The role of production technology for sustainable economic growth and resource management in the multispecies renewable resources industries is a neglected issue, particularly in complex tropical ecosystems. Given the still rudimentary understanding of biological interactions among species, even in most temperate ecosystems, the importance of under-standing the technological and economic interactions is heightened for sustainable economic growth and public regulation. This paper evaluates these interactions for the multiproduct gill net fisheries of Peninsular Malaysia. Standard price and quantity controls may have little promise. Gear regulations, a policy of constant escapement, and managing the entire mix of species as a single stock for economic rather than biomass yield appear the most promising management tools given the limited regulatory options. 相似文献

Urban policy transfer between the US and UK has long been of interest to researchers and practitioners. Given the recent wider context of reduced direct funding and the absence of a coherent regeneration policy, this paper considers the introduction of Tax Increment Financing (TIF) to the UK as a method of stimulating spatially targeted economic development initiatives. The paper explores whether TIF could be considered a form of policy transfer, and in doing so uncovers whether the transfer of TIF could – (a) be successful and unsuccessful under certain circumstances; (b) require the actions of certain stakeholders; and (c) be enabled via prescribed frameworks and negotiation. The results are evidenced using qualitative approaches and find that TIF is more of a modified policy ‘idea’ rather than transfer. Further discussion argues that TIF can be successful, if it considers flexible but local elements and has the capacity to balance stakeholders for development brokerage. 相似文献

Current methods for assessing capacity and its utilisation infisheries operate at the firm-level, but neglect industry capacity.Here, we introduce the Johansen-Färe measure of plant capacityof the firm into a multi-output, frontier-based version of theshort-run Johansen industry model. The model determines firmcapacity utilisation such that current industry outputs aremaintained, while minimising the use of fixed inputs at industrylevel and assuming abundant variable inputs. Policy extensionsrelevant to combating overfishing include tightening quotas,seasonal closures, linking economic and plant capacity, decommissioningschemes and area closures, implementation issues and equityconsiderations. Industrial revenue bonds (IRBs) have become an increasingly popular, though expensive and controversial, tool of economic
development at the state and local levels. That controversy has focused on the economic impact of IRBs: Whether or not they
meet the intended goals of creating jobs and stabilizing the tax base of local communities, and whether the benefits are worth
the costs. Though IRBs are often justified, at least in part, as a particularly useful program for older, urban, minority
communities, little research has been done on the participation of racial minorities and women in IRB programs. This article
examines Chicago’s IRB program and finds that minorities have not participated equitably. Racial minorities and women are
underutilized in many firms receiving this form of publicly subsidized financial assistance, and minority-owned businesses
receive a disproportionately small share of the loans. Policy recommendations are offered to assure equitable participation
of racial minorities and women in IRB programs. 相似文献
