Public pension burdens in most emerging Asian economies are still relatively small. However, there are a number of reasons to believe that they will increase markedly in the coming years. First, many Asian economies will face rapidly ageing populations, which will raise pension and other old‐age‐related spending dramatically. Second, as economies develop, political pressures to expand the coverage of public pensions and raise pension benefits will likely increase. The first objective of this paper is to identify the potential fiscal burden of public pensions in 23 emerging Asian economies, based on econometric models and forecasts of GDP and demographic trends. Using two different methodologies yields estimated increases in the average share of public pension expenditures in GDP of 1.0 percentage point and 3.6 percentage points by 2030 compared with current levels. We believe the latter estimate is more realistic. The second objective is to recommend policies to provide adequate funding for public pension needs, including enhancing the efficiency of social insurance programs, improving the balance of revenues and expenditures, implementing more explicit fiscal rules and frameworks, and establishing stronger fiscal surveillance at the national and regional levels. 相似文献

This paper studies the investment decision by a monopolistic internet service provider (ISP) in different regulatory environments. We consider that the ISP can technically provide separate quality upgrades to two vertically differentiated content providers (CPs). Our results show that if unregulated, the ISP could optimally provide asymmetric quality upgrades to both CPs, in favor of the high-quality CP. This subsequently increases the degree of content differentiation, softening competition between the CPs. Imposing a nondiscrimination regulation that forces the ISP to provide an equal quality upgrade to both CPs, however, reduce the ISP’s investment incentive and social welfare. Furthermore, the social planner provides preferential treatment to the high-quality CP if the degree of substitutability is sufficiently low. In contrast, it is socially optimal to prioritize the low-quality CP if the contents are sufficient substitutes, or provide exclusivity if vertical differentiation is high.
We use ARCH time series models to derive model based prediction intervals for the Total Fertility Rate (TFR) in Norway, Sweden, Finland, and Denmark up to 2050. For the short term (5–10 yrs), expected TFR‐errors are compared with empirical forecast errors observed in historical population forecasts prepared by the statistical agencies in these countries since 1969. Medium‐term and long‐term (up to 50 years) errors are compared with error patterns based on so‐called naïve forecasts, i.e. forecasts that assume that recently observed TFR‐levels also apply for the future. 相似文献
The aim of this paper is to explore the effectiveness of asymmetric regulation, which allows a new mobile network operator to set higher termination rates than the incumbent operator. We assume that there are two market segments: one in which operators compete on equal terms, with a new technology, and the other in which the entrant is at a disadvantage since the technology it offers is inferior to the incumbent??s. Results show that asymmetric regulation can create favorable conditions that allow the entrant to strengthen its market positioning, and enhance consumer net utilities and social welfare. This highlights the importance of the degree of network asymmetry and the ways in which consumers are split between the two market segments. Lastly, we show that asymmetric regulation can create greater investment incentives for the entrant which could effectively enhance social welfare. These findings can provide useful insights for regulatory policy. 相似文献
We examine the effect of herding behaviour on the credit quality of bank loans in Australia. We find that bank herding varies with different types of loans. It tends to be more prevalent in owner‐occupied housing loans and credit cards than other types of loans. During the global financial crisis period, herding in owner‐occupied housing loans was most pronounced due to the flight‐to‐quality phenomenon in the housing sector. Furthermore, we find that the big four banks tend to herd more than smaller and regional banks. Bank herding behaviour is countercyclical, as it is negatively related to real GDP growth and the cost of funding but is positively related to market risk. Regulatory capital requirements may also encourage herding as banks are required to hold less risk‐weighted capital for residential loans. Most importantly, bank herding is related to higher impaired assets and therefore lower loan quality. Our findings may have implications for policymakers and bank regulators. 相似文献
In Vietnam, women have poorer access to formal credit than men. This article determines the extent to which borrowing constraints restrict women’s access to formal credit and identifies the socioeconomic characteristics that determine formal credit discrimination. The study used secondary data from the Vietnam Access to Resources Household Survey (VARHS) published in 2013–14, and analysis was undertaken by econometric approaches such as logistic and multiple linear regression models and propensity score matching methods. The results show that among those participants who successfully obtained credit, approximately 85 per cent of women obtained less credit than men; and the amount of credit that women obtained was also less (on average, approximately 1.8 per cent less). Gender, number of years of schooling, marital status, participation in agricultural activities, off‐farm employment, and ownership of agricultural land for a male‐headed household positively influenced discrimination in obtaining credit and the amount of credit obtained. Moreover, the propensity score matching results found that the average increase in the credit obtained by males was 220,000 Vietnamese Dong (VND) and this is mainly due to discrimination in favour of men. The results suggest that policy action is needed to avoid discrimination in credit disbursement on the basis of gender. 相似文献
A research project was carried out in two areas in the outskirts of Hanoi city using a combination of qualitative and quantitative methods. The objective was to study interactions among the vegetable farming systems and the peri-urban context within which they are situated. The farms studied were characterised as small-scale farms that use high inputs of soil amendments and pesticides for diversified crop rotation systems. The main source of irrigation water and nutrients for vegetable farming in southern Hanoi is wastewater from the To Lich River. In northern Hanoi, irrigation water is obtained directly from the Red River and nutrients are supplied through high fertiliser inputs. The concentrations of COD (144–287 mg l?1), N-NH4+ (1–25 mg l?1), PO43? (0.5–4 mg l?1) and coliform (525 × 103?28 × 106 MPN 100 ml?1) along the To Lich River was much higher than the limits specified in the Vietnamese standard for water used in agriculture. A higher Cu content in soil in Phuc Ly seems to be linked to the high input of chicken manure at the site. However, the contents of heavy metals in irrigation water, in vegetables and in the soil surface layer at the two sites were lower than the Vietnamese maximum permissible levels. 相似文献
This study examines the balance sheets of banks in 15 Asian countries from 2004 to 2016 to explore how they respond to stricter capital regulation. We consider the simultaneity of balance sheet adjustments. Employing a normalisation method, the study found that Asian banks increased regulatory capital, primarily through retained earnings, and expanded assets over the study period. However, the two-step system Generalised Method of Moments results do not support the positive effect of capital regulation on regulatory capital components adjustments. In addition, stricter capital regulation even induces banks to reduce lending. 相似文献
ABSTRACT This paper employs the VARMA-MGARCH-ABEKK model and Granger causality on 15 years’ daily time series data to examine investment opportunities in the oil and gas industries for ASEAN5 countries relative to the US counterpart. It shows that the latter leads the former in decomposing integration into cross-country effects on returns and conditional return volatilities. The empirical results show that investors can gain an international intra-industry diversification benefit in Malaysia, the Philippines, Singapore and Vietnam by holding US oil and gas assets in their portfolios whereas Asian oil and gas assets may result in negative shocks due to the increase in return volatilities for Malaysia, Singapore and Vietnam. However, Thailand are insensitive to the cross-country intra-industry diversification. While making trading decisions, investors should be aware of the impulse responses of ASEAN oil and gas markets from the shocks in the US and the Asian markets and their asymmetric spill over effects. 相似文献
