以中国2013年以来实行的碳排放交易试点政策作为准自然实验事件,基于2000-2017年中国30个省市的面板数据,运用双重差分法实证检验碳排放交易制度的节能减排效应及影响机制。研究发现,碳排放交易制度有利于实现中国经济“节能”与“减排”的双重目标,并通过了一系列稳健性检验;作用机制检验表明,能源效率提升和能源结构转型都是碳排放交易制度实现节能减排目标的重要路径;能源效率提升在碳排放交易制度实现“节能”和“减排”中分别发挥了10.19%和5.93%的作用,而能源结构转型分别发挥了48.87%和52.95%的作用。这意味着中国碳排放交易制度实现节能减排的主要动力来自能源结构转型,而非能源效率提升。能源结构转型涉及问题更加宏观和深层,这为中国加快推进节能减排进程,特别是完成2030年碳达峰和2060年碳中和的国际承诺提供政策启示。 相似文献

The paper seeks to evaluate the evidence on the employment effectsof the collective working-time reductions in Europe over thepast 20 years. While theoretical analyses produce contradictoryassessments, most empirical studies show positive employmenteffects but take insufficient account of these conditions underwhich the reductions in working time were implemented. MONEY 2000? is a successful consumer education programme that was implemented by Cooperative Extension personnel in over two dozen states of the USA between 1996 and 2002. One of the unique features of this programme is that it was based on the Transtheoretical Model of Change (TTM), a framework that has been widely used to study health‐related behaviour changes such as smoking cessation. This paper first describes how the MONEY 2000? programme was developed around major constructs contained within the TTM. Findings are reported from a survey conducted with participants in the first two states that delivered the programme. The findings suggest that several change processes used by MONEY 2000? participants are associated with specific stages of change. In addition, there may be differences in behavioural changes between participants who increased their savings and those who reduced their debts. 相似文献

Taking the case study of a community based protest against the closure of a swimming pool in Glasgow, this paper seeks to raise important critical questions about some of the key ideas informing New Labour's urban policy agenda: social capital and active community. It argues that normative notions of active citizenship seriously conflict with bottom-up community protests, highlighting in the process issues of power and inequality. Valuing a change in the risk of death is a key input into the calculation of the benefits of environmental policies that save
lives. Typically such risks are monetized using the Value of a Statistical Life (VSL). Since the majority of the lives saved
by environmental policies are those of older persons, there has been much recent debate about whether the VSL should be lower
for the elderly to reflect their fewer remaining life years. We conducted a contingent valuation survey in the UK, Italy and
France designed to answer this question. The survey was administered in these three countries following a standardized protocol.
Our results suggest that the VSL is €1.022 million or €2.264 million, depending on whether we use median or mean WTP. The
VSL is not significantly lower for older persons, but is higher for persons who have been admitted to a hospital or emergency
room for cardiovascular and respiratory problems. Income is positively and significantly associated with WTP. The income elasticities
of the WTP increase gradually with income levels and are between 0.15 and 0.5 for current income levels in EU countries. We
use the responses to the WTP questions to estimate the value of an extension in remaining life expectancy. The value of a
loss of one year’s life expectancy is €54,000 or €163,000. 相似文献
