This research looks at post‐2006‐war reconstruction of the southern suburbs of Beirut under the auspices of Hezbollah (the Islamic resistance movement in Lebanon). The project was widely acclaimed as an alternative to current neoliberal planning practices in the Middle East and beyond. Based on a critical reading of the conception of property issues in this planning project, the article argues that this reconstruction presents a new geometry or alternative to the mainstream configuration of neoliberal urbanism, rather than a departure from its precepts. The reason for this is that the adopted language of property corresponds closely with the conception of property advocated by neoliberal planning, one that enshrines private, individual ownership as sacred and desirable and that works to strengthen its model in the city. I further argue that the ‘neoliberal planning regime’ within which Hezbollah's urban intervention occurs is not accidental; rather, it is necessary for the party's control of this space's future and for consolidating its territory in the city. It is hence expected that Hezbollah's planning in the city will produce the same decried effects as neoliberal planning elsewhere in the city rather than usher an innovative, progressive model of planning.  相似文献

After providing an overview of Corporate Social Responsibility (CSR) research in different contexts, and noting the varied methodologies adopted, two robust CSR conceptualizations – one by Carroll (1979, ‘A Three-Dimensional Conceptual Model of Corporate Performance’, The Academy of Management Review 4(4), 497–505) and the other by Wood (1991, ‘Corporate Social Performance Revisited’, The Academy of Management Review 16(4), 691–717) – have been adopted for this research and their integration explored. Using this newly synthesized framework, the research critically examines the CSR approach and philosophy of eight companies that are considered active in CSR in the Lebanese context. The findings suggest the lack of a systematic, focused, and institutionalized approach to CSR and that the understanding and practice of CSR in Lebanon are still grounded in the context of philanthropic action. The findings are qualified within the framework of existing contextual realities and relevant implications drawn accordingly. Dr. Jamali is Assistant Professor of Management at the Olayan School of Business, American University of Beirut. She holds a BA in Public Administartion from the American University of Beirut, and a Ph.D. in Social Policy and Administration, from the University of Kent at Canterbury, UK. Her research interests encompass corporate social responsibility, public private partnerships, learning organizations and women issues. She worked as an expert consultant on projects funded by the World Bank, the US Agency for International Development, NGOs, and other regional and local public and private firms. She is the author of numerous studies and international peer reviewed publications in various international journals, including the Journal of Management Development, the International Journal of Public Sector Management, the International Journal of Quality and Reliability Management, Business Process Management Journal, Public Works, Management and Policy and Women in Management Review. Ramez Mirshak Graduated with honors from the American University in Cairo (AUC) with a Bachelor of Arts in Business Administration in February 2001, then worked for two years in Egypt in the field of marketing and management. In 2004–2005, pursued his Masters of Business Administration at the American University of Beirut (AUB), researching primarily issues relating to change management and corporate social responsibility under the supervision of Dr. Dima Jamali, then joined a leading international financial institution as a regional Management Associate, while maintaining links with AUB and working on several research based projects.  相似文献

Interest in Corporate Social Responsibility (CSR) has proliferated in academic and business circles alike. In the context of CSR, the spotlight has traditionally focused on the role of the private sector particularly in view of its wealth and global reach. Other actors have recently begun to assume more visible roles in the context of CSR, including Non-governmental organizations (NGOs) which have acquired increasing prominence on the socio-economic landscape. This article examines five partnerships between businesses and NGOs in a developing country context that fall in the realm of CSR. The article starts with a literature review, delineating foundational underpinnings that have to be carefully designed and crafted to promote the success of collaborative ventures. An empirical study of five selected partnerships between businesses and NGOs in Lebanon is then presented, allowing to derive interesting insights into types of existing alliances, their relational characteristics as well as salient factors considered most determinant of success or failure in this regard.  相似文献

In this article, we investigate the effects of a massive displacement of workers from a war‐torn economy on the economy of a neighbouring country. Applying a general equilibrium approach to the Lebanese economy, we explore effects from various components of the crisis on the labour market, the production apparatus and macroeconomic indicators. Along with previous literature, our findings suggest limited or no adverse effects on high‐skilled native workers, but a negative impact on the most vulnerable Lebanese workers. When aid takes the form of investment subsidies, significantly better growth and labour market prospects arise, recalling the necessity of complementing humanitarian aid with development aid to succeed in achieving long‐term objectives. This may however not be politically viable in a context where refugees are considered as temporary.  相似文献

We perform a thorough analysis of the unique dollarization case of Lebanon, a heavily dollarized economy with recurring public deficits and monetary financing of the public debt, together with contained inflation and a de facto fixed exchange rate lasting for more than 20 years. What makes Lebanon’s case specific is the high level of foreign currency liquidity in the hands of the banking system due to the abundant capital inflows in the last three decades, and the high levels of the central bank’s gross international reserves, contrasting with its low and sometimes negative levels of net international reserves. We shed light on a number of areas that have so far been unexplored in international finance and monetary economics, mainly the difference between gross and net international reserves and their relative fiscal costs, together with a synthetic classification of sterilization techniques. We explain the monetary “freezing” mechanism that helped contain inflation in Lebanon, despite the monetary financing of the country’s recurring public deficits. We also assess the results of Lebanon’s monetary and exchange rate policy in the last two decades, and make a number of policy recommendations in light of previous studies.  相似文献

This paper examines empirically using time series econometric models the sustainability of public debt and exchange rate policies, as well as, the relationship between current account and budget deficits in the emerging small open economy of Lebanon. The empirical results point to unsustainable debt and exchange rate policies. Other empirical results support the existence of a uni-directional causal relationship, in the short run, between the budget and current account deficits, indicating that rising fiscal deficits have started to put even more strain on the current account deficits and on the national public debt. To avoid a future depreciation of the exchange rate and perhaps a fiscal and currency crises, the government will have to timely introduce austerity measures to curb the negative implications of its rising budget and current account deficits and debt on Lebanon's economy.  相似文献

Refugee spaces are emerging as quintessential geographies of the modern, yet their intimate and everyday spatialities remain under‐explored. Rendered largely through geopolitical discourses, they are seen as biopolitical spaces where the sovereign can reduce the subject to bare life. In conceptualizing refugee spaces some scholars have argued that, although many camps grow and develop over time, they evolve their own unique form of urbanism that is still un‐urban. This article challenges this idea of the camp as space of pure biopolitics and explores the politics of space in the refugee camp using urban debates. Using case studies from the Middle East and South Asia, it looks at how the refugee spaces developed and became informalized, and how people recovered their agency through ‘producing spaces’ both physically and politically. In doing so, it draws connections between refugee camps and other spaces of urban marginality, and suggests that refugee spaces can be seen as important sites for articulating new politics.  相似文献

Aim: Renal failure is a growing public health problem, and is mainly treated by hemodialysis. This study aims to estimate the societal costs of hemodialysis in Lebanon.

Methods: This was a quantitative, cross-sectional cost-of-illness study conducted alongside the Nutrition Education for Management of Osteodystrophy trial. Costs were assessed with a prevalence-based, bottom-up approach, for the period of June–December 2011. The data of 114 patients recruited from six hospital-based units were collected through a questionnaire measuring healthcare costs, costs to patients and family, and costs in other sectors. Recall data were used for the base-case analysis. Sensitivity analyses employing various sources of resources use and costs were performed. Costs were uprated to 2015US$. Multiple linear regression was conducted to explore the predictors of societal costs.

Results: The mean 6-month societal costs were estimated at $9,258.39. The larger part was attributable to healthcare costs (91.7%), while costs to patient and family and costs in other sectors poorly contributed to the total costs (4.2% and 4.1%, respectively). In general, results were robust to sensitivity analyses. Using the maximum value for hospitalization resulted in the biggest difference (+15.5% of the base-case result). Female gender, being widowed/divorced, having hypertension comorbidity, and higher weekly time on dialysis were significantly associated with greater societal costs.

Limitations: Information regarding resource consumption and cost were not readily available. Rather, they were obtained from a variety of sources, with each having its own strengths and limitations.

Conclusion: Hemodialysis represents a high societal burden in Lebanon. Using extrapolation, its total annual cost for the Lebanese society is estimated at $61,105,374 and the mean total annual cost ($18,516.7) is 43.70% higher than the gross domestic product per capita forecast for 2015. Measures to reduce the economic burden of hemodialysis should be taken, by promoting chronic kidney disease’s prevention and encouraging transplantation.  相似文献

Since the early 1990s, Lebanon has undertaken a number of economic reforms, covering international trade and internal fiscal policy issues in particular. Simultaneously, debt has been skyrocketing, partially justified by reconstruction needs after the end of the civil war. Fostering economic growth seems to be the only way out of the debt trap, but reforms intended to stimulate growth may well have adverse short-run effects on public and external deficits. We construct a dynamic open-economy computable general equilibrium (CGE) model with debt constraints in the sense that external debt requires physical capital as collateral. The CGE model allows us to study the effects of a number of important economic policy issues, such as fiscal policy reform, World Trade Organization (WTO) membership, and foreign direct investment, in a multisectoral dynamic setting under the realistic assumption that debt constraints relax when the economy starts growing. Included in the results are reports on scenarios of trade liberalization and political stabilization.  相似文献
