Die deutsche polnischsprachige Presse im Generalgouvernement (1939–1945)

This article gives an overview of three decades of Polish historical research into National-Socialist press policy in occupied Poland. It sketches the development of the major Polish-language daily newspapers («gadzinówki»), which were published under close German supervision, and it deals with the aims and means of the occupier’s propaganda and the people who created it. German propaganda, in different phases, was aimed against the Poles, the Jews, the Bolsheviks or the Western allies. Its motive was to influence the Polish population in the sense of the Nazi ideology, in order to be able to put into effect, with as little personnel as possible, the major political projects: the isolation and annihilation of the Jews, the fight against communism and the breaking of the Polish national resistance for good. Polish historiography and media have fought over the question of the effect of Nazi propaganda on the Poles. In light of the murder of three million Polish Jews, it can be assumed that anti-semitic propaganda, which in part continued a tradition of the time before the war, did not miss its aim. The same can be said of anti-communist propaganda, whereas the anti-Polish propaganda of the early period of occupation evidently increased a lack of orientation among the Polish population.     

The stabilisation of export earnings

The Convention of Lomé anticipates several basic elements of a possible new international economic order. This relates particularly to the export earnings stabilisation system “Stabex“ whose merits and deficiencies after the first two years of application are discussed in the following contribution.     

Herausforderungen an das Management der Reputation von Versicherungsunternehmen — Ein Bezugsrahmen und Skizzen zu zentralen Gestaltungsansätzen

Especially in the insurance industry, a good corporate reputation is one of the most important strategic success factors, but yet still is a decisive bottleneck. Strong corporate reputations comprise gravitational power and lead in relation to all stakeholder groups (customers, investors, employees, public etc) to relevant supportive behaviours. However, to build up, maintain, and benefit from corporate reputations strategically, a comprehensive management approach which influences the whole corporate development is a key requirement. Without normative and strategic management such an attempt is without orientation, and without operative management and well-suited intelligence, implementation, and controlling systems without power. According to the need of a comprehensive concept for managing corporate reputations efficiently and effectively, this contribution sketches a basic framework of integrated corporate reputation management, and provides some thought provoking ideas concerning the development of such a concept in robust steps. Anyway, this contribution should make clear that the management of corporate reputation has not much to do with superficial image campaigns.     

50 Jahre Steuerschätzung: Die Notwendigkeit einer undankbaren Aufgabe

Der vom Bundesministerium der Finanzen im Jahre 1955 eingerichtete Arbeitskreis Steuerschätzungen besteht mittlerweile 50 Jahre und tritt im Mai 2005 in Berlin zu seiner 125. Sitzung zusammen. Was sind die Aufgaben des Arbeitskreises? Mit welchen Problemen muss er sich bei seiner Arbeit auseinandersetzen?Dr. Klaus-Peter Fox, 60, ist Dozent für die Fächer Volkswirtschaftslehre und Finanzwissenschaft an der Fachhochschule für Verwaltung des Saarlandes. Er ist seit Herbst 1983 Mitglied des Arbeitskreises Steuerschätzungen. Er vertritt ausschließlich seine persönliche Meinung.     

Finanzpolitik als Auslaufmodell?

Die Finanzpolitik orientiert sich zunehmend an mechanistischen Regeln wie der Schuldenbremse. Damit werden ihre Gestaltungsm?glichkeiten stark eingeschr?nkt. Das Instrument der Schuldenbremse gibt den Entscheidungstr?gern jedoch keine Hilfe bei der Umsetzung und Ausgestaltung der politischen Entscheidungen. Die Einführung einer Schuldenbremse gew?hrleistet noch nicht, dass diese Entscheidungen auch gesamtwirtschaftlich sinnvoll sind.
