While researchers in the growing field of urban political ecology have given significant attention to the fragmented hydroscape that characterizes access to drinking water in the global South, so far the (re)production of other urban waters and its related power relations have been underexplored. This article seeks to contribute to filling this gap by exploring the everyday negotiations over access to urban water bodies, in particular ponds. These are understood as a composite resource that is simultaneously water, land and public space. This analysis draws on a case study from a small city in West Bengal, India, and is based primarily on data from open interviews with different actors with a stake in urban ponds. The article demonstrates that in a context of ambiguity of the statutory governance regime and fragmented control, the (re)production of the pondscape is embedded within complex relationships of power whereby social marginalization can be offset at least momentarily by local institutions such as neighbourhood clubs and political parties.  相似文献

Financial reform has been a core dimension of the initial global policy response to the financial turmoil of 2007-08.At the first G-20 summit of heads of state and government in November 2008,more than four-fifths of the action points in the final declaration were about financial regulation.Obviously,the crisis is not over at the time of writing,and the cycle of financial reform it triggered is very far from complete.But it can be said confidently that the crisis has been transformational for financial regulatory policy,at least in the United States and Europe.  相似文献

This paper considers a matching model with both idiosyncratic productivity shocks that hit jobs at random and heterogeneity of workers according to ex ante unobservable abilities. We argue that firms' decisions about reservation productivity can help explain the shape of wage distributions. An agreement about a lower bound for admissible tax rates can reduce the equilibrium tax rate (and thus welfare) in tax competition among fully symmetric countries. This is shown in an infinitely repeated game where the stage game describes the standard tax competition model with source-based taxes and symmetric countries. Repeated interaction may allow countries to sustain cooperation through implicit contracts. Lower bounds on tax rates (‘minimum taxes’) restrict the ability of countries to punish deviators. This makes cooperation harder to sustain. The introduction of a lower bound on feasible tax rates may thus harm all countries.  相似文献

The aim of this paper is to assess the amount of “policy space” available to increase tariff protection in South African agriculture. To this end, formal definitions for agricultural produce, actual import data, applied tariff data and bound tariff rates and tariff quota information were used to investigate the extent to which it is possible and feasible to increase tariffs. The analysis shows that in general the policy space available to South African agriculture is limited because of, among others, WTO binding and treaty obligations under the EU and SADC agreements. Furthermore, it does not make policy sense to increase protection on most other products.  相似文献

New concepts of space and time are evolving, and the development of data processing has provided techniques highly suited to technological forecasting. China has started to deploy its Belt and Road Initiative (BRI) in the European Union (EU), and the EU in turn has regional and global interests that intersect with the BRI's scope. Subject to future adjustments of China's BRI strategy, the initiative's potential contribution to the EU requirements for infrastructure development could be significant, even though its modalities in the EU are inevitably different from those in countries that are poorer or have more difficult financial market access. The EU's attitude to the BRI, however, has not yet fully coalesced. Despite superficial similarities in public discourses, the EU has a profoundly distinct perspective from that of the US on the BRI, and more generally on the rise of China and its growing global influence. For the EU, the BRI generates challenges but also potential benefits. The EU should improve its ability to welcome sensible BRI projects, including through the adoption of greater reform of screening frameworks for foreign direct investment. More generally, the EU should enhance its ability to define policies independent of the US on China and the challenges resulting from China's rise. China should also make further efforts to foster a constructive relationship with the EU.  相似文献
