Since its conception in 1945, the UK National Health Service (NHS) has been the focus of extensive political rhetoric regarding the involvement of patients and the public in the provision of health‐care services both locally and nationally. However, achieving substantial user involvement within local communities has proven to be a complex task. The exploratory research presented in this paper investigates the influence of social networks within local communities and its relevance for user involvement. Four main findings emerged: interviewees have strong informal social networks; there is a strong sense of generalized reciprocity; diversity is limited within the social groupings; and there exists a lack of trust in governmental institutions. With regards to health issues, there is an overriding feeling that ‘things like that should be left to the people who know’. If user involvement is to be achieved at the level envisioned by the UK government, achieving a greater relevance for users is essential. 相似文献

Norm-violating behavior is characterized by clear social norms which prescribe the non-occurrence of that behavior. From the theoretical framework of Allport it is derived that specifically norm-conformation is consistent, while violating norms is expected to be inconsistent and more circumstantial. This is in contrast to test-theoretic approaches of delinquent behavior that assume that various norm-violating responses form a consistent answer pattern that is scalable and reliable. In this study we study the inter-correlations, scalability and reliability of norm-violating responses and their relation with the reduction of zero observations. In concordance with Allport’s view it is expected that different norm-violating self-report items have limited interrelatedness and are limited in scalability and reliability in the norm-violating sub-population. The NLSY98 self-report data show that a large majority of respondents (69 %) conform systematically to all ten different norms, while only nine percent admits more than two different violations. The results show that in subsamples of norm-violating respondents, the correlations between items become closer to zero, dependent on the amount of zero reduction. Furthermore, both Loevinger’s H coefficient of scalability and scale reliability become unsatisfactorily low, when 35 % or more strict norm-conforming subjects are removed. 相似文献

Organic agriculture was Europeanized through two EU regulations which defined and provided financial support for it. In transposing these regulations, member states have had to deal with political aspects of the conflict between mainstream and organic agriculture. A comparison of 13 new (including former socialist states) and old member states illustrates that the level of conflict had an impact only on the level of financial support transposed, while other aspects of transposition were explained by formal institutional preconditions. Low financial support was found in those member states with a high level of conflict or a low value-based level of conflict. Medium financial support was found in one new and one old member state characterized by medium level conflicts. High financial support appeared in three member states characterized by truly low level conflicts in terms of common organic and mainstream agriculture interests. 相似文献

One of the main goals of the European Union, laid down, inter alia, in the Lisbon Strategy and in the “Europe 2020” Strategy, is to raise employment. One important means of supporting the
creation of new jobs is to increase competition. In this paper, it is shown that on average the mark-up, i.e. the deviation
of prices from marginal cost in the euro area still exceeds the levels observed in the UK and in the US. After completion
of the Single Market Programme in 1993, the mark-up has declined in the euro area and even more in the UK. Nevertheless, there
is a strong cross-country variation between Member States, with a particularly high mark-up ratio found for Italy. Panel estimations
show that total factor productivity growth, labour productivity growth and the labour market performance in the euro area
could be improved by reducing the mark-up. This could be achieved by a proper institutional design. More competition could

Economic agents often have to make decisions in environments affected by regime switches but expectation formation has hardly
been explored in this context. We report about a laboratory experiment whose participants judgmentally forecast three time
series subject to regime switches. The participants make forecasts without context knowledge and without support from statistical
software. Their forecasts are only based on the previous realizations of the time series. Our interest is the explanation
of the average forecasts with a simple model, the bounds & likelihood heuristic. In previous studies it was shown that this
model can explain average forecasting behavior very well given stable and stationary time series. We find that the forecasts
after a structural break are characterized by a higher variance and less accuracy over several periods. Considering this transition
phase in the model, the heuristic performs even slightly better than the Rational Expectations Hypothesis. 相似文献

Using merged data from the British Household Panel Survey (BHPS) and the German Socio-Economic Panel (SOEP), this paper applies a parametric difference-in-differences approach to assess the real effects of the introduction of the euro on subjective well-being. A complementary nonparametric approach is also used to analyze the impact of difficulties with the new currency on well-being. The results indicate a loss in well-being associated with the introduction of the new currency, with the predicted probability that a person is contented with his/her household income diminishing by 9.7 percentage points. We calculate a compensating income variation of approximately one-third. That is, an increase in post-government household income of more than 30% is needed to compensate for the clear decline in well-being. The reasons for the negative impact are threefold. First, perceived inflation overestimates the real increase in prices resulting in suboptimal consumption decisions. Second, money illusion causes a false assessment of the budget constraint. Third, individuals have to bear the costs from the conversion and the adjustment to the new currency. Moreover, it is thought that losses are higher for persons who have difficulties with the new currency. However, the impact of difficulties in using and converting the new currency is rather small, and the initial problems were overcome within one year of the introduction of euro cash. 相似文献

Abstract. Edgeworth showed that a free-trading country might be impoverished by its own technical improvements if they are confined to the export industry and if no good is inferior in consumption. More recently it has been shown that improvements confined to the country's import competing industry can never be impoverishing if, in that country, no commodity is inferior in consumption. However, in all available proofs of these propositions, it has been assumed that for each country there exists an autarkic equilibrium. This article shows that mark‐ups are significantly higher in South African manufacturing industries than they are in corresponding industries worldwide. We test for the consequences of this low‐level of product market competition on productivity growth. The results of the paper are that high mark‐ups have a large negative impact on productivity growth in South African manufacturing industry. Our results are robust to three different data sources, two alternative measures of productivity growth, and three distinct measures of the mark‐up. Controlling for potential endogeneity of regressors does not eliminate the findings. 相似文献

This paper analyzes how inequality in Before and After Government income has changed in Germany since reunification using the 1990 through 1992 waves of the German Socio-Economic Panel. A Theil decomposable inequality index is used to measure inequality in Germany and in its eastern and western states. Massive public transfers from west to east have narrowed the east-west income gap, substantially offset the rise in income inequality from private sources, and lowered overall inequality in the western states. The net result of this policy has been a drop in After Government income inequality in Germany between 1990 and 1992. 相似文献
