This article reflects on problems encountered in implementing legal infrastructure reform in the light of current theory and recent, post-crisis experience in East Asia. Indonesia's experience of radical legal infrastructure reform in the six years since the crisis began has been both extensive and troubled. It is therefore a compelling case study of whether the new paradigm of Post-Washington Consensus Governance reform has delivered the kind of legal institutional changes that its proponents believe might have prevented the crisis. The article begins with an examination of the Governance paradigm rationale for legal infrastructure reform before surveying the Indonesian experience. It concludes with a critique of Governance reform practices and suggest some 'lessons learned' for future legal infrastructure reform, drawn from the Indonesia case study. It argues that the Governance paradigm promotes overly simplistic approaches to the complex and political project of legal infrastructure reform in developing states.  相似文献

This study measures the effect of Medicaid expansion on emergency department (ED) utilization. It also explores the mechanism through which treatment effects operate. Identification relies on a county‐level Medicaid expansion rollout within California from 2011 to 2013. The results suggest that Medicaid expansion increased ED utilization in California. Every time one individual transferred into the Medicaid program, there emerged one additional ED visit per year. Furthermore, the effect appears to be driven by difficulty accessing primary care. These findings suggest Medicaid expansion may have different effects in different environments, depending on how easily enrollees can schedule appointments. (JEL I13, I18, I38)  相似文献

Employees are increasingly given control over how they learn, and their choices for training are diverse and varied, yet employees must balance competing demands. On one hand, they are expected to be increasingly efficient in their current job duties – on the other hand, they are expected to develop new skills and competencies that enable them to adapt and respond to changing job demands. Drawing from the organizational learning literature, we propose a model of worker and work characteristics that inform choices between two mindsets related to learning at work. The first mindset is exploration, or the pursuit of learning outside one’s current knowledge domain; the second mindset is exploitation, the refinement/deepening of one’s existing knowledge stock focusing on the task at hand. We further propose that these strategic choices, or trade-offs, influence employee learning and performance in unique ways, with different implications for both routine and adaptive performance. Finally, we incorporate the notions of feedback loops and risk assessments that influence ongoing decisions between exploration and exploitation mindsets. Recommendations for future research and extensions of the theoretical model are also proposed.  相似文献

Interest in the managerial practices of females in business has increased over the past decade due to women's increased representation in business. Anecdotal evidence has suggested that women approach decision making differently from men. The purpose of this study is to determine if gender differences regarding managerial strategies exist in the retail setting. Targeted managerial strategies focused on short-term planning processes (personnel, financial, inventory and market planning) and competitive strategies in operation (differentiation, cost leadership and focus). In a sample of 459 retailers from a twelve-state region, MANOVA was used to determine if significant differences in managerial strategies existed between genders. The data on retail competitive strategies suggest that men and women more likely than male business owners to recognize in the importance of differentiation and focus as retail competitive strategies in their business operations. Gender differences were also found in the operational planning areas of market and inventory planning.  相似文献

The purpose of this research was to increase knowledge and understanding of how retailers use business intelligence and data mining tools to implement customer relationship management (CRM) in retailing. Specific objectives were to (1) identify organization and infrastructure requirements for CRM effectiveness, (2) identify CRM objectives and goals of retail companies, (3) identify data mining tools utilized by retailers to perform CRM functions, and (4) identify CRM strategies used by retail companies. A keyword search within business databases using CRM and CRM identified publications with CRM content. Content analysis was used on articles (N=149) drawn from Stores, Chain Store Age, Harvard Business Review, and Retail Forward over a 5 year period (2000–2005). Selected articles were stored as text files in QDA Miner, a computerized qualitative analysis tool. Key organization/infrastructure needs emerged focusing on data structure, organizational systems, technology structure, and data accessibility. Retailers goals/objectives and strategies focused on marketing, customer service, understanding customers through data analysis and increasing acquisition and retention through customer loyalty programs. Data mining tools identified supported marketing and customer analysis efforts. Findings provide insight into the challenges retailers face as they implement a more customer-centric business strategy.  相似文献

This paper analyzes how a country's commitment to labor standards is affected by the international political power they possess. Powerful countries may be less committed to actual enforcement of certain labor standards since they are unlikely to face significant threats of international sanctions regardless of their actions. The paper introduces an index of international power for 116 countries that is used to examine how power affects the extent to which countries enforce standards relating to freedom of association and collective bargaining. The evidence suggests that, even after controlling for differences in wealth, productivity, and market freedom, powerful countries are significantly less committed to the protection of labor standards than less powerful countries.
