教师个性是教师专业个性与教师自身个性的统一,由教育风格表现出来,是教师存在的方式。个性的教师才是完整的教师,才是有活力的教师。当代个性教育呼唤教师个性,要求培养个性的高校教师。因此,当前的高校应该强化个性教育观,弘扬教师个性;增强创新教育观,发展高校教师个性的独特性。

对我国住房公积金制度建设的研究

中国的住房公积金制度经过了近20年的运行与发展,为中国的住房制度改革做出了重大的贡献,但是近几年也逐渐暴露出了一些问题,难以适应新时期经济和金融环境的变化,从而导致其基础功能的缺失,如何发挥其住房保障功能值得我们深入研究,构建全国性的住房公积金模式或许是一种现实选择。

英国城乡规划体系及农村规划管理的经验与启示

[目的]对英国城乡规划体系及农村规划管理的发展历程、基本经验和主要特点进行归纳总结,分析其对我国当前加强农业与农村规划管理、推进城乡统筹发展、促进新型城镇化建设的启示和借鉴意义。[方法]基于赴英国进行城乡规划体系及农村规划管理与保护方面的实地考察、培训以及相关文献的综述分析。[结果]英国城乡规划体系建立缘于其解决城镇化发展过程所产生的"大城市病"问题,其发展经历了多次修改和调整,目前形成了"区域空间战略"和"地方发展框架"两级规划结构;英国的城乡规划体系十分注重对农村地区和小城镇的规划管理和保护,形成了一系列重要规则和制度。[结论]英国在城镇化发展过程中,完整地保存了传统乡村的历史建筑、风土文化和景观环境,值得充分学习和借鉴。当前,在统筹城乡发展和推进新型城镇化建设过程中,应充分发挥规划的引导作用和社会公众的参与作用,高度重视对农业与农村的保护和规划管理,同时要注重基于中国国情的再创新。     

Online Survey Data Quality and Its Implication for Willingness‐to‐Pay: A Cross‐Country Comparison

Using online surveys to elicit consumer preference is gaining popularity because of several advantages offered by this method. Past research mainly focuses on the comparison between online surveys and other survey modes. Few have explored methods of using online survey tools to improve data quality for consumer willingness‐to‐pay (WTP) estimates. This article determines the impact of using a validation question (VQ) approach that asked survey respondents to select a particular answer on improving online survey data quality across six countries. Results show that survey data quality is a common problem in online surveys across countries and the severity of this problem differs significantly. Using VQs might detect the respondents who are less careful in answering survey questions, thus providing less reliable answers. The econometric models for respondents who correctly answer VQs (pass VQs) perform significantly better than the models for respondents who incorrectly answer VQs (fail VQs). The WTP estimates for respondents who pass and fail VQs differ significantly; and in general the WTP estimates for respondents passing VQs have smaller variances than those for all respondents and for respondents failing VQs.     

Analysis of marine ecological compensation for environmental risk caused by chemical spill based on game theory

The problem of marine environmental risk is ultimately the result of game theory between the marine environmental managers and the enterprise of potential environmental risk. This paper analyzes the internal economic relationship that whether the “protection” policy is applied between the protection action of marine environmental managers and the chemical enterprise. The result shows that the key factor whether the enterprise adopt the “protection” policy or not is the amount of penalty and the government＇s cost of execution, and the compulsive ecological compensation is obligatory from the angle of stimulating the enterprise of canonical action and adopting the “protection” policy. To build the ecological compensation mechanism based on the environmental risk will effectively improve the level of management in sea area and decrease the probability of chemical spill.

合同有效场合之缔约过失责任于1896年德国学者莱昂哈德提出后,对世界各国立法及学说均产生一定的影响.缔约过失责任产生于合同缔结过程之中,不仅适用于合同不成立、无效、被撤销场合,也适用于合同有效场合.承认合同有效场合之缔约过失责任,有利于更全面地保护缔约当事人的利益,更好适应时代的交化发展要求.
