The Vortex of Rights: ‘Right to the City’ at a Crossroads

The right to the city concept has recently attracted a great deal of attention from radical theorists and grassroots activists of urban justice, who have embraced the notion as a means to analyze and challenge neoliberal urbanism. It has, moreover, drawn considerable attention from United Nations (UN) agencies, which have organized meetings and outlined policies to absorb the notion into their own political agendas. This wide‐ranging interest has created a conceptual vortex, pulling together discordant political projects behind the banner of the right to the city. This article analyzes such projects by reframing the right to the city concept to foreground its roots in Marxian labor theory of value. It argues that Lefebvre's formulation of the right to the city — based on the contradiction between use value and exchange value in capitalist urbanism — is invaluable for analyzing and delineating contradictory urban politics that are pulled into the vortex of the right to the city. Following Lefebvre's lead in such an analysis, however, reveals certain limitations of Lefebvre's own account. The article therefore concludes with a theoretical proposition that aims to open up space for further critical debate on the right to the city.     

双边政治关系、制度质量与中国对外直接投资*

本文利用中国与其他国家在联合国大会决议的投票行为作为双边政治关系的代理变量,以中国对89个国家2003—2015年对外直接投资数据为样本,分析了双边政治关系对中国对外直接投资的影响。研究表明：整体而言,中国的对外直接投资会受到双边政治关系的显著影响,政治关系的亲密有利于中国对外直接投资的增加。东道国制度质量可以降低中国对外直接投资对双边政治关系的敏感度,且制度质量的调节只能在中国对比自己制度质量高的国家投资时发挥作用。以2008年为分界点,后危机时代双边政治关系对投资的影响更加显著,双边政治关系的经济效应也会显著地受到东道国制度质量的调节。此外,中国改善与“一带一路”沿线国家的政治关系,可以促进中国的对外直接投资。     

联合国系统采购规则研究——兼论我国中小企业参与机制的构建

联合国系统在采购主体、采购对象和采购程序等方面都具有一定的特殊性,令不少中国中小企业望而生畏,以至于错失了这一潜在市场。为此,需要企业、政府和行业协会等联动协作,借助联合国这一平台将中国制造产品打入国际市场,这对克服当前由于国际金融海啸造成的外贸出口困境无疑具有积极的意义。

文章根据作者长期从事国际贸易标准化研究的经验，系统介绍了什么是国际贸易程序简化与标准化，它们对于国际贸易的影响以及谁来推动该项工作等。最后，对现有的问题进行了总结，并就如何进行国际贸易程序简化与标准化培训提出了建议。     

Profitable credit card business empirical analysis of factors

Since 1995, major domestic commercial banks are beginning to have a variety of credit cards issued. However, at present, China＇s relatively low profitability of the credit card business, it accounts for a smaller proportion of total bank income. By means of credit card revenue／cost structure analysis, the authors found spending and overdraft balances affecting credit card business, an important factor in profitability. At the same time, combined with a commercial bank＇s existing statistical data, using SPSS software correlation and regression analysis, the authors found that the key to improve the bank card revenue is to raise China＇s commercial banks, credit card revolving credit utilization, and expand the scale of overdraft balances.

发展是实现人民幸福的关键。中国政府倡导的全球发展倡议有两大理论和实践来源:2030联合国可持续发展目标是促成国家间合作和提供全球公共产品的重要动力;中国的"一带一路"倡议作为全球合作平台和公共产品的提供者,为国际社会提供了中国方案和中国智慧。本文结合"一带一路"倡议的理念与实践、2030联合国可持续发展目标,从发展经济学的研究视角,提炼出贫困与不平等、经济发展、健康与可持续的社会、气候与环境、投资与援助这五大关键变量,建构了发展经济学视阙下的"一带一路"倡议和可持续发展目标的分析框架,阐明全球发展倡议的生命力。通过文中的相关案例和实践研究得出:"一带一路"倡议完美契合2030联合国可持续发展目标,彰显了可持续发展的中国方案;面对全球公共卫生危机、大国竞争态势和实现联合国可持续发展目标的挑战,推动"一带一路"高质量发展继续为全球可持续发展赋能。
