This paper analyzes the market and welfare effects of the United States Livestock Mandatory Reporting Act enacted in 2001. The act mandates meat packers to report their transactions daily to a government agency and requires the agency to make a summary of those transactions available to the public through the Mandatory Livestock Meat Market News Reports. Considering the case of an imperfect packer cartel that uses trigger price strategies, this paper examines the impact of market information provided by the reports on equilibrium livestock slaughter and the welfare of the groups involved and identifies the determinants of the socially optimal level of information. A key result of the paper is that, even when facilitating collusion among packers, increased market information can be social welfare enhancing.  相似文献

The anticipated abatement costs to be incurred by Canada and six of its provinces from the implementation of the Kyoto agreement (reduction of carbon dioxide (CO2) emissions generated by fossil fuel burning by 6% from 1990 levels) are estimated using an emissions benefit function. Marginal abatement cost functions are estimated and used for the analysis of alternative policy enforcement mechanisms. The efficiency of a policy mechanism depends on the rule used to allocate the burden of the agreement among the provinces and on whether the provinces or the federal government implement the agreement at the provincial level. Under the rule of an equal emission reduction of 6% over 1990 levels in all provinces, Quebec bears no abatement costs while British Columbia and Saskatchewan incur the highest costs. An allocation rule based on the equimarginal principle achieves aggregate efficiency; it is, however, the rule that contains the risk of noncompliance by provinces that have already taken action toward emissions reduction. Les auteurs estiment ce qu‘il en coûtera au Canada et à six de ses provinces pour adopter les mesures antipollution qu'exigera la mise en ?uvre du protocole de Kyoto (réduction de 6 % des rejets de CO2 attribuables aux combustibles fossiles par rapport aux chiffres de 1990) au moyen d'une fonction faisant intervenir avantages et émissions. Ils estiment les fonctions du coût marginal des mesures antipollution et se servent des résultats pour étudier d'autres mécanismes visant à faire respecter les politiques. L'efficacité du mécanisme d'exécution dépendra, d'une part, de la régle qui servira à répartir le fardeau de la mise en ?uvre entre les provinces et, d‘autre part, de l‘application de l'accord par le gouvernement fédéral ou provincial, au niveau des provinces. En supposant une réduction uniforme des rejets de 6 % par rapport aux relevés de 1990, dans toutes les provinces, l'exécution des mesures antipollution ne coûtera rien au Québec, tandis que la Colombie‐Britannique et la Saskatchewan accuseront les frais les plus élevés. This paper examines the effectiveness of advertising in the fast-growing Greek processed meats sector using an unbalanced panel data set of 34 firms during the period 1983–1997. In analysing the relationship between firms' sales and advertising this study differentiates between the type/content of the advertising message and the medium used to communicate it. Advertising expenditures are disaggregated into company and product campaigns in television, radio, and print media. Empirical results strongly reject the hypothesis of homogeneous consumer response to all kinds of advertising that is implicit in studies that aggregate advertising expenditures. The results also indicate an inefficient allocation of advertising resources by the firms of the sector; advertising in the least utilized print media was determined to be by far the most effective strategy during the study period.  相似文献

The paper examines how an innovator's ability to enforce her patent rights affects (and is affected by) her decision to patent her innovation and her patent breadth decision. Specifically, the paper shows that the innovator may find it optimal to patent her innovation even if litigation is not pursued in the event of patent imitation. The patent is valuable because it can be used to influence the entrant's location decision in a way that is profitable for the incumbent. In addition to showing that a patent need not be legally enforced to be valuable, the paper shows that the lower is the entrant's R&D cost, the smaller is the innovator's incentive to patent her product. If patenting occurs, however, the lower is the R&D cost, the greater is the patent breadth that could be chosen without triggering imitation.  相似文献

We examine the economic effects of the introduction of consumer-oriented genetically modified (GM) products into the food system by developing a model of heterogeneous consumers and producers that allows for vertical and horizontal differentiation between the products available to consumers. The model facilitates the estimation of consumer and producer surpluses in the product/utility and product/net returns spaces. Results show that the introduction of consumer-oriented GM products can change the relationship between GM and conventional and organic products from one of vertical to one of horizontal product differentiation and can enhance both economic welfare and the market acceptance and growth of agricultural biotechnology.  相似文献

This study develops a theoretical framework of heterogeneous consumers and producers and imperfectly competitive food companies to analyse the system‐wide market and welfare effects of food fraud in the form of food adulteration and mislabelling. The results show that, while the price impacts of food fraud are product‐specific with the equilibrium prices of high‐quality and low‐quality products moving in different directions, the equilibrium quantities depend on the relative magnitude of the demand and supply effects of food fraud. Regarding the welfare effects of food fraud, they are shown to be highly asymmetric across different consumers and producers. In addition to enabling the disaggregation of the welfare effects of food fraud, the explicit consideration of agent heterogeneity, asymmetries in the probability of fraud detection and the endogeneity of the producer quality choices also enables the derivation of a key result of this study; contrary to what is traditionally believed, both low‐quality and high‐quality producers can have economic incentives to commit fraud. The group that is more likely to cheat is determined by the social attitudes towards fraudulent behaviour, the enforcement policy parameters and the relative magnitude of the demand and supply effects of food fraud. A comparison of the market effects of mislabelling and food adulteration reveals that, while the equilibrium quantity of the high‐quality product is higher in the presence of mislabelling, producers are more likely to mislabel than adulterate their products.  相似文献

The study develops a general analytical framework of heterogeneous consumer preferences to examine the effects of country of origin labeling (COOL) regulation on consumer purchasing decisions and welfare. We show that while differences in consumer perceptions about COOL information, namely, whether it is viewed as an attribute that differentiates products vertically or horizontally, do not alter the nature of the market and consumer welfare effects of mandatory COOL, the relative strength of consumer preferences for COOL are shown to be important in determining the magnitude of these effects. In addition, our results show that the benchmark used (a no COOL versus a voluntary COOL regime) is critical in evaluating the effects of the policy. We show that, under both horizontal and vertical product differentiation, a change from a no COOL to a mandatory COOL regime decreases (increases) the welfare of consumers with weak (strong) preference for COOL while a change from a voluntary to a mandatory COOL regime leads to an unambiguous loss in consumer welfare.  相似文献
