董事高管责任保险与上市公司关联交易——基于我国上市公司经验数据的检验

董事高管责任保险(D&O保险)是一个市场化的外部治理机制。基于沪深证券交易所2003—2017年上市公司数据,本文实证检验了D&O保险对上市公司关联交易的影响。研究发现,D&O保险显著提升了关联交易总水平、关联销售金额和关联购买金额;根据控股产权性质分组研究发现,D&O保险对非国有控股公司关联交易的正向影响,比对国有控股公司更加显著;D&O保险、关联交易均与公司价值显著正相关,且关联交易发挥中介效应。研究表明,D&O保险通过监督效应提升关联交易,并促使其对公司价值发挥支持效应。研究加深了对D&O保险治理职能的理解,更新了对关联交易经济后果的惯性认知,对促进公司治理治理机制建设和完善现代企业制度具有重要的理论和现实意义。     

对当前公安机关应对群体性事件的若干思考

公安机关在群体性事件的应对中应当坚持“三个慎用”原则,不能因为警力使用不当造成更大的冲突,同时在政治与法律双重路径下化解危机,维护社会的安定稳定。公安机关虽然无法消除社会矛盾。但可以通过履行职责,加强沟通,学习专业化策略,逐渐引导群众在法律的框架内表达自己的利益诉求,最终实现警民关系的和谐。     

构建边境和谐警民关系的意义现状及路径选择

为构建和谐警民关系,公安边防部队做了诸多探索,也取得了一定成效,但在边防监督执法、服务观念等方面,与人民群众的新要求还有一定差距。本文分析了新时期构建和谐警民关系的意义,并针对当前构建和谐警民关系的现状剖析了存在的问题,最后结合实践提出了新时期构建和谐警民关系的对策。     

浅议“全国公安机关现场勘查信息系统”在新经济形势下的应用

"全国公安机关现场勘验信息系统"是公安机关"金盾工程"和"三基工程"的重点建设项目,是刑事技术现场勘验检查的信息平台,自2009年6月正式建库以来取得了巨大成效。特别是在新经济形势下,该信息系统在铁路公安机关的广泛应用,分析在应用中遇到的问题及解决途径,有利于其作用在铁路公安机关更好地发挥。     

Police culture,tourists and destinations: A study of Uttarakhand,India

The present study examines the quality of service provided by police officials at tourist sites in the Uttarakhand region, India and its impact on the level of tourists' confidence in the police. The study also investigates the role that police culture plays in determining quality of service and the effect of leader behavior in moderating the relationship between them. A survey method was used for data collection from the police officials and the onsite tourists. Data analysis was carried out using CFA and an SPSS macro named PROCESS. Results showed that police organizational culture has a direct influence on tourists' confidence in the police and police service quality partially mediates the relationship between the two; also leader behavior positively moderates between police culture and service quality. This study adds to the literature on tourists' confidence in the policing of tourist sites, police culture, leader behavior, and police service quality.

The new public management and the UK Police Service

This article explores the impact of the introduction of the New Public Management (NPM) within the UK Police Service since the mid-1990s. A specific focus upon individual performance management (one of the central features of NPM) is examined from the perspective of the police sergeant who has primary responsibility for managing performance and ultimately the delivery of policing services within one of the UK's ‘essential’ public services. After a discussion of the literature on individual performance management within the context of the NPM, the article identifies four major research questions relating to: the job role demands of performance management; access to valid and reliable performance management information; the capacity to provide follow-up development and support; and the wider integration of performance management with organization strategy and service objectives. After reporting on interview data collected from role sets in which the sergeant is a focal member, the article concludes with a discussion of the constraints upon effective performance management within the NPM.     

Estimating road traffic injuries in Jinja district,Uganda, using the capture-recapture method

ABSTRACT

Road traffic injuries (RTIs) are commonly under-reported in low-and-medium-income countries. This study aimed to estimate the number of RTIs and determine the magnitude of under-reporting by traffic police and hospital registries. A two-source capture-recapture method was applied to RTI data from police and hospital registries. Seven matching variables; sex of the injured, date, place, time, day of crash and road user type were used to get the matched cases. Police independently reported 46 RTIs and the hospitals reported 206 RTIs. Using the capture-recapture analysis, both sources estimated 313 RTIs (95% CI 273–343). The police registry captured 14.4% of the estimated number of RTIs and the hospitals captured 60.4%. The estimated number of RTIs was higher than reported by either the police or the hospitals alone. Neither the police nor the hospitals provided accurate data on RTIs, calling for the strengthening of both sources of data.     

试论警犬技术在铁路治安保卫中的作用及其应用

警犬具有听觉、嗅觉发达，防御机能强，扑咬凶猛等得天独厚的特点，现广泛地应用于铁路治安保卫工作中，可执行巡逻、警戒、看守、处理突发事件等任务，能够降低发案率、预防和打击犯罪。本文从警犬技术的特点和作用出发，论述了警犬在铁路治安保卫工作中的使用范围、方法和程序。     

The Lowest Supply and Demand of Engineering Officers of National Vessels in Taiwan

This article is based on the number of engineering officers from 1994 to 2000 in Taiwan, and adopts a 6-year moving average to work out the transition probability of engineering officers and to construct an absorbing Markov Transition Matrix to forecast the terms of seniority and annual supply in each hierarchy. In order to estimate the minimum number of vessels needed, this article also employed the quantity of demand for imported consumer goods from 1994 to 2000 in Taiwan and applied a Grey model to predict the annual quantity of demand for imported consumer goods. Furthermore, this article estimated the minimum number of demand for engineering officers according to the minimum number of vessels needed. In addition, this paper used cross-analysis to investigate the manpower supply and demand of engineering officers in Taiwan and obtained some important results, which can be valuable references for pertinent authorities.
