Towards sustainable tourism planning in New Zealand: Monitoring local government planning under the Resource Management Act

In the light of the increasing pace and scale of tourism activity in New Zealand, the concept of sustainable tourism has become a key ingredient in the nation's tourism strategy. This paper explores sustainable tourism planning in New Zealand at the level of local government, and in particular, focuses on the implementation of the Resource Management Act 1991 (RMA) as a mechanism for achieving sustainable tourism. Using the findings of a survey of Regional Councils and Territorial Local Authorities, the paper explores public sector planning responses to tourism impacts and sustainability concerns in New Zealand. The paper extends the earlier work of Page and Thorn (1997. Towards sustainable tourism planning in New Zealand: public sector planning responses. Journal of Sustainable Tourism 5(1): 59-77; 2002. Towards sustainable tourism development and planning in New Zealand: the public sector response revisited. Journal of Sustainable Tourism 10(3): 222-238), which identified major issues of concern at local council level with regard to tourism impacts and argued the need for a national vision for tourism to ensure that the RMA achieved its original goals. Since then, a national tourism strategy has been published and changes in legislation have further empowered local authorities to further progress the sustainability agenda. This paper examines these developments and the ensuing implications, concluding that significant progress has been made in developing tourism policies at the local level, but that a number of constraints and issues limit the development of New Zealand as a sustainable destination.     

FIRM AND GOVERNMENT AS ACTORS IN PENROSE'S PROCESS THEORY OF INTERNATIONAL GROWTH: IMPLICATIONS FOR THE RESOURCE-BASED VIEW AND OWNERSHIP–LOCATION– INTERNATIONALISATION PARADIGM

Edith Penrose's The Theory of the Growth of the Firm proposed a process theory of growth based on the pursuit of knowledge by the firm and unconstrained by government. In her subsequent studies of foreign direct investment by large firms in developing countries, Penrose considers the firm and government as actors in the same growth process. This paper explores the development of Penrose's expanded process theory of growth from 1955 to 1973 in which she assumes that neither dual actors nor foreign expansion requires a new or special theory. This finding has implications for the resource-based view and the eclectic ownership–location–internationalisation paradigm interpretations of international business.

Are accounting academics culturally intelligent?: An empirical investigation

Cultural diversity within accounting university classrooms creates a number of educational challenges that have been little investigated. This study draws on the theoretical framework of cultural intelligence (CQ), which is new to accounting research, to enhance understanding of the intercultural capabilities of accounting academics. CQ is comprised of four interrelated capabilities: metacognitive, cognitive, motivational and behavioural. The previously validated cultural intelligence scale (CQS) survey was used to identify CQ levels and results were compared to demographic variables and other factors in order to explain differences. The results indicate that accounting academics display levels of CQ at the lower end of comparable studies on other professionals. Results also show that academics who have lived abroad for longer than one year and who have taught transnationally in Southeast Asia are likely to possess significantly higher levels of total CQ. Female accounting academics are more likely to possess higher levels of behavioural CQ indicating a propensity to more easily adapt their behaviour in culturally diverse situations. This paper contributes to the growing literature on CQ by increasing our understanding of the antecedents that influence CQ levels in the area of international experience, through the examination of the potential impact of overseas teaching experiences and overseas residency. Furthermore, this study introduces and examines new measures capturing the breadth and depth of international experience; that of long-term overseas residency and cultural distance.     

The ERA: A Brave New World of Accountability for Australian University Accounting Schools

This study examines the potential impact of Excellence in Research for Australia (ERA) on Australian university accounting schools through a series of in-depth interviews with Heads of Schools. Using an institutional theory framework we find that the pending introduction of the ERA has brought about changes in school structures, processes and systems. A creeping isomorphism is apparent as evidenced by a sector-wide movement towards targeting publications in highly ranked North American journals. While participants were generally positive about the overall aims of the ERA many felt that it would marginalise non-mainstream research. Furthermore, they were of the opinion that the ERA would lead to a reduction in the standing of accounting schools within Australian universities relative to other disciplines.     

Undistributed profits and the Pasinetti and Dual theorems

Neo-Keynesian distribution theory is considered under the assumption that corporations retain part of their earnings in order to finance investment. Results concerning the rate of profit and the reciprocal of the capital-output ratio are derived. These are then compared with the original Pasinetti and the Meade and Samuelson-Modigliani Dual theorems.     

Educating for Sustainable Fashion: Using Clothing Acquisition Abstinence to Explore Sustainable Consumption and Life Beyond Growth

This paper reports outcomes from a research study whereby fashion-oriented students experienced life where the ability to acquire new clothing was removed. Students volunteered to participate in this experiential learning challenge, titled the Fashion Detox: to abstain from clothing acquisition for 10 weeks and reflect about the experience. This learning experience was characterized by barriers to sustainable consumption, chief among them a range of temptations prompted by inescapable merchandising and marketing strategies, compulsive tendencies, and envy of those who could consume with impunity. Students also indicated many benefits to abstaining from acquisition, such as creativity and self-regulation. This teaching and learning experiment has important implications for the challenges faced by educators who must engage fashion-oriented students in sustainability topics and how these may be navigated.     

‘What’s the Story in Balamory?’: The Impacts of a Children’s TV Programme on Small Tourism Enterprises on the Isle of Mull,Scotland

Film- and television-induced tourism effects have been witnessed in a number of locations world-wide, creating a range of positive and negative impacts for host communities and environments. The children’s television programme Balamory, filmed on the Isle of Mull, Scotland, has created a new tourism phenomenon for the island, leading to concern that Mull’s reputation as a green destination for the discerning might be displaced by a less desirable form of tourism. Through a questionnaire survey of tourism businesses on Mull, this paper explores the perceptions of television-induced tourism and the effect of Balamory on business activity during the 2003 season, exploring customer numbers, spending, turnover and profitability, along with attitudes to the new visitors. The research also explores the implications for sustainable tourism development, particularly recognising the limited life-span of film- and television-induced tourism and issues relating to displacement of traditional markets, with an emphasis on sustaining tourism as a means of generating revenue to support a rural island community.
