基于全面预算的国有企业内部控制工作实效性研究

近年来,我国社会经济呈现稳定发展的趋势.国有企业在社会经济的支持下,发展速度加快.但受市场变动不确定性的影响,国有企业的经营环境开始发生变化.国有企业为确保经营活动的有序开展,并在国际市场中占据一席之地,需要加强对全面预算与内部控制的重视,正确认识二者的关系,将全面预算作为国有企业内部控制的依据,提高内部控制水平.基于此,文章阐述了全面预算与内部控制的内涵,梳理了二者之间的关系,并分析了国有企业内部控制工作开展的现状,提出了全面预算下国企内部控制工作的强化措施.     

保障我国农民土地收益的制度分析

近年来，由于制度安排的缺陷，我国农地大量转非，农民利益受到损害，导致大量失地农民出现，危及粮食安全和社会稳定。当前，尽管中央对土地进行了严格管理，但是只是临时政策性的措施。要从根本上解决这些问题，必须从制度创新上寻求可行的途径。为此，本文通过对农民土地利益损失的制度原因分析，并对农地制度固化和创新的风险以及几种可供选择的制度创新方案比较后，认为渐进式的制度改革是符合我国的现实选择。     

No matter how it is measured, income declines with global warming

The contemporaneous relationship between temperature and income is important because it enables economists to estimate the economic impact of global warming without assuming a structural model. Until recently, empirical evidence generally suggests that there is a negative relationship between temperature and income, and, therefore, global warming has an adverse impact on economic activity. However, Nordhaus (2006) argues that the temperature-income relationship depends on how income is measured. We show in this paper that the results of Nordhaus (2006) may be due to an omitted-variable problem. Based on a well-motivated temperature-income model, we find that the relationship between temperature and income is not dependent on income measurement. Our regression results show that the adverse impact of an increase of 1 °C in temperature can be as much as a 3% decrease in total income for the G-7 nations. Therefore, our results suggest an aggressive climate mitigation policy.

城市土地储备制度是城市土地制度的一项创新,今年来在我国得到了快速的发展,成为政府控制土地供应的重要制度安排。本文针对当前我国一些城市地价与房价大幅增涨这一社会现象,从实施土地储备制度入手,分析土地储备制度对我国房地产业发展的影响,并提出了完善土地储备制度的对策建议。     

Cognitive Lock‐In Effects on Consumer Purchase Intentions in the Context of B2C Web Sites

The perspective of power law of practice and human capital model asserts that cognitive search costs, cognitive transaction costs, and cognitive switching costs are three lock‐in mechanisms that a business‐to‐consumer (B2C) Web site holds to retain customers. Whether the ability of customer value or the lock‐in mechanism is more dominant for retaining online shoppers has received recent attention, but remains unresolved in the literature. This study sheds light on perceived value and cognitive lock‐in to develop a research model to predict consumer purchase intentions. Empirical results obtained from a survey of customers of a B2C Web site are used to examine the proposed model. Implications of cognitive lock‐in and product cues for increasing purchase intentions are also discussed.     

THE IMPACT OF ANTI‐TERRORISM EXPENDITURE ON ECONOMIC GROWTH AND WELFARE

This paper examines the effects of increasing anti‐terrorism expenditure on economic growth rate and social welfare. It is shown that: (i) spending the least amount possible on anti‐terrorism expenditure will lead to a maximum economic growth rate; and (ii) to achieve maximum social welfare, the government should allocate its budget to anti‐terrorism expenditure. The results shed light on why the US government has chosen to uphold and pursue its anti‐terrorism policies in recent years to present day.     

扩大居民消费需求的重点、难点及对策——基于河北的调查

以河北省城乡居民消费需求调查情况为依据,分析了城乡居民的家庭月平均收支、居民消费意愿和消费环境,提出了扩大城乡居民消费需求的对策建议。     

科研人员的时间分配与生活满意度--性别的视角

在各种职业群体中,专业技术人员工作时间最长,作为其子群体的科研人员工作时间长、压力大是不争的事实,但目前学术界对科研人员时间分配状况与其生活满意度的关系还没有可靠的研究。本研究利用“科技工作者时间利用状况调查”数据,分析我国科研人员时间分配状况与生活满意度的关系,并对其中的性别差异做分析。研究发现,工作时间中科研时间所占的比例与满意度负相关,家务劳动时间过长或过短都负面影响满意度,通勤时间也负面影响满意度,睡眠时间越长满意度越高,休闲娱乐时间长短对满意度的影响不明显;男性科研人员和女性科研人员时间分配与满意度关系模式不同,科研时间占比、通勤时间对男性有影响,家务时间对女性有影响。
