纳税人诉讼基本问题探讨

美国、英国、日本等发达国享均建立纳税人诉讼制度，事实证明，纳税人诉讼制度对于监督政府征税和使用税收均发挥了重大的作用。作为社会主义国家的中国能否建立纳税人诉讼制度以及应该怎样建立一套适合中国的纳税人诉讼制度是摆在我们面前需要解决的一个重要问题。     

MANAGING VENDOR INVENTORY IN A DUAL LEVEL DISTRIBUTION SYSTEM

Collaborative arrangements among members of the supply chain have received a great deal of interest in recent years as a means of reducing costs. One such arrangement is vendor managed inventory (VMI). VMI allows the vendor to make decisions concerning the quantity and timing of deliveries to the retailer. Such an arrangement offers the potential of a more efficient supply chain by removing the negative effects of retail ordering policies. A thorough review of the literature was conducted to identify factors likely to impact the performance of a VMI partnership. Computer simulation was used to study the effects of these factors from both the vendor's and retailer's perspectives. The results lend insight into the performance of VMI and guidance for managers as to the environments in which VMI is most effective.

社会养老保险新政的运行效果分析——基于沈阳市国有大型企业的调查

利用调查数据重点考察了社会养老保险新政的实际运行效果,指出了目前存在职工参保意愿不强烈、政策有效性尚不明显、对制度长期建设缺乏信心等现实问题,以期对养老保险制度的改革完善提供理论和政策依据。

人口结构、企业出口与加工贸易:微观机理与经验证据

本文研究了城市劳动参与率对企业出口贸易的影响.基于城市人口结构信息与微观企业信息的匹配,实证研究表明:(1)城市劳动参与率的提高促进了企业出口量的扩张;(2)城市劳动参与率对企业出口量的促进作用主要通过加工贸易来实现;(3)对于不同的企业,城市劳动参与率的影响作用会有所差异,资本密集型企业、本土企业以及生产率较低的企业,其出口会受到城市劳动参与率更强的促进作用.本文从理论和实证两个层面分别刻画和验证了人口结构对出口贸易影响的微观作用机制.本文的研究结论意味着需要重视人口结构转型对我国出口贸易可能产生的不利冲击.推进供给侧结构性改革,降低企业的税费负担,助推工人技能水平的不断提升,最大限度地激活劳动力市场,是当前人口结构转型背景下应对我国出口面临的种种困难的必要举措.

Ownership and production efficiency: Evidence from Taiwanese banks

In the early 1990s, Taiwan began her deregulation trend in order to enhance competition and economic efficiency across all industries. We derive a theoretical framework to predict possible rankings in technical efficiencies of public, mixed, and private banks. A panel data set with 43 Taiwanese banks during 1997–1999 is used for empirical analysis. We then apply a translog distance function to estimate technical efficiencies. The relationship between technical efficiency and government shareholding is also examined. Empirical results show that a public bank in Taiwan can improve its technical efficiency by mixed ownership at a diminishing rate. Moreover, banks in Taiwan on average performed worse after the 1997 Asian financial crisis.
