Since the passage of the Science and Technology Basic Law in 1999, Taiwanese universities have taken a more “scientific-economic” approach to protect and commercialize their research. This research mainly examines innovation activities such as patenting, licensing, and incubated startups in the context of Taiwanese higher education institutions (HEIs). The “scientific-economic” framework used to analyze the strategic aspects influencing these academic innovations includes (1) intellectual property managerial capabilities, (2) the strength of external industrial partnerships, (3) the university entrepreneurial orientation, and (4) government research policy. Four hypotheses were developed. Data were collected via a questionnaire with all 122 HEIs in Taiwan surveyed.The research reveals that the aspects of intellectual property managerial capability, HEI-industry partnerships, and academic entrepreneurial orientation are useful to distinguish the university's innovation performance on patent grants, licensing incomes, and firm incubation. Also, government support on research plays a moderating role in academic innovation. Managerial and policy implications for managing innovation effectively in universities were drawn.  相似文献

从“商业化背离”现象入手,通过对人性假设与专利价值之间的关系分析,研究了专利动机保护动机、经济动机与战略动机的内容、类型与特点,并结合“契约人”假设,解释专利动机的形成机理。之后,通过对专利动机演化过程的剖析,指出了战略动机对专利行为的影响,提出了不同专利动机驱动的专利决策模式。研究发现:战略价值已经成为衡量专利价值的重要标准,对战略价值的追求也已成为一些企业实施专利战略的主要目标,战略专利对企业构建基于专利垄断性的竞争优势起着关键作用。  相似文献

In this paper, we characterise and compare status and evolution of the ICT industry of the six major global economies in ICT: China, the EU, Japan, Korea, Taiwan and the USA. For this, we employ official data covering the period 2006–2009. Our analysis shows that although the EU is the largest economy of the world, it is the least ICT-specialised economy of all six major ICT economies. The USA is clearly the top global player in ICT in many respects. In both ICT Manufacturing and ICT Services it has the largest Value Added, BERD, BERD intensity and labour productivity. We further observe that China has, by far, the largest number of employees in both ICT Manufacturing and Services, while its level of ICT BERD remains low. China is however an emerging economy and economic indicators of its ICT sector have strongly grown from 2006 to 2009. Japan׳s ICT sector has a larger weight in the national economy than those of the USA, EU, and China. Moreover, it is the country from which the highest number of ICT patent applications originate. We also find that, of all six major global economies in ICT, Taiwan and Korea have the most ICT-specialised economies, with a strong orientation towards Manufacturing. Finally, we discuss selected results of our analysis and conclude the paper with tentative policy implications for the EU.  相似文献

The paper examines the impact of the Science and Technology Basic Law (STBL) enactment of 1999 on the transformation of public sector research (PSR) in Taiwan. The paper proposes a research framework to assess the changes on PSR mainly through four dimensions: (1) new infrastructure build-up, (2) industrial research links, (3) patenting and licensing, and (4) industrial education/training. Nine research hypotheses are developed. Based on the survey data of 107 PSR establishments, the paper reveals that Taiwan PSR has experienced a burgeoning infrastructure build-up and a more active partnership with industry in the post-STBL period. However, the paper argues that the scientific-economic transformation of PSR in Taiwan tends to develop better “industrial collaborative research and training capabilities” than “patenting and licensing capabilities” in the preliminary post-STBL period. The divergence on patenting, licensing and partnership capabilities still persists between experienced PSREs and non-experienced ones, suggesting a learning effect. These findings provide crucial policy implications to delineate appropriate roles of PSR in the new scientific-economic regime.  相似文献

The task of recognizing valuable technological opportunities is crucial for the organizations in charge of transferring technology from universities and publicly funded research institutes to the market. Difficulties in understanding the true commercial potential of an application result in failed subsequent commercialization and excess costs of technology transfer. This paper describes how the task of opportunity recognition is performed in five Technology Transfer Organizations (TTOs). The analyzed TTOs had different degree of independence to the structure of the parent and make use of information and competencies acquired through their formal and informal network ties.

Collaborative Ph.D. projects between university and industry constitute an important aspect of university–industry collaboration, yet has remained under-researched thus far. The specific question this paper asks is how collaborative Ph.D. projects perform compared to non-collaborative Ph.D. projects. Conducting an empirical study on 448 Ph.D. projects at Eindhoven University of Technology, it is observed that collaborative Ph.D. projects outperform non-collaborative Ph.D. projects both in terms of industrial performance (number of patents and patent citations) and academic performance (number of publications and publication citations). A further investigation indicates that the high performance of collaborative Ph.D. projects is specific to the university׳s collaborations with Philips and with Public Research Organisations. When measuring academic performance is a more restricted manner by looking at top-publications only, it is observed that collaborative Ph.D. projects no longer outperform non-collaborative Ph.D. projects. One of the policy implications of this study is that there seems to be no reasons for universities to be reserved to enter into collaborative Ph.D. projects, when such opportunities arise.  相似文献

Setting technology standards is the route to market growth and to potentially influencing the performance of a whole industry. When a market accepts a particular technology as one that defines the specifications for products in the entire industry, a dominant design is set. In this article, we investigate how the existence of a dominant design affects subsequent innovation in an industry. In particular, we study the influence on innovative performance, radical innovation, and process innovation. Analyzing longitudinal, cross-sectional patent data for more than 2.6 million patents filed from 1978 to 2013, we find support for our hypotheses that an industry's innovative performance and degree of radical innovation are negatively influenced by dominant design in that industry, and that process innovation is fostered by the occurrence of a dominant design. We discuss the findings in the light of the increasing speed of technological development and standardization. Additionally, results from a sensitivity analysis for different threshold values of dominant design call for adjusting a binary definition of dominant design with different threshold values depending on the effects under study.  相似文献

The paper empirically investigates the issue of financial constraintsto investment, focusing on its relationship with innovationactivities. The study is based on the analysis of a cross-industriespanel of 804 Italian companies, observed through the years 1995–2000.The main objective of the study is to highlight whether thereare financial determinants underlying the strong bias of patentingactivity towards larger companies in the Italian economy. Byapplying a dynamic panel analysis, we found that only the firmsshowing lower financial constraints are able to keep a sustainedpatenting profile through time. Our evidence suggests the existenceof an imperfect capital market in the Italian economy, particularlyin the case of medium-sized companies, which tend to delay inefficientlythe start of in-house R&D activities.  相似文献

Today's conventional wisdom among economists and lawyers is heavily weighted toward the proposition that strong and broad patent rights are conducive to economic progress. Concerns have been raised as to the extent to which strong patent rights could build up barriers to follow-up research and thus hinder technological advance. This poses a number of difficulties particularly in the area of genetics with respect to the scope of protection and the definition of what is patentable. This article considers the problems of ‘anti-commons’, limitations for upstream inventions, patent thickets and royalty stacking with licenses for genetic inventions. A survey of 53 biotechnology companies in Switzerland builds the empirical basis of the investigation. The survey results confirm that the concepts of ‘anti-commons’, ‘patent thickets’ and ‘royalty stacking’ are indeed relevant. However, they are not highly relevant for the Swiss biotechnology industry from an economic point of view. A broad research exemption combined with a protection limited to concrete disclosure functions of DNA patents and compulsory licensing arrangements are considered as feasible remedies for overcoming certain difficulties with gene patents.  相似文献
