A wide range of intractable problems such as polluting emissions, noise, accidents, resource depletion, and inaccessibility of amenities are associated with the current transport regime. Given the slow movement towards a more sustainable mobility system, more radical, systemic innovation - a ‘transition’ - is required. Broadly speaking, this may be achieved via three routes: technological change, modal shift, and reduced travel demand. Drawing on concepts from the transitions literature (e.g., [Geels, F.W.: Technological Transitions and System Innovations: A Co-evolutionary and Socio-Technical Analysis, Edward Elgar, Cheltenham, 2005.]), we conceptualise each of these routes as a bundle of niche activities within an Area of Innovation, deviating to differing degrees from the current mobility ‘regime’. We present empirical evidence and indications of ongoing development of niches in these three areas within the UK and Sweden, and explore processes of co-evolution, divergence and tension within and between niches. Findings indicate recent market penetration of novel transport technologies, more advanced than modal shift or demand management activities; however, different transport technologies are more successful in each country. We also identify examples of a close relationship between development of radical vehicle/fuel technologies and provision of mobility services; and information technology as a driver in all three areas of innovation. We conclude that future innovation in transport depends on diversity, hybridisation, and co-evolution of niches. Finally, policy implications are discussed.  相似文献

本文利用2002-2018年期间的中国家庭收入调查数据,系统考察了贸易开放对中国代际收入流动性的影响及其作用机制。研究结果表明:(1)从整体上来看,贸易开放显著促进了中国的代际收入流动性,经内生性处理和稳健性检验,这一结论是成立的。(2)贸易开放主要通过促进子代教育、职业向上流动显著提高代际收入流动,但通过激励企业创新、提高子代个人努力程度的两个机制作用不显著。(3)贸易开放显著提高了男性子代的代际收入流动性,对女性子代的影响不显著,与此同时,还具有明显的“弱势群体”特点,显著提高了受教育水平较低子代、低收入家庭子代的代际收入流动性,有助于这类子代跳出“代际低收入传承陷阱”。本文研究提示贸易开放提高了中国的代际收入流动性,有利于促进共同富裕。在继续提高贸易开放水平的同时,应进一步重视提高低收入家庭子代的受教育水平,关注女性子代的收入问题。  相似文献

未考虑人口迁移影响的代际收入弹性估计存在偏误。本文将人口迁移与区域特性纳入代际收入弹性估计方程,并运用迁移概率作为局部工具变量进行估计,发现迁移者的代际收入弹性不到未迁移者的一半。而当前我国代际收入流动的主要问题在于部分人群面临"代际低收入传承陷阱",他们可以通过迁移从而增加就业机会等方式摆脱这一陷阱,这至少可以使一代人免受代际低收入传承的困扰。进一步分析迁移对代际收入传递路径的影响,结果表明教育在可识别的代际收入传递路径中贡献最大,而迁移强化了这一影响。鉴于人口迁移对代际收入流动的重要影响,政府部门有必要进一步采取措施降低劳动力自由迁移的障碍,并合理分配教育资源,以增进社会公平程度。  相似文献

This paper examines the effects of policy coordinationin a two-country world with endogenous growth and imperfect capitalmobility. Redistribution is financed by a source-based capital-incometax. Comparing the cases in which countries do and do not coordinatetheir fiscal policies, it is shown that redistribution can beinefficiently high if fiscal policies are not coordinated. Thisis because the negative effects of fiscal policy on home savingsaffect economic growth abroad by inducing a decline in foreigninvestment. We exploit the staggered introduction of CPA Mobility provisions in the United States to study the effects of spatial licensing requirements on the labor market for accounting professionals. Specifically, we examine whether the removal of licensing‐induced geographic barriers affects CPA wages and employment levels, as well as the pricing and quality of professional services. We find that, subsequent to the adoption of CPA Mobility provisions, wages of accounting professionals decrease, whereas employment levels are unaffected. The documented wage effect stems from smaller CPA firms, is more pronounced for CPAs holding senior positions, and persists over time. We also find that service prices decline and that this effect is concentrated in local CPA firms. Moreover, we document that the increased wage and price pressure is not associated with deteriorating service quality. Collectively, our results suggest that the removal of occupational licensing barriers has sizable effects on labor supply and service prices. Our findings inform the current regulatory debate on occupational licensing.  相似文献

The present rapid urban growth of cities from developing countries causes negative externalities such as lagging infrastructure development. In combination with rapidly rising motorized vehicle use this leads to severe traffic congestion affecting the mobility of the urban residents. Therefore many urban governments are planning to improve their transport and mobility situations with mass rapid transit systems of which a bus rapid transit (BRT) is a rather easy system to implement at reasonable costs. However, due to high urban inequalities the effects of urban traffic and potential improvements of the urban transport system for the diverse group of urban residents can differ significantly. In our case study Kampala (Uganda) four main groups were identified through cluster analysis of socio-economic and residential data gathered through interviews: extreme poor, poor, middle income and rich. Each group experiences a different mobility with the extreme poor being the most vulnerable group. The planned BRT system aims to decrease the average travel time but risks to exclude the lowest income class since not enough attention is paid to the affordability of the system to all residents. Therefore we argue for a policy that works from bottom up and pays attention to the internal diversity of the population.  相似文献

This research focuses on understanding the air taxi operations to determine the number of air taxis required to fulfill the demand for urban air mobility in New York City (NYC). We leverage the Define, Measure, Analyze, Design, and Verify (DMADV) framework and integrate it with the systems simulation approach. Upon investigation, we find that all the parameters linearly impact the vehicle utilization, while other measures are robust, specifically with respect to the seating capacity. It is also recommended to operate initially with 70 air taxis in NYC to achieve a trade-off between customer wait time and vehicle utilization. The proposed approach can act as a recommender system for air taxi companies.  相似文献

In order to understand the scale and nature of inequalities in intra-urban mobility we need reliable income data, but this is generally difficult to collect in household surveys. The methodological approaches that are employed to overcome difficulties in income data collection may affect the relative position of individuals and households within the income distribution and our estimates of mobility inequalities. In the context of a case study of Douala, this paper evaluates how the way income data is collected affects its accuracy and therefore the measurement of daily mobility inequalities. Simplified data collection tends to minimise the scale of inequalities as it misrepresents the income distribution. The error is greater in remote zones. Shortcomings in the statistical apparatus with regard to income data thus blur our perception of mobility inequalities and impede investigation of the links between daily travel, poverty and social exclusion.  相似文献

近年来,中国制造业的区域发展不平衡,其中的重要影响因素是什么?本文通过构建经济地理的分析框架,分析了运输成本和劳动力流动在中国特有条件下的作用机制。运输成本差异形成了制造业在沿海地区的选址优势,而这一优势和目前的高劳动力流动成本一起,形成了沿海高成本压力而内地收入低下的新空间“二元”结构。同时,我们计算了区域经济的实际数据对这一机制进行印证,假如这一局面继续维持,它将妨碍沿海和内地产业分工与均衡发展。文章还认为,因为经济集中的趋势是内生的,所以平衡区域经济发展的政策取向应该是促进性而不是限制性的。  相似文献
