The article examines some of the novel ways in which the European Union carries out its ‘border-work’– border-work that stretches far beyond the external borders of the current Union. It highlights, in particular, the role of EUrope's neighbours in new strategies of securitisation, drawing attention to some of the actors, sites and mechanisms that make the Union's border-work possible. The emphasis in the paper is on the Mediterranean, long the premier laboratory for creative solutions to the policing of EU borders. The discussion focuses predominantly on a difficult neighbour turned ‘friend’ – Libya – and its role in the EUropean archipelago of border-work.  相似文献

While financial globalization does not lack theoretical economic merit, the more far-reaching practical consequences of this phenomenon are often not fully appreciated from the vantage point of North America or the European Union. In particular, globalization can make it more difficult for emerging economies to achieve macroeconomic stabilization. This is especially true if the countries in question have chosen the vehicle of pegged exchange rates as an important element of domestic anti-inflation policy. The chief macroeconomic difficulties for emerging economies in a world of volatile capital flows can include a loss of monetary control, a real appreciation of the domestic currency, and a worsening of economic fundamentals leading to damaging currency crises. This paper concentrates on the recent experience of Brazil as illustrative of the abject plight faced by many developing countries attempting to secure economic stabilization against the background of the present globalized international economy.This paper has benefitted from discussion with participants of the Forty-Sixth International Atlantic Economic Conference, Boston, MA, October 8–11, 1998.  相似文献

This paper argues for the inclusion of biopolitical practices of mobility regulation into study of Israeli control of the Occupied Palestinian Territories (OPT). State investment in bifurcated infrastructure, checkpoints, identity documents and a permit system underlines the centrality of closure to occupation. Through closure, Israeli agents of government aim beyond sovereign control of the Israeli-Palestinian border or narrowly conceived security for Israeli subjects. Differentiating, quantifying, documenting and disciplining, closure constitutes biopolitical control of the occupied Palestinian population. Palestinian agents are tasked with minor administrative responsibilities, but only within a framework of Israeli biopolitical control. Our analysis draws on empirical material from fieldwork in the West Bank and three case studies of Palestinian life in East Jerusalem. Findings point towards an Israeli “governmentality” of Palestinian mobility informed by incomplete territorialisation of the West Bank and demographic anxiety.  相似文献

Despite the massive interest in open innovation, limited attention has been expressed concerning the intra-organizational challenges in implementing it. An exemplary issue is the unwillingness of employees to undertake extra-organizational knowledge transactions in the form of negative attitudes against the sourcing of external knowledge (the not-invented-here (NIH) syndrome) and against the external exploitation of knowledge assets (the not-shared-here (NSH) syndrome). Using survey data collected from 331 firms, this article empirically assesses the theoretical assertion that the NIH and NSH syndromes have negative impacts on the adoption of inbound and outbound open innovation. Furthermore, it investigates how their effects can be reduced through competence-building programs based on the training of employees. By focusing on two attitudinal antecedents to openness, the findings offer an explanation for the problems that firms face in benefiting from inflows and outflows of knowledge and possible guidance as to how managers can disengage such attitudes.  相似文献

Understanding the factors associated with adoption of ecological farming practices is a well-established topic of interest to agricultural economists. As the transition to more sustainable agriculture has become a policy priority for the European Union, broad and balanced reviews of this literature are important. We develop a systematic map of quantitative observational studies which describes the ecological practice(s) adopted, the frequency of inclusion and significance of a range of independent variables, and how the dependent variable is measured. We also conduct a quality assessment. We find that while socio-demographic variables and farm structural variables are frequently included, they were insignificant more often than they were significant. For behavioural factors we find stronger evidence for the importance of cognitive or attitudinal variables compared to dispositional attitudinal variables. We also find a growing interest in social factors which will be valuable for researchers to explore further and reflect on the policy implications of our findings.  相似文献

The Pão de Açúcar Group was a pioneer in food retailing in Brazil and is now one of the largest Brazilian retailers. Working in a pulverized market characterized by small players, the Group produces US$ 20.4 billion in gross sales. It has become the largest employer in the country with 140,000 of employees working in over 1,800 stores, in 18 of the 25 states in Brazil, and covering a sales area of over 2,800,000 m2 (Grupo Pão de Açúcar, GPA Consolidado. Resultados 3T12. São Paulo, Brazil, p. 2. November, 1, 2012). The objective of this article is to analyze a business inclusion strategy of the Pão de Açúcar Group. The Caras do Brasil Program (Faces of Brazil) was created in 2002, by the Group directors as an effective initiative, aiming to develop a new sales channel for sustainably handling products. The Program opens opportunities for small suppliers, not only in the Pão de Açúcar chain but also among competitors and in other industries. The Program established some requirements for the producer to become a supplier, aiming to adapt the products to a regular commercialization with the Group. In this way, small producers can now rely on a complete business process, while beforehand the goods were sold mostly through small channels.  相似文献

 Recently a number of emerging economies, with high inflation and various kinds of imbalances have experienced what has come to be referred to as dollarization– the phenomenon of currency substitution where the dollar gradually replaces the national currency in the performance of its fundamental functions. The phenomenon is most commonly encountered as a component of the exchange-rate-based stabilization programs implemented in a number of emerging economies in Latin America, Asia and the Middle East. The fundamental issue we want to explore is whether this process forces the monetary authorities of emerging economies to act with their hands tied, as if caught in a trap. It is argued that when the expansion of liquidity and domestic credit is determined by the quantity of foreign-exchange reserves, an independent monetary policy vanishes and national sovereignty itself is shackled. Since this scenario typically occurs in a world of increasing globalization of finance, this paper also discusses (with reference to emerging economies) the risks and implications of capital inflows for macroeconomic policy autonomy, economic instability, and vulnerability to external shocks.  相似文献

Using hourly and weekly wages from the Canadian Labour Force Survey from 2000 until 2018, workers were separated into full-time and part-time and the following striking observation was documented. The overall gender wage gap is larger than either the full-time pay gap or the part-time pay gap, even after controlling for detailed personal and job characteristics. This result is a consequence of two findings: (i) part-time wages are lower than full-time wages, and (ii) the majority of part-time workers are women. In aggregation, this brings down the average female wage, leading to a larger aggregate gender wage gap. This was further linked to a differential selection by gender into full-time and part-time work, with women of higher earnings potential being overrepresented in the pool of part-time workers, resulting in no gender pay gap in the part-time worker category. Policies targeted at encouraging full-time employment for women should therefore reduce the gender wage gap.
