新基建作为现代化基础设施体系的重要组成部分,已经成为中国经济高质量发展的重要支撑。基于2015—2021年中国71个城市的面板数据,构建双向固定效应、中介效应和调节效应三种回归模型,实证检验新基建发展对城市产业结构水平的影响及内在机制。研究发现:新基建发展能促进产业高级化水平,改善不合理的产业结构状态,提升产业合理化水平;新基建通过发展物联网和激励城市研发创新两种间接路径对产业结构转型升级产生积极影响;新基建对产业结构水平的影响受到地方政府干预行为的调节作用,在地方政府合理的行政管理下,新基建对产业转型升级的积极作用更为明显;新基建发展对产业结构水平的提升作用具有区域异质性和城市规模异质性,在中西部地区和大城市地区的作用效果更为明显。  相似文献

Innovation clusters combining public and private effort to develop breakthrough technologies promise greater technological advances to slow down climate change. We use a multi-country model with an emission trading system to examine whether and how international climate policy can incentivize countries to create such innovation clusters. We find that a minimal carbon price is needed to attract applied research firms, but countries may nevertheless fail to invest in complementary research infrastructure. We construct a mechanism that leads to innovation clusters when emissions targets are set before uncertainty surrounding technological developments is resolved. It is a combination of low permit endowments for the country with the lowest costs to build the needed infrastructure, compensation for this country by profits from permit trade, and maximal possible permit endowments for the remaining countries. We outline how the EU-ETS can be further refined according to this mechanism.  相似文献

This study investigates the correlates of a resident's walking behaviors and aims to shed light on mechanisms through which walking may be encouraged. The results of this investigation paint a complex and nuanced picture of the residents’ walking behaviors in South East Queensland, Australia. The results suggest that sociodemographic characteristics separately may contribute greatly to whether or not one engages in walking behaviors. Further, cumulatively these differences might be greater for some groups of residents compared to others. One of the most prominent findings of the study is that the purpose, the characteristics of the origin, and the characteristics of the destination of a trip tended to be similar in the heterogeneity they exhibit over the distribution of time spent walking. For example, pick something up, undertake work, or engage in personal business, move to or from a workplace, shop, or social place are activities that tend to be associated with walking as a main mode of transport and a higher number of walking episodes. We analyse the effect of a large scale infrastructure investment, namely the construction of the Oresund bridge, on the local and supra-regional economy. We employ the synthetic control method to construct counterfactual regions that mimic the trajectory of Malmo and Southern Sweden without treatment. Our results point to a positive effect. However, placebo tests in space and time only reveal statistical significance at a larger regional level. The results suggest that spillover effects are eminent.  相似文献

In this paper, we investigate whether partial tax coordination is beneficial to countries within and outside a tax union, in which countries are supposed to compete in taxes and infrastructure. Our results demonstrate that a subgroup of countries agreeing on a common tax rate can harm both member and nonmember states. This is in contrast to the classical findings that partial tax harmonisation is Pareto improving. When a minimum tax rate is imposed within a tax union, we demonstrate that it does not necessarily improve the welfare of the member countries. Moreover, both the high‐tax and low‐tax countries can be worse off. This conclusion is at odds with the classical result that a high‐tax country benefits from the imposition of a lower tax bound.  相似文献

Two decades ago, the rules governing the provision of piped municipal water supply in Mumbai became linked to the policy frameworks governing eligibility for a property titling scheme. This article outlines the ideological basis and practical implications of the shift, as well as the contradictions of the new regulatory regime. The article demonstrates how these contradictions have been mediated by the material and practical knowledge, embodied expertise, local authority and wide‐ranging socio‐political work of two sets of actors: municipal water engineers and a cast of characters known locally as ‘plumbers’. The social, political and hydraulic imaginaries animating the work of ‘plumbing’ are bound up with a temporal and spatial imaginary distinctly at odds with the network‐flow conception of hydraulic engineering within which the work of water supply planning and distribution in Mumbai is conceptualized, materialized and institutionalized. The hydraulic and legal contradictions of these clashing infrastructural idioms––of flow and event––have rendered the regulatory framework highly unstable. These contradictions eventually erupted in Mumbai's waterscape, leaving the city's water infrastructures suspended in a highly politicized state of limbo between dueling infrastructural imaginaries.  相似文献

The paper offers an analysis of empirical evidence on the equity impacts of operational Bus Rapid Transit (BRT) systems in the Global South. The focus is on vertical equity, i.e. whether BRT systems achieve progressive benefits for poorer segments of the population. Findings from Africa, Asia, and Latin America all suggest that BRT does offer significant benefits to low-income groups, in terms of travel time and cost savings, access enhancement, and safety and health benefits. However benefits are often skewed toward medium-income users and thus less progressive than they might be. Two primary reasons for this are insufficient spatial coverage and inappropriate fare policies. While many features of BRT potentially allow it to deliver pro-poor outcomes, such outcomes only materialize if BRT implementers pay specific and sustained attention to equity. The paper identifies key issues that need to be addressed to steer BRT implementation toward more socially sustainable outcomes—including better integration with other transit, paratransit, and nonmotorized transport services, and with the housing sector.  相似文献

The introduction of traffic management schemes has been one response of the National Parks to the problem of ever-increasing car-borne visitors and the consequent damage caused to the rural environment. By reviewing these schemes and by determining and explaining attitudes towards one particular traffic management experiment, the paper aims to deduce lessons for future policy. The analysis, based on two visitor surveys, suggests that the likelihood of success is improved when schemes are integrated, containing both ‘carrot’ and ‘stick’ elements. Since public perceptions are also found to be pivotal to its success, appropriate marketing of a scheme is vital. The paper concludes, however, that to achieve the fundamental objective of greater accessibility with less mobility, a more wide-ranging marketing effort is required intended to engender a sea change in attitude towards both the car and public transport.  相似文献

This paper examines the impact of a major road improvement programme on the economic development of North Wales. The paper identifies the economic impacts of the road on a selection of firms and organisations in North Wales, and provides a modelling framework to examine the static and dynamic effects of road improvements. Road improvements across North Wales are found to be a necessary, but not sufficient, condition for economic development in this peripheral area.  相似文献
