We propose a new cost allocation rule for minimum cost spanning tree games. The new rule is a core selection and also satisfies cost monotonicity. We also give characterisation theorems for the new rule as well as the much-studied Bird allocation. We show that the principal difference between these two rules is in terms of their consistency properties.

We study the question of which social choice functions from an abstract type space to a set of outcomes are truthful, i.e., implementable by truthful mechanisms, when utilities are quasi-linear. For convex domains, our main theorem characterizes truthful social choice functions as those satisfying two properties: local weak monotonicity and vortex-freeness. The first of these constrains the function values at any two sufficiently proximal points, while the second asserts that its line integrals around sufficiently small triangular loops must vanish. The characterization implies a local-to-global principle that allows one to deduce truthfulness of a function from its behavior on arbitrarily small neighborhoods of each point. Other consequences include a simple alternate derivation of the Saks–Yu Theorem that weak monotonicity characterizes truthfulness of functions having a convex domain and finite range, and a sufficient condition for constructing truthful functions by “stitching together” truthful subfunctions on different subsets of the domain.

An aggregation rule maps each profile of individual strict preference orderings over a set of alternatives into a social ordering over that set. We call such a rule strategy-proof if misreporting one's preference never produces a different social ordering that is between the original ordering and one's own preference. After describing two examples of manipulable rules, we study in some detail three classes of strategy-proof rules: (i) rules based on a monotonic alteration of the majority relation generated by the preference profile; (ii) rules improving upon a fixed status-quo; and (iii) rules generalizing the Condorcet–Kemeny aggregation method.

AbstractWe report on a nonsocial experiment where we find that all participants choose the dominant strategy in the experimental payoff, and compare it with the payoff-isomorphic, but social, Prisoner’s Dilemma treatment presented in a recent paper by Bosch-Domènech and Silvestre where 28% choose cooperation instead of the dominant strategy. The contrast reinforces Roemer’s emphasis on human cooperation. Next, we argue that Roemer’s Simple Kantian Equilibrium works well as a theory of cooperation under the assumption of monotonicity (positive or negative externalities), but not when efficient cooperation requires the division of labor by coordinating dissimilar tasks.

This paper investigates whether there is an allocation rule for which innovation never hurts anyone. Existing studies provide possibility characterizations together with efficiency and a natural participation constraint, assuming the domain of one input good and one output good in which nobody prefers to consume more of the input good than what she has. We show that this possibility result does not survive and we lead to impossibility either when (i) somebody wants to consume the input good more than what she has; or when (ii) there are multiple input goods.

We consider collective decision problems given by a profile of single-peaked preferences defined over the real line and a set of pure public facilities to be located on the line. In this context, Bochet and Gordon (2012) provide a large class of priority rules based on efficiency, object-population monotonicity and sovereignty. Each such rule is described by a fixed priority ordering among interest groups. We show that any priority rule which treats agents symmetrically — anonymity — respects some form of coherence across collective decision problems — reinforcement — and only depends on peak information — peak-only — is a weighted majoritarian rule. Each such rule defines priorities based on the relative size of the interest groups and specific weights attached to locations. We give an explicit account of the richness of this class of rules.
