In the beginning of 2019, the Singaporean government announced its desire to increase domestic food production and, in particular, aquaculture to reach 30% of self-sufficiency by 2030. Similar policies aiming at encouraging aquaculture growth abound in high-income countries in recent years, but have had limited success. Hence, this paper investigates the potential implications of such policies to foresee consequences beforehand and improve the policy’s chances of success. Three scenarios of aquaculture development are built for Singapore until 2040, among which a business-as-usual scenario and two explorative scenarios aiming at increasing aquaculture production, the first emphasizing existing technologies and the second giving priority to novel and innovative ones, like recirculating aquaculture systems. These scenarios are assessed using an adapted version of the supply-demand partial equilibrium model Asiafish to challenge their viability in the socioeconomic context of Singapore. Only the two explorative scenarios are found to allow the Singaporean government to reach its goal in terms of seafood self-sufficiency by 2030, one of which appears to have strong advantages. In this scenario, imports decrease by 28% by 2040, seafood self-sufficiency reaches 69% and 90% of all aquaculture originates from innovative technologies, which would make Singapore an aquaculture tech-hub. It also has higher benefits within Singapore environmental, social and economic constraints such as land and aquafeed scarcity.  相似文献

Sustainability of increasing relevance also for seafood markets. The aim of this contribution is to analyze consumer preferences and their willingness to pay (WTP) for different sustainability claims, and to identify consumer segments according to their WTP. The contingent valuation method was applied to elicit consumers’ WTP in eight European countries. The WTP varies between seven and almost 20%, depending on attribute and country. Three consumer groups become apparent: the largest group without any additional WTP, a smaller group with a moderate additional WTP of plus 17%, and a very small group with an additional WTP of more than 40%. Clear differences between countries are obvious regarding preferences for different sustainability attributes, particularly in the segment with the highest WTP. A fraction of the consumers is willing to pay significantly higher prices for sustainably produced fish from Europe: given that trustful standards are applied and well communicated.  相似文献

The increasing share of imported food in the United States, coupled with highly publicized incidents of food contamination and adulteration in Asia, particularly China, is posing new challenges for consumers and food safety regulators. In this study, we focus on imported shrimp and tilapia, to evaluate consumer willingness‐to‐pay (WTP) for enhanced food safety, use of antibiotics, and eco‐friendly environmental practices. Results show that U.S. consumers were willing‐to‐pay more for enhanced food safety, followed by the use of no antibiotics and environmental friendly production practices. American consumers in our sample were found to have a higher WTP for domestic products and placed more trust on U.S. government verification of product attributes followed by third‐party certification.  相似文献

Bangladesh has made considerable progress against human development indicators in recent years, but malnutrition resulting from poor dietary diversity and low micronutrient intakes remains entrenched. Fish is central to the Bangladeshi diet and small fish species are an important micronutrient source. Although fish consumption per capita has increased in recent years as a result of rapid expansion of aquaculture, it is likely that consumption of fish from capture fisheries (including small indigenous species particularly rich in micronutrients), has declined. This paper evaluates data on fish consumption collected in Bangladesh by the International Food Policy Research Institute in 1996/7 and 2006/7 to assess changing patterns of fish consumption and their implications for food and nutrition security. This analysis indicates that growth of aquaculture has been positive, mitigating a sharp reduction in the quantity of fish consumed from capture fisheries and smoothing out seasonal variability in consumption. However, increased availability of fish from aquaculture may not have fully compensated for the loss of fish from capture fisheries in terms of dietary diversity, micronutrient intakes and food and nutrition security, particularly for the poorest consumers. Aquaculture satisfies a growing global demand for fish but also consumes an increasing share of the world’s wild fish resources. This has led to a concern that increased aquaculture production poses a threat to the sustainability of capture fisheries. We use a shrinkage estimator to estimate fishmeal demand from countries with different make‐up of meat and farmed salmon production. Although we are not able to identify structural differences between these sectors, the empirical results show that fishmeal demand is price inelastic. Technological change, however, is reducing fishmeal usage in feeds, suggesting that strong demand pressure on pelagic fish resources targeted for fishmeal is a temporary phenomenon.  相似文献

Fish farming households’ demand for improved fish feed from the private market in Kenya is potentially influenced by the government's feed subsidy program. This article applies the double‐hurdle model to a cross‐section of fish farms to analyze demand for improved fish feed from private markets, and whether the government feed subsidy program has an effect on private demand for improved feed. The results indicate that households’ decisions to participate in the improved feed market are affected by the quantity of improved feed received from the government. Once the participation decision has been made, we find evidence of crowding‐in of the private improved feed sector; that is, the government's allocations of subsidized feed appear to increase private sector demand. In addition, the price of improved feed negatively affects the quantity purchased as expected. Education, extension contacts, and ease of marketing matured fish increase household propensity to purchase improved feed commercially. Policies that help reduce the price of improved feed such as reduction in tariffs on imported feeds and feed ingredients will foster demand for the feed, as will policies that facilitate marketing of fish at reasonable prices by households.  相似文献

在应对全球气候变化、践行节能减排战略的背景下,水产养殖也将朝低碳高效发展。从单位养殖水面、单位产量、单位产值等多角度对水产养殖的直接能耗、人工消耗及其产生的温室气体排放进行测算,并对全国主要淡水鱼主产省进行对比,结果表明,陕西、广东属高耗能高排放序列,湖北、安徽、江苏则属于低耗能低排放序列,而各省在机械和人工替代方面也有差异。为促进我国发展低碳养殖,可以尝试率先在有条件的省份出台低碳养殖发展规划,积极扶持规模化养殖、推行环境认证制度,鼓励水产养殖中使用可再生能源,积极引入环境经济手段。  相似文献

Aquaculture continues to diversify and develop rapidly in Bangladesh. A major change has taken place in parts of Bangladesh due to the growth of floodplain aquaculture (FPA) projects. FPA involves the enclosure by the landholders of parts of the floodplain through the creation of embankments and sluice gates. The enclosed water body is stocked with fish seed and the benefits are distributed amongst those who own land in the impounded area. This study has found that FPA tends to exclude a large number of poor households and adversely affects them through the attenuation of their common property rights over the floodplains, besides skewing the distribution of benefits amongst those who directly benefit from it. They have been further marginalised in project institutions that are captured by rural elites. This paper suggests a more precautionary approach to the growth of the FPA and compensation to, or inclusion of the losers.  相似文献
