Scenarios are stories. In the diverse field of scenario planning, this is perhaps the single point of universal agreement. Yet if scenarios are stories, their literary qualities are often underdeveloped. Scenarios used in business and government frequently do not contain a relatable protagonist, move a plot toward resolution, or compellingly use metaphor, imagery, or other emotionally persuasive techniques of literature. In these cases, narrative is relegated to an adjunct role of summarizing the final results of the workshop. While this neglect of narrative may be reasonable in some contexts, the power of narrative should not be underestimated. Scenario planning methodologies can benefit from using diverse narrative techniques to craft compelling and infectious visions of the future. This article explores the relationship between science fiction and scenarios as story genres and investigates a creative story-telling technique, “Science Fiction Prototyping” (Johnson, 2011). While the method is promising, it is an ultimately problematic means to incorporating narrative into scenario planning. 相似文献

This article aims to identify the factors influencing the use of creative accounting in the public sector. Its distinctive feature is that it sheds light on creative accounting when used, not to hide public deficits, but to conceal surpluses. It especially explores the impact of the finance minister’s (FM)’s background on the phenomenon. We take advantage of the quasi-experimental settings of the Swiss cantons in which the financial management act sets out the possibility of implementing certain accounting gimmicks, including mainly additional ‘depreciation’ charges. These charges, which are depreciations in name only, enable the FM to artificially inflate expenses, thus increasing the deficit or reducing the surplus. Our panel data set of the 26 cantons over the period 1980–2012 includes a new data set of creative accounting and of 116 cantonal FMs. Our results indicate that the FMs cook the books irrespective of their personal or ideological background with the exception that trained economists tend to apply creative accounting more. Additionally, stringent fiscal rules urge FMs towards more surplus-hiding accounting. 相似文献

Creative hotspots have become a key driver for urban policies to stimulate social, cultural, environmental and organisational growth of creative and knowledge-based clusters, districts and hubs. However, their functional and spatial characteristics vary due to their different evolving structure as new spaces of economic activity in different contexts. This article points to a consideration of new foci for both land use and urban economic policy through a mapping of formal and informal creative hotspots in Brisbane, Australia. The study found two distinctive development patterns: (a) earlier top-down approaches as instigated by national and international innovation policies, and; (b) recently emerging bottom-up spaces for creativity, knowledge and innovation practices. This study examines how formal creative strategies and emerging informal creative spaces shape cities and urban policies. The methodology comprises online data collection and a review of creative and knowledge strategies and implementation policies. Data was then analysed via multiple mapping techniques illustrating the spatial distribution of creative hotspots, formal and informal formations, scale and land use characteristics. The research findings consolidate our understanding of Brisbane’s creative ecosystem and suggest new urban policy mechanisms to better foster the interrelationship between top-down and bottom-up approaches in cities, that is, between formally planned and large-scale interventions and small-scale organic and informal creative activities. 相似文献

This paper examines how digital technologies facilitate business model innovations in the creative industries. Through a systematic literature review, a holistic business model framework is developed, which is then used to analyse the empirical evidence from the creative industries. The research found that digital technologies have facilitated pervasive changes in business models, and some significant trends have emerged. However, the reconfigured business models are often not ‘new’ in the unprecedented sense. Business model innovations are primarily reflected in using digital technologies to enable the deployment of a wider range of business models than previously available to a firm. A significant emerging trend is the increasing adoption of multiple business models as a portfolio within one firm. This is happening in firms of all sizes, when one firm uses multiple business models to serve different markets segments, sell different products, or engage with multi-sided markets, or to use different business models over time. The holistic business model framework is refined and extended through a recursive learning process, which can serve both as a cognitive instrument for understanding business models and a planning tool for business model innovations. The paper contributes to our understanding of the theory of business models and how digital technologies facilitate business model innovations in the creative industries. Researchers of related topics agree that the large-scale top-down development of a creative cluster by a real estate developer may obstruct rather than facilitate creativity and creative entrepreneurialism. OCT Loft, a design industry park in Shenzhen, China, is being celebrated as an exception. Based on analyses of primary and secondary data, we find that the Loft’s success can be attributed to two factors. First, the choice of design as the target industry was appropriate. Design is a fast-growing industry and thus needs space for expansion. Second, the developer chose tenants with good reputations in the industry rather than those offering the highest rent. Both these factors are difficult to implement. First, a growing industry is hard to find in a city where urban regeneration is needed. Second, the majority of developers cannot pass up maximising rent for a good reputation as OCT did. Indeed, OCT was able to pursue the Loft’s creative success because giving a good impression to potential clients was expected to result in future opportunities that would raise profit further. In sum, a large-scale top-down development can facilitate creative entrepreneurialism but only when the developer is not hasty in demanding an immediate return on investment. 相似文献

Drawing on the structurationist notion of ‘technologies-in-practice’, this article analyses the different types of technological actions that users perform, after technological change, in order to keep a declining technology alive over time. The research question of the article is: How do technologies-in-practice based on the application of new technology hamper the creative destruction of old technology? The case study of ham radio technology and amateur radio operators is explored.
