ABSTRACT Despite rapid digital development in the past two decades, the remote parts of Australia still experience disadvantages with the adoption and diffusion of digital technology. As the adoption of information and communication technology continues to increase at a significant rate, investigating the underlying factors of the digital divide in general and also in the context of social exclusion in Australia is pertinent. The current study fills the gap in the existing body of knowledge by exploring the effect of socio-demographic factors and remoteness on the digital divide landscape with a country-specific focus on Australia. Using state-wide longitudinal data covering the 1998–2015 period within the panel data estimation framework, this study finds that digital divide is significantly associated with socio-demographic factors and remoteness in Australia. Moreover, the findings affirm that in addition to telecommunication infrastructure development, policymakers should also underscore socio-demographic factors in shaping digital inclusion strategies. 相似文献

Agricultural development policies in Iran for the past two decades have been based on important misconceptions derived from a dualistic analysis of the economy. The government concentrated on the development of the ‘dynamic’ oil and industrial sector at the expense of the ‘static’ rural sector. As a result Iranian self-sufficiency in food and agricultural produce has been seriously eroded and the country has become increasingly dependent on the international market both in terms of importing foodstuffs and in gaining its main income through the export of a single item: oil. The present government's attempts at alleviating this problem should extend beyond revolutionary rhetoric and blanket policies and return the means of production to the cultivator and encourage the emergence of a peasant-based and independent agricultural sector. 相似文献

The goal of this research is to develop a comprehensive model that describes the integrated logistics operations in response to natural disasters. We propose a mathematical model that controls the flow of several relief commodities from the sources through the supply chain and until they are delivered to the hands of recipients. The structure of the network is in compliance with FEMA's complex logistics structure. The proposed model not only considers details such as vehicle routing and pick up or delivery schedules; but also considers finding the optimal locations for several layers of temporary facilities as well as considering several capacity constraints for each facility and the transportation system. Such an integrated model provides the opportunity for a centralized operation plan that can eliminate delays and assign the limited resources to the best possible use.A set of numerical experiments is designed to test the proposed formulation and evaluate the properties of the optimization problem. The numerical analysis shows the capabilities of the model to handle the large-scale relief operations with adequate details. However, the problem size and difficulty grows rapidly by extending the length of the operations or when the equity among recipients is considered. In these cases, it is suggested to find fast solution algorithms and heuristic methods in future research. 相似文献
