A static computable general equilibrium model of South Africa is adapted to compare new taxes on water demand by two industries, namely forestry, and irrigated field crops. Comparisons are made with respect to both the short and the long run, in terms of three target variables, namely (i) the environment; (ii) the economy; and (iii) equity. Since the taxes on the two industries do not raise the same amount of revenue, the target variables are calculated per unit of real government revenue raised by the new taxes (also referred to as the marginal excess burdens of the taxes). The model results are robust for moderate values of the water elasticity of demand in the two industries, in both the long and the short run. The tax on irrigated field crops performs better in terms of all three the target variables in the short run. In the long run the tax on irrigated filed crops is better in terms of water saving, but reduces real GDP and the consumption by poor households.  相似文献

Education and training interventions can be evaluated through the success of learning outcomes. Kirkpatrick's four-level model is a widely accepted and highly popular evaluation tool. However, some criticise the model's shortcomings. This article will examine the extent to which the four-level model can evaluate design and technology students' learning about aesthetics after an intervention by reporting our use of an augmented version of the four-level model. We examine the results in terms of students' reaction to the intervention, their long-term learning and their behaviour changes by studying their visual analyses and drawings through segment codes. We found that, in order to uncover the obscurities imbedded in aesthetics and to explicate the complexities, we could not use the four-level-model on its own, but had to revert to a more augmented version.

Rhino populations are at a critical level and new approaches are needed to ensure their survival. This study conducts a review and categorisation of policies for the management of rhinos. Twenty-seven policies are identified and classified into in-situ (reserve-based) and ex-situ (market-based) policies. The policies are then evaluated based on four target areas: poachers/hunters, consumers, intermediaries and the game reserves themselves. The study finds that protected area management policies seem most beneficial in the short run, in particular the enforcement of private property rights over resource utilisation, as well as the establishment of wildlife sanctuaries that act as sustainable breeding grounds for rhino populations.  相似文献

Incorporating uncertainty into a supplier selection problem   总被引:1,自引:0,他引:1  
Supplier selection is an important strategic supply chain design decision. Incorporating uncertainty of demand and supplier capacity into the optimization model results in a robust selection of suppliers. A two-stage stochastic programming (SP) model and a chance-constrained programming (CCP) model are developed to determine a minimal set of suppliers and optimal order quantities with consideration of business volume discounts. Both models include several objectives and strive to balance a small number of suppliers with the risk of not being able to meet demand. The SP model is scenario-based and uses penalty coefficients whereas the CCP model assumes a probability distribution and constrains the probability of not meeting demand. Both formulations improve on a deterministic mixed integer linear program and give the decision maker a more complete picture of tradeoffs between cost, system reliability and other factors. We present Pareto-optimal solutions for a sample problem to demonstrate the benefits of the SP and CCP models. In order to describe the tradeoffs between costs and risks in an analytical form, we use multi-parametric programming techniques to more completely analyze the alternative Pareto-optimal supplier selection solutions in the CCP model. This analysis gives insights into the robustness of the solutions with respect to number of suppliers, costs and probability of not meeting demand.  相似文献

This paper constructs and analyses the properties of a trimmed mean inflation rate for South Africa. Based on an analysis of the distributions of the consumer price index component price changes, a measure is constructed that provides an estimator of core inflation, which may be particularly useful to policymakers in an inflation‐targeting environment. The trimmed mean estimator focuses on the price movements of individual components that have a strong bearing on the current and future trend of the headline inflation rate, allowing monetary policy to be directed at the persistent or underlying sources of inflationary pressures.  相似文献

To remain sustainably viable in today's business environment, employers require appropriate skills to support their commitment to social responsibility. When recruiting skills, employers recognize that graduate attributes are essential indicators of the capability to render constructive workplace outcomes. Graduates need to develop these attributes to demonstrate their employability potential to prospective employers. However, existing employability capital frameworks do not include the graduate attributes needed to measure capability in corporate social responsibility (CSR) skills. The objective of this study was to determine which graduate attributes would support employability capability in CSR skills. Following a theoretical investigation, a mixed-method exploratory study was undertaken in South Africa's state-owned electricity provider to determine the employability attributes required by the organization in CSR management. The first phase involved a data collection survey, 302 managers and supervisors in South Africa's primary electricity provider rated a proposed 44 personal attributes linked to nine theoretical determined CSR skills and their importance in CSR management. In the second phase, the survey results were validated through a separate Delphi technique with three Human Resource Development experts. Confirmatory factor analysis found significant relationships between the tested attributes and the nine CSR skills. The findings could assist graduates in understanding the attributes they need to develop to be deemed employable for CSR performance. Furthermore, higher education institutions can include the results in curriculums to contribute to the development of CSR skills. Finally, the attributes and skills could be used to conceptualize a focused CSR employability capital, which employers can use to test employability potential.  相似文献
