2008年金融危机成因之我见

温家宝总理在2011年3月的政府工作报告中一再强调,2008年金融危机是百年罕见的国际金融危机。对于2008年金融危机产生的原因,各国学者似乎已达成一致共识。文章结合相应的经济理论基础与各国应对金融危机的成效,创新性地提出2008年金融危机产生的原因是科技创新遇阻,认为里程碑式的科技创新成果将是本轮金融危机成为过去的标志。     

我国区域经济发展态势分析与展望

2007年我国中西部地区经济增长速度首次超过东部地区,区域经济继续保持普遍加速高位运行态势,地区差距继续向趋缓方向发展:增长速度继续呈"西部东部快、中部慢"格局,差距继续有所缩小;经济总量继续呈"东部大、中西部小"格局,总量比重结构差距呈"地带缩小、省区拉大"态势。2008年我国区域经济将继续保持良好发展趋势,增长速度可能稍有放缓,区域差距将继续保持"绝对差扩速放缓、相对差距略有缩小"态势。本文提出了2008年区域经济协调发展的若干对策建议。     

The Struggle for Alternatives: NGOs' Responses to the World Development Report 2008

This paper analyzes the response by NGOs to the 2008 World Development Report (WDR08). It does so at two levels of analysis, which in turn reflect two possible ways of reading the WDR08. The first is to read the WDR08 as a document for policy guidance on 'agriculture for development'. In this respect the paper shows how NGOs expose and challenge the WDR08's optimism for the benign impact of unregulated agribusiness investment on poverty reduction, and put forward a convincing alternative. The second, and politically more fertile, way of reading the WDR08 is to make sense of its numerous internal contradictions. These contradictions are functional to the World Bank's hegemonic effort of establishing a common, and broader, agenda for rural development. Having highlighted the WDR08's incoherent messages on (i) rural labour markets and their role in poverty reduction and (ii) what constitutes the most promising driver of poverty reduction in agriculture (returns from wage labour vs from own account farming), the paper documents NGOs' failure to detect and politically exploit these contradictions.

Failure to learn from failure: The 2008 mortgage crisis as a déjà vu of the mortgage meltdown of 1994

This article traces the developments in the market for residential mortgage-backed securities (MBS) during the period 1970–2008. Drawing on an analysis of trade publications, business press, and interviews with practitioners, it shows that an MBS market meltdown in 1994 provided clear signals of problems with MBS. The market participants did not re-evaluate their use of risk management tools or adjust security design in response to the 1994 crisis, suggesting a lack of understanding of the implications of the crisis. The 1994 meltdown showed that MBS were vulnerable to systematic risks and that these risks could precipitate an MBS market crash. Furthermore, the 1994 meltdown demonstrated that large-scale investment in MBS could affect the primary mortgage market, thereby rendering the MBS risks unpredictable. After 1994, MBS investment shifted to MBS backed by mortgages with default risk – a development that led to the crash of 2008. By drawing parallels between the 1994 and 2008 crises, this article shows how the MBS market failed to self-correct. The results suggest that financial market participants do not always incorporate relevant information in their decision-making and that market participants have difficulties in both foreseeing the effect of financial innovations on markets and interpreting these effects.     

Marx's Legacy,Régulation Theory and Contemporary Capitalism

ABSTRACT

The 2008 financial crisis has challenged the merits of standard economic theories and sparked surprising references to Marxist analyses. A monetary economy is prone to crises, the interaction of competition with capital–labour relations launches relentless accumulation and over-accumulation crises exacerbate the built-in contradictions of the capitalist mode of production. Nevertheless, until now, these imbalances have not unfolded into its rapid and complete collapse. From the social and political struggles of labour and citizens, the 1929 crisis and finally the Second World War, new configurations emerge for the wage–labour nexus, the form of competition and the monetary and credit regime. These delineate an unprecedented accumulation regime, Fordism. In turn, Fordism enters a structural crisis and a dramatic change in institutionalized compromises favours a still different accumulation regime (finance-led) that evolved from one speculative boom to another till the 2008 American financial collapse. Thus the mobilization of Marx's foundational hypotheses by Régulation theory allows a better understanding than most alternative theories of major contemporary stylized facts: productivity slow-down and social polarization in mature economies, tensions between capitalism and democracy, new industrial capitalisms and limits to globalization.
