发展先进文化在发展社会主义市场经济中具有重要作用 ,它对于市场机制的建立具有促进作用 ,对市场经济具有文化制约作用 ,此外 ,文化是社会生产力 ,发展先进文化对市场经济的发展具有要素性作用。     

生态系统服务测度下市域生态空间管控体系构建

生态空间承载着人类、动植物和自然生态多种过程，是生态系统服务功能的策源地和枢纽区。以实施生态空间管控为导引，借助多源数据和ArcGIS、C-Plan系统工具，核心应用系统保护规划(SCP)技术，建立生态服务测度下市域生态空间管控体系的构建方法。基于此，以哈尔滨为例，以不可替代性为表征实现生态空间测度指标综合与功效评价，构建生态空间关键区识别、功能区优划以及网络格局优化模型，提出“重点保护-分区指引-格局优化”的市域生态空间管控体系，为新型城镇化及绿色发展战略的实施奠定科学基础和提供技术支撑。     

公共治理理论及对银行监管的启示

当前银行业监管面临着监管失灵的困境，根本原因是监管理念的滞后，形势的需要召唤着新型的银行监管理念。公共治理理论以其理论的先进性在全球范围内迅速兴起并日益成为一门显学。把公共治理理论引入银行监管领域，或许能带给银行监管工作有益的启示。     

A semi-analytic method for valuing high-dimensional options on the maximum and minimum of multiple assets

Valuing high-dimensional options has many important applications in finance but when the true distributions are unknown or complex, numerical approximations must be used. Approximation methods based on Monte-Carlo simulation show a steep trade-off between estimation accuracy and computational efficiency. This article presents an alternative semi-analytic approximation method for pricing options on the maximum or minimum of multiple assets with unknown distributions. Computational efficiency is shown to improve significantly without sacrificing estimation accuracy. The method is illustrated with applications to options on underlying assets with mean-reverting prices, time-dependent correlations, and stochastic volatility The authors would like to thank the two anonymous referees, the associate editor, and Dr. Jess H. Effects of cross-border capital flows on stock returns of dual-listed firms in mainland China and Hong Kong: Evidence from a natural experiment

This study analyses the effects of the Shanghai–Hong Kong Stock Market Connect policy on the price disparity between A-shares and H-shares of dual-listed companies (DLC). Using a difference-in-difference estimation method, we show that the policy decreases the relative twin cumulative abnormal returns of treated DLC by 3% and narrows the price gaps between A-shares and H-shares. We determine that the rising demand for H-shares, which are newly accessible by mainland investors, drives the price of H-shares up. By contrast, the price of A-shares remains unchanged. Further analysis reveals that cross-border capital flow is the main force of the policy.

美国非传统信用信息采集、使用机制,帮助约1000万因缺少足够信用信息而无法获得贷款的客户,重新获得银行授信.2016年底,我国仍有8亿人没有传统意义上的信用信息,借鉴美国非传统信用信息采集、使用机制,我国应明确运行机制、制定管理办法、开发信息采集系统、鼓励金融机构与民营征信机构积极探索与应用,以帮助更多人获得合适的信贷服务.     

Variance swaps valuation under non-affine GARCH models and their diffusion limits

In this article, we investigate the pricing and convergence of general non-affine non-Gaussian GARCH-based discretely sampled variance swaps. Explicit solutions for fair strike prices under two different sampling schemes are derived using the extended Girsanov principle as the pricing kernel candidate. Following standard assumptions on time-varying GARCH parameters, we show that these quantities converge respectively to fair strikes of discretely and continuously sampled variance swaps that are constructed based on the weak diffusion limit of the underlying GARCH model. An empirical study which relies on a joint estimation using both historical returns and VIX data indicates that an asymmetric heavier tailed distribution is more appropriate for modelling the GARCH innovations. Finally, we provide several numerical exercises to support our theoretical convergence results in which we further investigate the effect of the quadratic variation approximation for the realized variance, as well as the impact of discrete versus continuous-time modelling of asset returns.     

中国住宿和餐饮业在产业链上位置测度及其动态变迁

文章运用产业上游度测度模型，测度了我国住宿和餐饮业在产业链上位置，考察了其在产业链上位置的动态变迁。总体来讲，住宿和餐饮业在全球产业链上和国内产业链上的位置都向产业链上游移动。从封闭经济到开放经济，住宿和餐饮业的产业上游度存在着较大波动，2002—2010年全球产业上游度都大于其国内产业上游度；2012—2017年则相反，住宿和餐饮业国内产业上游度波动幅度要大于其全球产业上游度波动幅度。住宿和餐饮业净出口变化方向与其国外产业上游度变化方向基本相同，净出口增加对其国外产业上游度上升有促进作用。住宿和餐饮业全球产业上游度变化趋势与其国内产业上游度变化趋势基本相似。总体来讲，现阶段住宿和餐饮业国内产业上游度增长速度要大于其全球产业上游度增长速度。     

利用改进特征金字塔模型的SAR图像多目标船舶检测

深度学习模型中的特征金字塔网络（Feature Pyramid Network，FPN）常被用作合成孔径雷达（Synthetic Aperture Radar，SAR）图像中多目标船舶的检测。针对复杂场景下多目标船舶检测问题，提出了一种基于改进锚点框的FPN模型。首先将特征金字塔模型嵌入传统的RPN（Region Proposal Network）并映射成新的特征空间用于目标检测，然后利用基于形状相似度距离（Shape Similar Distance,SSD）度量的Kmeans聚类算法优化FPN的初始锚点框，并使用SAR船舶数据集测试。实验结果表明，所提算法目标检测精确率达到98.62%，在复杂场景下与YOLO、Faster RCNN、FPN based on VGG/ResNet等模型进行对比，模型准确率提高，整体性能更好。
