This article analyses two aspects of the regulatory conduct of Ofsted in protecting children from abuse by strangers. The first concerns the problems associated with child protection and safeguarding in the context of facilitating multicultural norms whereby certain social behaviours which would be unacceptable in one culture can be tolerated or condoned in another. The second aspect arises because, following Ofsted's failure to protect thousands of children from child abuse in many UK cities, children's social services' departments may have adopted strategic behaviour which may protect them rather than the children. 相似文献

We examine the effect of domestic violence on child mortality using Demographic and Health Surveys from thirty-two developing countries. We first examine conditional associations between violence faced by the mother and child mortality after controlling for observable confounders. Children of (ever) physically victimized mothers are 0.4, 0.7, and 1.0 pp more likely to die within thirty days, a year, and five years of being born. We find similar associations when examining violence experienced in the last twelve months, although these are no longer statistically significant. The association is statistically significant, and larger, if the mother experiences violence in the last twelve months often, rather than sometimes. Violence is significantly associated with pregnancy loss, suggesting the true effect on mortality is larger than estimates based on live-births would suggest. We investigate robustness of associations to omitted variable bias, assessing the role of selection on unobservables to estimate lower bounds on the true effect. These continue to indicate economically meaningful positive effects, suggesting selection on unobservables would need to be 2.4–3 times that of selection on observables to nullify the estimated effect. We provide evidence that maternal smoking and breastfeeding practices are mediators in the relationship between domestic violence and child mortality. 相似文献

This paper reflects on a longitudinal collaborative action research programme between the Centre for Research in Strategic Purchasing and Supply and the UK National Health Service Purchasing and Supply Agency that has operated since 1995. During the collaboration, research has changed practice and practice has changed research. A framework for analysing change is introduced as a means of examining how supply strategy has changed during the course of the research. The framework is applied to three supply strategy cases of prosthetics, clinical waste and cardiology, illustrating how practice and research have changed and influenced the production of knowledge over time. This practice note highlights a case study of leveraging strategic partnerships through trust-based philanthropy, a set of practices rooted in values, relationship building, mutual learning, and equity. It describes the motivations, planning, and execution of a symposium organized by, and held for, a Foundation and four of its grantees. The symposium led to the development of sustained pathways between and among the partners, resulting in productive collaborations and shared projects. This case study is shared to illustrate the argument that it is the responsibility of funders, and certainly in their self-interest, to eliminate competition between organizations to whom they provide financial resources and support. This paper presents a straightforward proof of Gibbard's theorem that any non-manipulable choice rule with at least three outcomes is dictatorial. The proof is similar to proofs of Arrow's impossibility theorem, but does not rely on that theorem. The last part of the paper discusses the relation between Gibbard's and Arrow's theorems. Mixed-race representations have become increasingly evident in marketing communications through the use of celebrity spokespersons like Misty Copeland and Halle Berry. This study explores the sociocultural ramifications of the ways in which marketers represent multiracial identity. Through an interdisciplinary review of pertinent literature, the authors create a theoretical framework for understanding the limitations of visual representations. A temporal model for discerning visual representations of the multiracial identity emerged by combining critical discourse analysis (CDA) techniques to investigate multiracial advertising depictions in eight popular U.S. magazines with interviews of multiracial women and advertising professionals. Findings suggest that marketers use mixed-race representations as cultural currency by mythologizing mixed-race bodies as the new beauty standard and as representing a racial bridge, physically and culturally tailored to ameliorate perceived racial divides. While visual representations in marketing communication have served to legitimatize and normalize mixed-race identity, these images generally ignore mundane consumption practices, obscure the relationships and processes that bring about multiracial bodies, and are devoid of sociopolitical context. The authors offer a framework through which scholars can systematically analyze the sociocultural significance of a wide range of identity coordinates utilized in advertisements and other forms of marketing communication. 相似文献
