This article examines the interlocking nature of racialization and rescaling in post‐Katrina New Orleans, focusing specifically on the implementation of the Louisiana Road Home program, the largest housing recovery program in US history. Based on interviews and long‐term ethnographic fieldwork, I conceptualize the Road Home program as a racialized spatial strategy to revalorize disaster‐devastated spaces and enhance the exchangeability of damaged property. I trace the logic of rescaling in post‐Katrina New Orleans and reveal the ways in which state policies to accelerate the turnover time of flood‐damaged housing reflect and reinforce the racialization of space. New Orleans stands as a valuable laboratory for the study of government intervention under conditions of widespread upscaling, downscaling and outscaling processes, pushing trends found elsewhere to their limits while revealing the negative consequences of rescaling for local institutions and residents. The article illustrates the localized dynamics of rescaling in times of crisis and offers a novel processual account of the drivers and consequences of rescaling processes in a disaster‐impacted territory.  相似文献

This article discusses potential reasons for the continuities in the broader policy agendas of capitalist states, despite radical shifts in economic policies, by employing the state‐rescaling framework. Its main thrust is that, even though centrally designed policy programs mainly aim to give direction to the dynamics of the market economy, the institutional (re)structuring needed to operationalize such policy measures has been shaped around a politics of redistribution, a product both of the exclusionary results of past policies and the negative results of the newly introduced policy programs. This dialectical tension turns state rescaling into a political exercise in solving, and reproducing, ‘systemic crises’. The article examines the history of state rescaling in Turkey to develop these arguments.  相似文献

面对后疫情时代、逆全球化的复杂环境以及"双循环"国家发展战略新要求,消除阻碍要素流动与配置壁垒、促进区域经济一体化的意义更为迫切。但是如何深刻地观察和衡量制度壁垒的空间效应在实践中是一个难题,也缺乏相应的有效理论支撑。经济地理学的制度转向带来了研究焦点从"物与结构"向"制度"转变,文章将新制度经济学中的"制度距离"概念引入区域空间经济研究中,认为由于地方之间的制度环境和制度安排差异所导致的"制度距离",为区域空间经济分析提供了新的理论视角与测度方法。文章揭示了区域空间发展中制度距离的作用机制,初步构建了影响区域经济一体化的空间经济分析解释框架,基于制度距离与空间距离建立了二维分析象限,分析了三种典型的区域空间效应表征类型。  相似文献

全球化背景下,生产组织方式的变革以及资本和技术的快速转移,使区域成为重要的国家生产空间,并引致了国家—区域的治理回应。近年来逐渐出现了沿用尺度重构的理论视角来探讨区域空间生产策略,尺度重构被视为大多数国家应对区域发展问题的重要手段,而国家级新区就是这样一种具有中国特色的尺度重构工具。文章回顾了国家级新区设立、发展的逻辑演变,认为其是国家战略性选择的结果,将政策和优势导向特定的空间尺度,引领了区域的发展。近年来,中央政府更是加大了通过设立国家级新区来重塑区域空间生产策略的行动。最后,文章讨论了国家战略区域空间生产策略体系,并从制度建构、治理重构、规划整合和财税安排等四个方面对善用这种尺度重构工具提出了建议。  相似文献

This article examines the emergence of city‐region governance as a specific state spatial selectivity in post‐reform China. The process has been driven by the state in response to the crisis of economic decentralization, and to vicious inter‐city competition and uncoordinated development. As part of the recentralization of state power, the development of urban clusters (chengshiqun) as interconnected city‐regions is now a salient feature of ‘new urbanization' policy. I argue in this article that the Chinese city‐region corresponds to specific logics of scale production. Economic globalization has led to the development of local economies and further created the need to foster ‘regional competitiveness'. To cope with regulatory deficit at the regional level, three mechanisms have been orchestrated by the state: administrative annexation, spatial plan preparation and regional institution building, which reflect recent upscaling in post‐reform governance.  相似文献

Since the late 1970s, Atlantic Fordism has seen rising homelessness and ghettoization as the ‘new urban poverty’ (NUP) (Mingione, 1996). Despite some similarities, the NUP in Japan has a unique rhythm and spatial pattern. In order to explore Japanese NUP, this article develops an interpretation of Japan's strategies to regulate poverty and homelessness during the last 50 years, paying particular attention to the spatial consequences of such strategies within major Japanese cities. First, I theorize long‐term economic growth patterns as a basic parameter of poverty and homelessness regulation and present a periodization of Japanese trends since the 1950s. Second, I analyze poverty in Japan and the transformation of national strategies of spatial regulation in the 1990s, when homelessness grew. Third, I examine the multi‐scalar processes through which new regulatory spaces of homelessness were produced in the 1990s and 2000s, when failures of post‐bubble crisis management ballooned in Japan. I argue that, through a dialectic between national/local rule‐setting and homelessness, the Japanese state fragmented the dominant scale of poverty regulation, rescaled the site of homeless regulation and contained homelessness in relatively autonomized cities. I conclude that, from the 1990s until the late 2000s, Japan's homelessness and its contradictions tended to be transferred to the spheres of urban workfare and urban policing, which I call new regulatory spaces of homelessness, that lie around the fringes of national social rights.  相似文献

Using the experience of metropolitan Rio de Janeiro, this article contributes to the broader debate on development regimes, rescaling and state spatial restructuring in Brazil, and its specificities in relation to the international discussion on the transformations in Atlantic Fordism. I argue that the transition from a (peripheral) development state to a competitive and rescaled regime has been accompanied by important continuities. Legitimized through discourses around development poles and trickle‐down effects, the national‐developmental regime has systematically promoted some spaces as opposed to others, without much emphasis on the social and environmental dimensions of spatial policies. The emerging competitive state spatial regime, whether in its neoliberalized, or its more recent ‘rolled‐out’ national‐developmental version, is merely expected to aggravate the historical socio‐environmental contradictions in the production of space. Moreover, scale has proven contested and strategic‐relational, both molding and being influenced by actors that seek to use scalar politics to reach their interests. My analysis suggests that, within this scenario, neither economic growth, nor regulatory and institutional strengthening, nor financial resources are likely to produce structural transformation in the inherited spaces of Greater Rio de Janeiro.  相似文献

State rescaling is the subject of a continuously growing literature that provides valuable insights into our current understandings of globalization, the spatiality of the capitalist state and urban and regional development. There have been, however, growing concerns about the wider applicability of this literature. Since the bulk of state rescaling studies have focused on North American and European examples, the existing literature is limited in its conceptualization of the diverse and concrete ways in which the spatial and scalar restructuring of capitalist states takes place in different historical, political and social contexts beyond North America and Western Europe. This symposium provides the literature with a valuable opportunity to transcend this limitation. The articles in this collection discuss the processes of state rescaling in non‐Western countries such as Japan, Korea, Brazil and Turkey. By providing detailed explanations of state rescaling and the associated politico‐economic processes in non‐Western countries and regions, they not only show that state‐rescaling literature is more widely applicable and meaningful beyond Western politico‐economic contexts, but also point out what is missing in the existing corpus.  相似文献

This paper evaluates how economic restructuring in Guangdong is entwined with the politicisation of state rescaling during and after the global financial crisis of 2008. It shows how a key industrial policy known as ‘double relocation’ generated tensions between the Guangdong government, then led by Party Secretary Wang Yang, and the senior echelon of the Communist Party of China in Beijing. The contestations and negotiations that ensued illustrate the dynamic entwinement between state rescaling and institutional path-dependency: the Wang administration launched this industrial policy in spite of potentially destabilising effects on the prevailing national structure of capital accumulation. This foregrounds, in turn, the constitutive and constraining effects of established, national-level policies on local, territorially specific restructuring strategies.  相似文献
