This paper focuses on the 1986 Amendments to the False Claims Act of 1863, which offers whistle-blowers financial rewards for disclosing fraud committed against the U.S. government. This law provides an opportunity to examine underlying assumptions about the morality of whistle-blowing and to consider the merits of increased reliance on whistle-blowing to protect the public interest. The law seems open to a number of moral objections, most notably that it exerts a morally corrupting influence on whistle-blowers. We answer these objections and argue that the law is not objectionable on these grounds. Since there are no compelling moral objections to the law, it is appropriate and acceptable to judge the law in terms of its economic costs and benefits. We assess the most salient of these and conclude that the benefits outweigh the costs. We suggest that a mechanism similar to the Act should be considered for protecting stockholders’ interests in the private sector. We conclude by making several proposals for improving the existing legislation. The authors' names are listed in alphabetical order. The recent applied production theory literature focusing on the economic performance of firms has increasingly recognized the importance of scale effects on costs and therefore efficiency. These scale effects may include short run returns due to fixity of privately demanded inputs (i.e., capital, long run internal returns to scale, and external factors affecting costs. Since these different types of scale effects can be thought of as shifts in and movements along cost curves, the different cost effects of such factors can be identified in a framework which explicitly takes them into account in the definition ofscale.In this article we formalize such a framework, and then use it to measure short run, long run (internal) and external scale effects from fixity of private capital, nonconstant returns to scale and public infrastructure. We then use these measures to identify the impacts of these different scale factors on productivity growth. The focus on public infrastructure as an important external scale factor is motivated by the current theoretical and policy interest in this issue; we show how a structural production theory model provides a rich basis for the analysis of the cost effects of infrastructure investment.  相似文献

User producer interaction (UPI) increases chances for successful innovations. It is not always clear, however, what type of interaction is necessary in a particular context. This article identifies seven different types of UPI: constructing linkages, broadening, characterizing users, upstream involvement, first user enrollment, feedback, and downstream innovation. Specific contextual dimensions from which these UPI types derive relevance are discussed. The technological dimension of this context is conceptualized based on a distinction between types of technologies that differ in the degree to which they are customizable to user demands. Four case studies show that technological characteristics indeed matter for UPI, as do the heterogeneity of users and the phase of technology development.  相似文献

This study of 366 ethnically diverse operating‐level employees examined how their perceptions of discrimination from a variety of sources—including supervisors, coworkers, and the organization itself—affect their work‐related attitudes and behaviors. The results suggest that all three types of perceived discrimination have an effect on organizational commitment, job satisfaction, and organizational citizenship behavior. Contrary to predictions, however, there was no relationship with grievances.  相似文献

Ford Motor Company has developed global platforms for its vehicles, including hybrid electric vehicles and forthcoming battery-electric and plug-in hybrids. Providing electrification technologies is a key element of Ford's broader strategy of producing vehicles that have improved fuel economy and reduced greenhouse emissions. The breadth of this effort—across a range of vehicle types—is unique in the automotive industry. Of particular importance is using the same vehicle platforms for electrified vehicles as for conventionally fueled vehicles in Ford's global strategy. Infrastructure development is a key element in the success of plug-in hybrid and battery electric vehicles. To this end, Ford is developing home-charging systems and communication networks that will enable drivers to find recharging stations.  相似文献

This article analyzes how sociodemographic characteristics impact the adoption of online grocery shopping, and relies on the Motivation-Opportunity-Ability (MOA) model to explore what these sociodemographics actually capture and how they are linked with consumer motivations. The researchers exploit a survey among 468 customers of Belgian supermarket chain Colruyt. Their logistic regression shows that while variables at the personal level do affect adoption of the online channel, consumers’ motivations to adopt in fact lie on the household level. In particular, the effect of age disappears or becomes less strong when it is combined with household characteristics. An examination of respondents’ self-reported motivations confirms that age does not only capture a person’s ability to use the technology but also its usefulness for that person’s household, in that age is correlated with the presence of young children and the working situation in the household.  相似文献

Previous studies suggest that a proper fit between business strategy and human resource management can enhance a firm's financial performance. Building on prior findings, this study proposes that an ideal match could occur on the choice of international adaptation strategy and immigrant effect (IE). This match would have a significant effect on firms’ financial performance. The proposed framework is examined using the experience of 121 firms operating across the Greater China region in the home–host and cross-market scenarios. It is found that the extent of adaptation strategy is positively associated with the choice of IE in both home–host and cross-market scenarios and that IE has significant direct and indirect effects on market share and profitability in the cross-market scenario. This study proposes a new strategy–human resource management-performance framework. The findings established provide some implications for researchers and managers.  相似文献
