Annual data on U.S. hospitals from 1985–1988 are evaluated by ownership type—profit, nonprofit, state and local government, and U.S. Department of Veterans Affairs (VA)—for changes in hospital productivity over time. Distance functions are used to measure Malmquist indices of productivity change, which are then decomposed into indices of efficiency change and technology change. In contrast to previous studies using this approach, we allow for variable returns to scale and use both input and output orientations. We find that changes in technology dominate changes in inefficiency in determining changes in productivity.  相似文献

In this paper, we explore how a large organization, operating in a mature, asset-intensive industry, used the social system of a key supply chain to generate significant improvement in operating performance (e.g., inventory turnover ratio improved from 0.8 to 3.2 in 5?years). A case study approach was used to study a steel rail supply chain involving an Australian railway company as the focal company. This supply chain consisted of two other companies: a steel manufacturer and a bulk transporter. Multiple forms of data were collected and analyzed, including models and process maps of the supply chain, published and internal documents, Enterprise Resource Planning system reports, and in-depth interviews of 31 key personnel involved in the supply chain. We found that the organizations had invested heavily in formal systems, such as governance processes and information technology systems. However, it was the informal mechanisms across and within the social system which made the greatest contribution to the resulting improvements. This suggests that organizations may be able to achieve significant operating performance outcomes at far lower cost and in shorter time frames by working through the existing social systems instead of focusing excessively on formal governance and IT systems.  相似文献

Providing health care to low income or elderly residents of rural areas remains a serious national health care problem in the United States. This case study evaluates an intervention for primary outpatient care to a particular class of patients – veterans – and shows how it can benefit them. Locating the outpatient clinic in a struggling rural hospital makes an outreach by the urban veterans hospital financially feasible and is profitable for the rural hospital.  相似文献

Transient Jobs and Lifetime Jobs: Dualism in the British Labour Market   总被引:1,自引:0,他引:1  
How long does a job last in Britain? We find that many workers have very short jobs and many have very long jobs. We estimate that in 1990, 40 percent of men were in jobs that will last 20 years or more. On the other hand, 24 percent were in jobs lasting less than five years. We conclude that the labour market is still capable of offering ‘lifetime jobs’ to many workers. Policy analysis of issues such as reform of the welfare state, pensions, and training should take note that reports of the death of ‘jobs for life’ appear to be exaggerated.  相似文献

According to Carl Schmitt, in his late work The Nomos of the Earth, published in 1950, the long evolution in the relation between humans and the earth has been decisive for the nature of traditional legal order. The historical links to European international jurisprudence (ius publicum Europaeum) have decayed with the old world order that supported them. Territoriality, once the foundation of the nation-state has evolved, causing a parallel change in the nation-state paradigm of sovereignty and the fabric of international law which has its basis in that paradigm. If Schmitt is correct in his prognoses about the end of a global era and the rise of a new yet uncharted world order in the mid-1940s, then the architects of the nascent European Coal and Steel Community face the same conditions, and must carry out their work with the same cultural, social and juridical raw materials, against the backdrop of the same concrete historical experience. This article will attempt to continue the trajectory of Schmitt's historical analysis of the ius publicum Europeaum, suggesting how its central concepts and theses map onto the grand geopolitical and civilisational project of European construction from 1950 to 2004 and beyond. It will explore the applicability of the concept of nomos for the nature of EU evolution, and interpret general elements of the European legal system in terms of the concept of nomos.  相似文献

The balanced scorecard captures strategically relevant performance measures used as part of a per‐formance evaluation system. These systems often include financial and nonfinancial rewards intended to motivate employees to take actions aligned with corporate strategy. Yet recent literature finds that rewards can have the opposite of intended effects. We consider the best practices of high‐performing banking employees in the context of a balanced scorecard system that provides financial and nonfinan‐cial rewards for performance. This article explores the key characteristics of the specific stakeholders for one type of middle manager, the hotel financial controller. Eleven semi-structured interviews among financial personnel showed that although some owners require on-going profits and have high expectations of middle managers, others may take a more long-term view and be less demanding. Head offices provide systems and services for the unit, but a lack of efficiency and strategic planning affects the ability of managers to do their job. The middle manager must take a proactive intrapreneurial approach in communicating and implementing corporate strategic decisions within the unit and in managing the multiple stakeholders, but in return requires more guidance, resources and support from senior management.  相似文献

Salary levels of women in hospitality financial management appear to be lower than those of men with similar job titles. However, further analysis of a limited sample suggests that salary levels are generally dependent on the level of work and place of employment – and that men tend to be employed in the jobs with higher responsibilities and hence status. There has been some progression by women into the higher status, higher-paying jobs but certain barriers still appears to exist which affect the rate of change.  相似文献

This paper uses a cohort of 12,000 births to examine the effect of maternity rights on mothers' post-birth return to employment decisions. It uses a discrete hazard model to disentangle the effects of the terms of maternity rights entitlements from other factors that influence the timing of a mother's return to work. Mothers with rights have an underlying (but unobserved) stronger attachment to the labour market that prompts earlier return than on average. We take this into account by estimating a counterfactual distribution of return times using a sample of women who failed to qualify for maternity rights but who have similar levels of labour market attachment. Even when differential attachment is taken into account there remains a substantial impact of maternity rights on behaviour.  相似文献

Profound changes have occurred in the industrial relations system in Australia since the mid-1980s as the system of centralized regulation has been replaced by collective bargaining at the level of the enterprise. This has corresponded with the considerable expansion of women's employment, mainly in part-time and temporary jobs. At the same time, recognition of the disadvantaged position of women in the work-force has resulted in the enactment of laws to promote equal employment opportunity. This article examines the ability of these laws to achieve equal employment opportunity policies alongside bargaining decentralization and a growing non-standard women's work-force.  相似文献
