苏州工业园区建设世界一流高科技园区的战略对策研究

近年来,苏州工业园区大力实施创新驱动发展战略,在打造世界一流高科技园区建设方面取得明显成效。文章在阐述园区当前发展现状的基础上,剖析园区创新发展存在的薄弱环节,进而提出建设世界一流高科技园区的战略对策。     

军民融合协同创新驱动产业园区高质量发展研究

军民融合产业园区高质量发展对于推进军民深度融合、在全国形成可复制可推广经验具有重要意义。军民融合协同创新通过促进新知识涌现、推进新产业集聚发展，最终汇聚经济发展新动能，驱动园区高质量发展。在提出军民融合协同创新驱动园区高质量发展的机理与组织框架基础上，将发展模式归纳为以分享经济为背景的资源共享模式、以新型研发机构为核心的第三方模式、以产业联盟为核心的产业链拓展模式和以交易平台为核心的“PPP”模式，最后提出相关对策建议。     

科技服务业产出测算：指标确立、数据收集与未来预测

科技服务业产出测算是对科技服务业产出数据的统计与分析，加强科技服务业产出数据的规范统计和应用分析可为我国政府调整产业政策提供重要数据支撑。以科技服务业产出测算为研究对象，结合学者观点、国家标准及各级政府相关产业政策，提出将分支产业作为初始指标的横向统计思路，构建科技服务业产出测算指标体系。在数据收集方面，强调要做好“收”与“填”两个基本工作；在指标确立和数据收集基础上，进一步提出未来预测的两种方法，以此作为科技服务业产出数据预测的初步探索；提出应从统一数据统计标准、完善数据调查与公开制度、加强数据资源开发3个方面建立健全我国科技服务业产出数据测量与管理体制机制。     

Motives behind retailers’ post-entry expansion - Evidence from the Chinese luxury fashion market

This study aims to examine the motives behind retailers’ post-entry expansion in foreign markets. Through case studies of eleven participating luxury fashion retailers in China, qualitative data was collected from twenty-two executive interviews. Although their initial market entry was driven by both reactive (push) and proactive (pull) factors, the motives behind their post-entry expansion have become predominantly proactive, especially long-term growth strategies, the ambition to extend their brands and retail formats to more cities, and the experiences gained in entry markets. The desire to optimize the retail store portfolio through multiple channel strategies have slowed down the expansions of physical stores.     

Assessing the effects of policies on China’s outward foreign direct investment

This paper discusses the determinants of China’s outward foreign direct investment (OFDI) with a special focus on the role of government policy. In particular, we investigate the types of policies that are most influential in promoting OFDI. Our main contribution is to analyse, for the first time, China’s OFDI policies by means of quantitative indicators. We refine policies definitions and distinguish between Regulation Policies, Service Policies, Promotion Policies and Supervision Policies, and we develop a methodology for collecting, screening and coding policies; then we create new indices to capture different types of policies. We find that Regulation Policies, Service Policies and the general attitude of the government have significant effects on China’s OFDI at the national level.     

产业共性技术政府支持性研发外包合同影响因素研究

建立产业共性技术研发外包博弈模型，从政府视角研究以共性技术产出最大化为目标的最优政府支持性研发外包合同，并对最优外包合同影响因素进行分析。研究表明：足够多的政府预算是共性技术政府支持性最优研发外包合同存在的前提，最优合同条款随政府预算的增大而增多，企业保留收益增大倒逼政府预算增加；企业最优知识技术投入与共性技术价值系数以及从研发中分享的收益份额正相关，与政府支付的固定研发费用负相关；政府最优知识技术投入与固定研发费用及单位投入成本系数负相关；企业最优投入与政府投入成本系数负相关，与政府投入对研发成功的贡献系数正相关，且企业最优投入随其研发能力的增强而加大。最后，根据研究结论，从政府预算、项目前景及支持性资源分配3个方面提出共性技术研发外包合同实施的政策建议。     

China and international market integration: Evidence from the law of one price in the Middle East and Africa

We model market integration in the Middle East and Africa by analyzing price dispersion and testing the law of one price (LOP) on highly-comparable actual local retail prices of 135 goods and services across 23 countries in the region over the period of 1990–2016. Second-generation panel estimators are applied to four price benchmarks: Regional average, South Africa, China, and US prices. Cross-regional price dispersion diminishes considerably over time up to 2008, particularly for non-tradeables around China price. The test of LOP indicates the percentage of convergent prices is highest in China price benchmark, followed by US, South Africa, and regional average benchmarks. Direct estimation of the convergence speed confirms this order. Overall, the results show evidence of increasing market integration in Middle East and Africa but it appears to be driven by global forces and, especially, the rise of China as a new economic power. The results show that some emerging market economies, such as China, can step up and promote integration while traditional economic powerhouses, such as the USA and UK, disengage from international economic relations.     

我国物流业转型升级研究综述

中国经济已经到了只有转型升级才能持续健康发展的关键阶段,产业转型升级在国家政策文件和研究文献中出现的词频较高。文章以我国物流业为研究对象,从现有涉及到物流业转型升级方面的文献挖掘有效信息,梳理我国物流业转型升级研究的历史脉络,从供应链与价值链、产业集群、现代科学技术应用和产业联动四个视角对现有的物流业转型升级文献进行了总结和归纳,并从物流业转型升级的动力研究、阶段性划分研究和演进规律研究三个方面指出了现有文献的研究不足和以后可能的研究方向。其中,供应链与价值链视角侧重于物流企业的纵向角度,产业集群视角侧重于物流企业的横向角度。文章对于物流企业战略设计、政府政策的制定和理论研究具有一定的参考作用。     

ECONOMIC TRANSITION AND LABOUR MARKET DYNAMICS IN CHINA: AN INTERPRETATIVE SURVEY OF THE ‘TURNING POINT’ DEBATE

Has the Chinese economy approached the ‘Lewisian turning point’ that marks the ending of the initial phase of industrial transformation fuelled by surplus labour? In this paper we undertake an interpretative survey of the literature on this issue, in the context of China's labour market conditions prior to the reforms and structural change of the past three decades. The available evidence is mixed, and our assessment makes a strong case for probing institutional constraints to labour mobility from an economy‐wide perspective, going beyond the confines of the rural economy.     

Low price equilibrium in multi-unit auctions: the GSM spectrum auction in Germany

The second–generation (GSM) spectrum auction in Germany is probably the most clear cut example of a low price outcome in a simultaneous ascending-bid multi-unit auction. The present paper gives an account of the events, describes the auction rules and market conditions, and provides a game theoretic explanation of low price equilibrium in simultaneous, ascending-bid multi-unit auctions. In particular, it is shown that in the unique equilibrium that survives iterated elimination of dominated strategies, the efficient allocation is reached at minimum bids.
