This paper outlines the ICT statistical developments that the ABS has undertaken over recent years. These developments have been on both the supply side (ICT industry) and the demand side (use of IT by sector). The content of ABS ICT surveys has changed significantly over the last few years and are expected to develop further in line with industry changes and emerging policy needs.
Recent developments in household collections have been the inclusion of IT use questions in the 2001 Census of Population and Housing and in various ABS social surveys such as Children's Participation in Culture and Leisure Activities. Annual business IT use surveys are now conducted and include topics such as Internet commerce and IT security. Biennial ICT industry surveys are conducted to provide data on ICT production, imports and exports, ICT industry employment, performance and structure information. An Internet activity survey is run every six months and provides regional Internet access details and infrastructure details on Internet service providers.
A major development for 2002–03 will be the compilation of an ICT satellite account. ABS intends to produce an ICT Information Development Plan to guide its future statistical development work in the ICT field.  相似文献

The telecommunication sector in Mexico was highly concentrated until 2013. The sector was mostly composed by a dominant player, a rationed market (low density of services), a poor institutional design, high tariffs, and weak regulation agents. The Herfindahl-Hirschman (HHI) index was 5333 for mobile telephone and 7,029 for fixed telephone services—among the highest scores in the world. In order to promote competition in the sector, Congress approved a reform in 2013 to establish a new regulator empowered to impose asymmetrical rules in the case of the predominance of a single firm. A declaration of preponderance of the dominant player was issued, promoting free interconnection rates and the mandatory sharing of its passive and active infrastructure with the rest of the firms in the industry. The new institutional design led to increased competition in the sector, decreasing the mobile and fixed telephone prices while increasing the coverage and penetration of these services. In this article, an applied general equilibrium model for the Mexican economy is employed to assess the impact of the Telecommunication Reform in Mexico in the telephone sector, consumer welfare, and income distribution. The model is static, encompassing 10 types of consumers (rural and urban and the five income quintiles) and 40 sectors (of which four are disaggregate telecommunications industries). It assumes fixed wages and capital rental prices as well as idle resources. The main results indicate that the effects of the reform are not minor; the drop in telephone prices would reduce the general consumer price index by almost 2%, and the value added would increase by more than 3%, benefiting mainly households in the highest income quantiles.  相似文献

This paper uses a model of strategic interaction among firms –that set discriminatory and nonlinear prices– in addition to public information on prices of the plans marketed by the three major mobile phone companies, to assess the extent to which on-net/off-net price differentials in the plans they offered could represent predatory practices in the mobile telephony market in Chile. The results show that the largest companies offered a few plans with an off-net/on-net price differential larger than what a competitive theoretical model predicts. This larger differential is consistent with the notion of predation defined by Hoernig (2007) as reducing a competitor's profits. Despite the fact that these plans were a small fraction of all the plans mobile phone firms offered, they were recently banned by the antitrust authority because of their potential anticompetitive effects.  相似文献

Heightened attention to international accounting rates at the ITU and the WTO has led some observers to conclude that carriers soon will impose cost-based termination charges. This article concludes that while accounting rates have declined on some routes, many incumbent carriers can and will delay or thwart progress. The article examines the FCC's unilateral regulatory initiative as evidence of a growing schism between governments keen on immediate progress and those that fear a ‘free fall’ in accounting rates and a quick end to settlement surpluses. The article also considers technological innovations like call-back and Internet telephony with an eye toward assesssing whether and how widespread accounting rate reductions will occur.  相似文献

This paper analyzes WiBro, one of the emerging wireless technologies for portable Internet services (PIS), which are designed to enable mobile broadband access. The Plenipotentiary Conference is the supreme organ of the International Telecommunication Union (ITU). Since the Nairobi Plenipotentiary in 1982, there has been much debate about the role of the Plenipotentiary and even the future of the ITU in the continuing telecommunications revolution. This article explores the major attributes of the Plenipotentiary by comparing the Nairobi Conference with the five post-second world war Plenipotentiaries that preceded it. The liberalization of the telecommunications sector in Togo aimed at ensuring access to a better quality of telecommunication services at affordable prices to everyone. While the liberalization policy has increased competition in the sector and reduced significantly telecommunication services prices charged to costumers, statistics on the access and use of telecommunication services in Togo reveal disparities with respect to individuals' socio-economic characteristics which could be an indication of the existence of inequalities of opportunities in the access and use of these services.This paper investigates the inequalities of opportunity in the access and use of telecommunication services in Togo using a parametric approach. The results of estimations indicate that, inequalities of opportunities are larger for men and the elderly than respectively women and youths and are more pronounced in urban areas and regions such as the Plateaux and Savanna regions. Moreover, the circumstance variables such as the ‘place of residence’ and the ‘region’ are the key variables in explaining the inequalities of opportunities in the access and use of telecommunication services in Togo. So, policies toward reducing inequalities of opportunity in the access and use of telecommunication services in Togo should be designed with regards to men, the elderly, and people living in urban areas and regions such as the Plateaux and Savanna regions.  相似文献

The paper shows that the impact of a call-back service on the financial position of the monopolists in the countries where call-back service is offered, will in many cases be positive. The explanation for this result is found by observing cost and revenue streams, and by taking note of the various elasticities and feedback effects when ever there is an increase in traffic. For carriers selling call-back minutes to service providers, it is the proportionate return rule that provides then with a major, and perhaps the main source of profit on the call-back minutes they sell. The rule provides for the transfer of incoming IDD minutes and the associated hugely profitable settlement credits, from the other competing carriers, to the carrier selling call-back minutes. In this regard, the rule is not even-handed. The higher the market share of the carrier selling call-back minutes, the less well they do under the rule, so much so that under some circumstances a carrier selling call-back minutes at an apparent profit, would actually suffer losses on those minutes.  相似文献
