Historical perspective of migration and urbanisation in Whittlesea,Ciskei

This article sets out to explore the role of historical events and politics in the migration and urbanisation of the Whittlesea subregion. The evolution of the independent national state of Ciskei from a Native reserve, bantustan and homeland is analysed. The development potential of the subregion is directly related to the subregion's peripheral location in the national spatial economy and to the regional and urban development of South Africa. The migration and urbanisation process is analysed from the first settlement by the Moravian Mission at Shiloh in 1828 to the present,Whittlesea offers focused settlement opportunities as the first base in a stepwise migration process to the metropolitan core areas. Whittlesea is spatially fragmented owing to different settlement actions, while the isolated areas are functioning independently. Migration from the subregion could be facilitated to influence an equilibrating urbanisation process at the regional and national levels.     

Transaction costs and the collection of information: presale measurement on private timber sales

Measurement efforts to reduce the uncertainty concerning theattributes of heterogeneous goods may simply redistribute wealthand result in social waste. Individuals bearing the cost ofsuch distributional measurement have incentives to develop buyingand selling practices that limit such measurement. We examine,both theoretically and empirically, the determinants of thelevel of distributional measurement efforts in a competitiveauction framework. The empirical application, which uses a sampleof private timber sales, provides strong support for the implicationsof the theoretical model of presale measurement.     

Revolution and counter-revolution: two views of unemployment

There is a view in economics that Keynes did not have a microeconomictheory underpinning his explanation of macroeconomics. For example,Friedman (1970) even goes so far as to maintain that pricesare arbitrary in Keyne's approach to economics. The conclusionwhich follows from this critique of Keynes is that Keynesianeconomics cannot explain the occurrence of unemployment in amarket economy except by invoking ad hoc assumptions. It isargued in this paper that the above critique is based on a misunderstandingof the focus of the Keynesian explanation of unemployment. Thefocus in Keynes is not choice, but exclusion from choice. Inconventional microeconomics, the concept of choice is not consideredproblematic. The observation that a particular action is takenis confused with the view that the action is voluntarily chosen.The Keynesian explanation entails an exploration of what theconcept of voluntary choice means.     

On the sensitivity of mean-variance-efficient portfolios to changes in asset means: some analytical and computational results

This paper investigates the sensitivity of mean-variance(MV)-efficientportfolios to changes in the means of individual assets. Whenonly a budget constraint is imposed on the investment problem,the analytical results indicate that an MV-efficient portfolio'sweights, mean, and variance can be extremely sensitive to changesin asset means. When nonnegativity constraints are also imposedon the problem, the computational results confirm that a positivelyweighted MV-efficient portfolio's weights are extremely sensitiveto changes in asset means, but the portfolio's returns are not.A surprisingly small increase in the mean of just one assetdrives half the securities from the portfolio. Yet the portfolio'sexpected return and standard deviation are virtually unchanged.
