“公司”不能是虚名

几年来,我国国有企业公司化进程虽然取得了一定的进展,但这种成就主要是数量上的,而不是质量上的。截至1998年,在全国6.47万个国有及国有控股企业中,真正能够称其为"现代公司"的却为数不多。其主要问题是,在这些公司中存在大量的"国有独资公司",要么由行政机关继续干预企业的日常经营,要么存在"内部人控制"问题,使这些企业只有公司之名,但其组织和行为特征与原来的国有企业没有太大的区别。
