官员排名赛与环境政策执行——基于环境约束性指标绩效的实证研究

以从2006年开始实行的环境约束性指标为研究对象,结合晋升锦标赛和弱排名激励理论,提出了官员排名赛理论,认为约束性指标制度的建立为地方政府提供了环境绩效排名的平台,由此推动了地方政府环境政策执行力度。利用2006—2015年中国省际环境数据,采用动态面板数据估计方法,实证检验了各省环境绩效排名对其未来环境政策执行力度的影响。实证结果表明,环境绩效排名落后的省份在未来1~3年显著提高了节能和减排的政策执行力度。     

Telecommunications policy: The medium is the message

Reflecting on his involvement with Telecommunications Policy, since 1979, this article by one of its first editors Colin Blackman, contributes to the 40^th anniversary issue. It describes the launch of the journal, the unique nature of its publisher, IPC Science & Technology Press, the way in which the field has changed over the past four decades, and makes some personal observations about the changing nature of the world of journal publishing.     

GRADING JOURNALS IN ECONOMICS: THE ABCS OF THE ABDC

Many institutions and governments grade academic journals for the evaluation of research. In this paper, we implement a multi-bibliometric methodology for the evaluation of such a list of journal grades. We examine the grades assigned by the Australian Business Deans Council (ABDC) for over 750 journals in the fields of economics and statistics. Firstly, we generate up to 48 bibliometric-based grades for each journal based on the grade distribution implied by the ABDC. Secondly, we categorize the bibliometrics employing a cluster analysis of an interrater agreement statistic. Thirdly, we present a visualization of the consistency of the grading by journal. Finally, we list those journals where the majority of the matched bibliometrics indicate a higher or lower grade than their ABDC grade.     

Academic labour,journal ranking lists and the politics of knowledge production in marketing

In this paper, we engage with the rising importance of journal ranking lists. We explore the pressure these place on marketing academics and the politics of knowledge production, stressing academic game-playing, careerism, and paradigmatic homogeneity. We appreciate that scholars are disciplined by these lists, their line managers, and reaffirm list power through their own patterns of self-management. Nonetheless, marketing academics should avoid making the naïve assumption that the appearance of a paper in a highly rated journal necessarily serves as a proxy for ‘quality’. Publication in a particular outlet does not transform the ultimate contribution being made in any substantive fashion. We provide an extensive critique of the function and impact of journal lists. However, it is also recognised that these are very important for members of the marketing community. As such, we explain our reasons for contesting the recent regrading of the Journal of Marketing Management (JMM) by a prominent journal list and underline the changes that have been made to the Journal since the beginning of the current editorial term. Finally, the support of prominent scholars among our thought community for the policies being implemented is highlighted and we underscore the rigour of contributions to the Journal, the review process, the rising citations, downloads and truly global readership of the JMM.     

中国会计学博士点培养方案调查与评价

中国会计学博士教育日益面临来自就业市场和国际竞争的压力。文章通过考察国内会计学博士培养方案的状况,运用期刊论文发表数量对会计学博士点进行排名,旨在探索能够培养出更具研究能力的博士生培养方案。研究结果发现,培养出最多具有研究能力博士生的前三名博士点分别来自上海财经大学、中国人民大学和北京大学,从培养方案来看,排名靠前的博士点在公共课部分几乎都开设了计量经济学和微观经济学。结论认为,学习美国的研究范式和哲学思想可能并不完全适合中国,在培养方案的设计上还要更多考虑中国本土的问题。

本文分析了期刊编辑部现代化管理的关联性、目的性、层次性、动态相关性、可操作性和通用性等几个特征,并就其赖以生存和发展的外部环境和内部环境进行了讨论。     

Assessing strategic flight schedules at an airport using machine learning-based flight delay and cancellation predictions

To mitigate air traffic demand-capacity imbalances, large European airports implement strategic flight schedules, where flights are assigned arrival/departure slots several months prior to execution. We propose a generic assessment of such strategic schedules using predictions about arrival/departure flight delays and cancellations. We demonstrate our approach for strategic flight schedules in the period 2013–2018 at London Heathrow Airport. Together with the development of dedicated strategic flight schedule optimization models, our proposed approach supports an integrated strategic flight schedule assessment, where schedules are evaluated with respect to flight delays and cancellations.     

球类竞赛的排各式积分编排方法研究

在球类竞赛中,采用“分组循环＋淘汰赛”的竞赛办法,虽然可以解决赛程适中的问题,但不能解决分组的问题。而棋类积分编排赛制虽然可以避免分组,但由于受到职业等级分排序的局限,使得其它项目的竞赛编排无法参照。通过研究,借鉴棋类积分编排方法理论,我们总结出“排名式积分编排方法”理论。目的是把棋类积分编排方法运用到其他体育项目上。虽然该理论目前还没有在积分编排软件上得到运用,但可以为研究人员提供参考。     

国内外医药期刊载文及被引用情况对比及分析——以《Asian Pacific Journal of Tropical Medicine》与《PLoS Neglected Tropical Diseases》为例

《Asian Pacific Journal of Tropical Medicine》是中国唯一一本被美国科学引文索引(SCI)数据库收录的全英文版热带医药期刊。文章通过Web of Science数据库对《Asian Pacific Journal of Tropical Medicine》2008-2012年载文及被引用情况进行了统计,并与国际热带医药杂志《PLoS Neglected Tropical Diseases》进行比较。结果显示,《Asian Pacific Journal of Tropical Medicine》与《PLoS Neglected Tropical Diseases》在IF值、载文量、被引总频次、每项平均引用次数、h指数等各方面都存在显著差距,杂志需不断加强组稿,完善审稿评议流程,缩短出版周期,建立出版后信息反馈制度,以提高杂志的学术质量和国际影响力。
