article, we address these challenges by considering the work of the Wireless World Research Forum (WWRF), which has sought to promote the conception, development, and diffusion of wireless communication technologies. Specifically, by contrasting this work with well-known government-initiated foresight exercises, we typify so-called explicit, emergent, and embedded foresight activities and explore their interrelationships. Our comparative analysis points to conditions under which policy interventions may not be needed for the emergence of foresight activities that exert a major influence on RTD agendas. It also suggests several context-dependent roles for public policy, among which government-driven foresight exercises and the catalysis of more narrowly focused activities are but two examples.  相似文献
